1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Iti a Rata is located in Ōtorohanga. It is situated alongside Te Marae o Hokinga Mai ki Te Nehenehenui. The previous report identified internal evaluation required further development. The whānau have worked diligently toward improvement. New whānau are dedicated to increasing their engagement and actively taking on responsibilities within the kōhanga reo.   

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna demonstrate a good understanding of whanaungatanga through their interactions with others.

4 Findings 

Mokopuna experience learning that is underpinned by values of whanaungatanga. Kaimahi model interactions that reflect values of aroha and awhi. Tuākana demonstrate respect and care for their teina. The presence of kaumatua is a distinctive attribute of the kōhanga reo. Mokopuna are supported to participate in karakia paimārire, himene, waiata, mihimihi and kori tinana. Kaimahi actively support mokopuna in learning about their tūrangawaewae by guiding them to recite their pepehā. Kaimahi consistently praise, acknowledge, and affirm mokopuna contributions. Mokopuna are exposed to language structures that is used on both formal and informal occasions. They hear karanga and whaikōreo that relate to their hapū and iwi as they participate in welcoming manuwhiri. Through this, mokopuna learn ngā tikanga and kawa of their kōhanga reo. Mokopuna are growing in their understanding of how they relate to people and places. 

The environment promotes frequent opportunities for mokopuna to make connections to their surroundings. The kōhanga reo is spacious and well-organised. The outdoor area encourages exploration and allows mokopuna to interact with each other through a range of activities. Their papa tākaro extends beyond the kōhanga reo to the marae. Mokopuna are familiar with their learning spaces and make the most of opportunities provided to initiate learning and being creative. Kaimahi ensure mokopuna can easily access a wide range of resources to stimulate their development and interest. Mokopuna are confident learners. 

Kaimahi work collaboratively to plan the learning the programme. This includes annual, term and weekly plans to guide kaimahi to ensure the programme is focussed and purposeful. Planned activities are focused on group learning and promote positive interactions among mokopuna. Whānau aspirations are incorporated into planning. Assessment practices are established. Mokopuna individual learning journeys are captured and presented in kōnae and mātai mokopuna. These are shared with whānau who have opportunities to comment and provide feedback on mokopuna progress. Mokopuna benefit from collaborative practices underpinned by whanaungatanga. 

Whānau have established systems to manage the kōhanga reo operations. The Tūtohinga provides clear guidance and direction for whānau and is based on the principals of Te Korowai. Whānau hui are held regularly and well attended. Minutes provide valuable information. Whānau attend to emerging opportunities, issues and concerns promptly. Financial matters are regularly reported.  Health, safety and personnel policies and procedures are reviewed to reflect legislative requirements. Whānau maintain a safe and secure environment for mokopuna. The whānau strategic plan includes the vision and aspirations whānau hold for mokopuna. Whānau know their priorities and goals for the future direction of the kōhanga reo. They report on actions and tasks, monitor progress and record their achievements. 

Personnel matters are managed. Employment contracts and position descriptions provide clarity of expected responsibilities. Kaimahi safety checks are completed. Self-appraisals focus on enhancing kaimahi skills and knowledge. The annual plan is well presented and outlines key operational tasks when these are to be completed. Mokopuna are the centre of collective whānau decision making. 

Key Next Steps

Programme evaluation is informal. While kaimahi talk about what is working, or not working in the learning programme, these are not documented. It is important that kaimahi formalise this process to provide a quality programme that responds to the learning needs of all mokopuna. Mokopuna would benefit from increasing kaimahi knowledge of programme evaluation for ongoing improvement.

Whānau and kaimahi acknowledge the need to be intentional in their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. ERO agree that it is essential the whānau engage in further wananga and training to recognise and understand their commitment in fulfilling the obligations of the Act and prioritise mokopuna safety and wellbeing.   

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the Kōhanga reo whānau recommends that whānau work alongside the district office for support to enhance awareness of the obligations under the Children’s Act 2014 and formalise programme evaluation.

1 Context

Te Kōhanga Reo o Iti a Rata is located at Te Hokinga Mai ki Te Nehenehenui Marae, Otorohanga. Ngāti Maniapoto since the last ERO review, the licence has amended to allow for more enrolments. An additional whare was gifted by the marae to cater for the expansion. Whānau are committed to Māori immersion education.

2 The Evaluation Findings

How well do children express their connections to their marae?

Children learn about the marae and their connections.

Ngā Taumata Whakahirahira

Children learn their local language and dialect. They are exposed to te reo Māori across a range of local contexts, including the marae, local iwi events and important landmarks. Tikanga and kawa are part of children’s learning. Individual’s know a range of local waiata that tell of the whakapapa of Maniapoto. Kaimahi attendance at regular wananga reo impact positively on language experiences that children receive. Kaimahi reinforce the dialect of Tainui. Children are developing in their understanding and use of te reo Māori that is specific to different situations.

Children learn about their identity through a range of learning experiences. They enjoy the formal learning times where karakia, himene and waiata are compulsory. Children make connections to specific ātua Māori and tūpuna during the day. Kaimahi use the marae to extend children’s understanding of their connections to specific domains including the whare tupuna, marae ātea and urupa. Tukutuku completed by children are displayed. These kaupapa reinforce children’s understanding of the local marae history and beliefs. They are developing respect and consideration for all things in their environment including the living and non-living worlds. Children are learning about their place on the marae and the wider community.

