Revision of ERO's early childhood review methodology



ERO is revising the way it reviews early childhood services.

The revised methodology will support improved ECE service performance, provide clear reporting for parents and communities, and focus on outcomes for children.

ERO’s aim is to encourage and support the development of self review and to use services’ self-review information more in ERO reviews. As part of its new process ERO will give you a self-report document to complete. This document asks you to describe how your self review leads to improvements in governance and management, leadership, curriculum, and teaching and learning. ERO is particularly interested in the steps you are taking to ensure positive outcomes for all children attending your service.

Timeline
At this stage, implementation of the new ECE review methodology is scheduled for mid 2012.

Survey
Thank you to everyone who completed the survey. We have now analysed the survey results - click here for a summary.

Our current thinking for the ECE review methodology includes the following:

1. Capacity focus - the review will focus on how well placed the service is to promote positive outcomes for children

2. Equity of outcomes - the review will look at how well the service promotes success for Māori, Pacific, infants and toddlers and diverse groups of children

3. Complementary evaluation - the review will place more emphasis on the early childhood service’s self review and also consider ways to build ECS capability in self review

4. Clear reporting - reports will be short and answer key questions

5. ECS self-reporting - early childhood services will be required to provide in-depth self-reporting information

6. Integrated evaluation indicators - revised evaluation indicators based on research and best practice will serve as a tool for the methodology.

The new methodology will follow a high-trust model as it places more ownership and responsibility for quality improvements with the early childhood service. In addition, there will be a lower tolerance for centres that provide ongoing poor quality education and care. ERO will work in different ways, and possibly for different time frames, depending on the context and the service’s capacity.
