2 Context of the Service

Impact Childcare Ltd is a privately owned service. There are two areas for different age groups of children. A manager and head teacher lead a team of six qualified teachers. A third of children enrolled are of Māori heritage.

3 Summary of findings

Children experience responsive and respectful relationships with teachers. They are supported to care for themselves and are offered opportunities to develop their independence. Children up to two years of age benefit from consistent caregiving and a calm, unhurried environment. As a result, children are well settled and have developed a sense of belonging.

Children, including those with additional learning needs, have opportunities to be creative and expressive through imaginative play. They develop their physical skills and are supported by teachers to challenge themselves within a natural environment. Through the provision of mixed-age opportunities, positive tuakana/teina relationships between older and younger children are evident.

Children experience an environment where te reo Māori and some aspects of tikanga Māori are woven through the curriculum. Children participate in waiata and karakia and understand simple phrases in te reo Māori.

Planning and assessment records show children’s individual learning and dispositions. Teachers now need to consider and document how they could extend on children’s natural curiosity and prior knowledge, and the ways in which these practices contribute to children’s learning.

Assessment approaches provide opportunities for parents/whānau to contribute to their children’s learning. Teachers could further explore ways to respond to the languages and cultures of children and whānau more explicitly, including making these practices more visible in assessment documentation and the learning environment.

Internal evaluation follows a systematic process. Teachers now need to develop and monitor evaluative questions that help them evidence the impact of improved teaching and curriculum practices on outcomes for children. A professional growth cycle for teachers has been established. Leaders and teachers have a commitment to ongoing improvement. They are reflective practitioners and take opportunities to share their professional knowledge within the team.

4 Improvement actions

Impact Childcare Ltd will include the following actions in its Quality Improvement Planning:

  • Strengthen planning and assessment practices to support children to build on their prior knowledge and lead their own learning.

  • Make children’s languages and cultures visible in assessment records and the learning environment.

  • Implement internal evaluation practices that show the impact of changes made on improved outcomes for children.

5 Management Assurance on Legal Requirements

Before the review, the staff and management of Impact Childcare Ltd completed an ERO Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

  • curriculum

  • premises and facilities

  • health and safety practices

  • governance, management and administration.

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; safety checking; teacher registration; ratios)

  • relevant evacuation procedures and practices.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

At the time of the review, ERO found the service was taking reasonable steps to meet regulatory standards.

Background

The owner/managers purchased Impact Childcare Ltd in April 2019. The centre’s licence now includes places for 12 children up to two years of age. The owner/managers and staff aim to establish strong relationships with whānau and children, and a ‘home from home’ atmosphere.

Summary of Review Findings

The curriculum responds to children’s learning interests, strengths and capabilities in a positive learning environment. The programme acknowledges and reflects the unique place of Māori as tangata whenua.

Staff take steps to promote the good health and safety of children. They have processes in place to maintain premises, facilities and equipment in good repair. The owner/managers make information available to parents and provide opportunities for parents to be involved in decisions about their children’s learning.

The owner/managers govern and manage the service in accordance with good management practices. Appropriate documentation and records are developed and maintained.

  • continuing to develop internal evaluation to monitor how well the programme promotes positive learning outcomes for children
  • further strengthen assessment, programme planning and evaluation.

General Information about Assurance Reviews

All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.

Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.

ERO undertakes an Assurance Review process in any centre-based service:

  • having its first ERO review – including if it is part of a governing organisation
  • previously identified as ‘not well placed’ or ‘requiring further development’
  • that has moved from a provisional to a full licence
  • that have been re-licenced due to a change of ownership
  • where an Assurance Review process is determined to be appropriate.

Management Assurance on Legal Requirements

All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist.