Children are active participants in the wider marae environment. Kaimahi promote the roles of tangata whenua in daily learning activities and routines. These include karanga, whānau karakia, waiata tautoko and whaikorero. The morning includes these components to help settle and connect children to their whenua and whānau. Daily exploration of the marae includes the role of kaitiaki to the whenua. Children acknowledge the animals and the taonga in their environment and their role as kaitiaki. They are developing a strong affinity to the whenua.

Children experience caring and meaningful interactions and relationships. Respectful relationships are formed between children. Tuakana role model tiaki and manaaki to teina. Manaakitanga and whanaungatanga underpin connections, enhance children’s learning. They are settled and happy.

Planning and Evaluation

Whānau aspirations for children are central to whānau management. Whanau are focused on pursuing key priorities, including expansion, succession and property. Well monitored and managed whanau learning has resulted in more members with recognised TKRNT qualifications. The recent review of all tūtohinga policies places the kōhanga reo well to move forward with other priorities and goals for children. Whānau commitment and support to be involved in the management and operations of the kōhanga reo has heightened. Children’s connections are enhanced.

Planning processes are well established. Whānau aspirations inform planning. Te Whāriki framework, including ngā pou e whā are strongly reflected in all plans throughout the year. Children receive well considered and relevant experiences. Kaupapa whānui and whāiti provide clear sign posts for children’s learning. There is supporting documentation to show how kaimahi connect children to learning through planned kaupapa.

Key Next Steps

Internal evaluation requires attention. Whānau interests, and management, can be better monitored. Whānau hui are not often documented. Kaiako/kaimahi reports at whanau hui are often verbal. The detail about learning for children is often be missed. While policies are in place, specific detail on health and safety registers, including times of accidents, and regular property maintenance of the children’s environment are not consistently kept. Stronger record keeping can give the whānau greater insight into the performance of their kōhanga reo, including achievements and key areas for improvement.

Assessment practice is lacking. While kaimahi understand they need to improve assessment information and practice, they lack an understanding of how children’s learning and progress can be recorded. In addition, programme evaluation is absent. Records of kaimahi hui are limited. This does not help kaimahi reflect on and report to whānau at hui on the changes to programmes and practices they have made to enhance learning for groups of children.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. During the review, ERO identified areas of non-compliance. The whānau must:

  • establish an ongoing process of self- review or internal evaluation to help maintain and improve the quality of practice for children

  • implement health and safety procedures to ensure that all reasonable steps to promote the health and safety of children are met and maintained for the emotional and physical wellbeing of all children

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

The terms of reference for this review are:

  • Internal evaluation and strategic planning,
  • Programme planning, evaluation and assessment,
  • And any other issues identified.

2 Context

Te Kōhanga Reo o Iti a Rata is beside Te Hokinga Mai ki Te Nehenehenui Marae, in Otorohanga. The previous report identified internal evaluation and strategic planning required further development. Since that time there is a new whānau who have worked diligently to create the improvements required. The new committee and kaiako have been in place since November 2015.

3 Findings

Despite several challenges, the whānau are now able to establish systems that will ensure that kōhanga reo operations are transparent and provide clear guidance for the whānau. All areas of whānau management are discussed, decisions are clearly recorded and progress is regularly reviewed. A komiti has been established who provide regular reports at whānau hui. The kaiwhakahaere and kaiako also provide regular reports.

The whānau have identified their long term vision for the development of the kōhanga reo. The relationship with the marae has been restored and is mutually beneficial. They have made application to the Ministry of Education to increase the number of children on their licence to alleviate the waiting list. Consequently funding is being sought to develop the indoor and outdoor learning spaces to accommodate an increase in the roll.

Responsible financial management has enabled the whānau to clear debts to the marae and IRD. The whānau is working with NTKR staff to strengthen whānau understanding of the kaupapa of te kōhanga reo, the charter and policy review. All documentation is easily accessible to whānau and is stored in a central place. Whānau are committed to the kōhanga reo and to ensure positive outcomes for children.

Whānau identified the need to improve their understanding of Te Whāriki. Programme planning has improved. Whānau have attended planning wānanga and plan kaupapa for learning together. Planning includes what is being taught, teaching strategies and required resources. The whānau have organised the environment to cater for the babies and the older children. Discussions around the learning programme are well documented. New kaimahi reflect on all aspects of their work. They trial strategies to establish positive outcomes for children. Children enjoy a learning programme that is well managed and organised to meet their needs.

Key Next Steps

Assessment of children’s learning requires further development. Entries in children’s portfolios are inconsistent and irregular. Kaimahi continue to seek external support to establish an assessment process that will capture what children know and what they have learned. Kaimahi acknowledge that regular discussion on kaupapa ako, linked to planning will strengthen evaluation.

Strategic planning is still developing. Whānau have discussed their long term vision and are clear about their priorities. Some projects have already been completed. Whānau are yet to develop an annual plan with timelines to support their new direction. Robust systems, positive relationships and a sound understanding of the kaupapa will support the whānau to achieve their aspirations.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • Strengthen assessment practice
  • Develop, implement and monitor a strategic plan
  • Continue to work with TKRNT to strengthen whānau capability.

Conclusion

Te Kōhanga Reo o Iti a Rata is located on the outskirts of Otorohanga. The new whānau have made significant progress with the areas identified in the previous report. They are working well together to ensure quality outcomes for children and a positive future for the kōhanga reo.

The next ERO review of Te Kōhanga Reo o Iti a Rata will be in three years.
