2 Context 

Te Kōhanga Reo o Kamo is based at Kamo Primary School in Whangārei. The whānau acknowledge that they are relatively new to this journey and have a deep desire for their mokopuna to be immersed in te reo Māori. They are committed to strengthening their understanding of kaupapa kōhanga reo. 

3 Evaluation Focus

How well do whānau processes and systems contribute to improved outcomes for mokopuna learning and wellbeing?

4 Findings - Mana Whakahaere

Whānau have systems in place to manage the kōhanga reo operations. Hui are held regularly and provide opportunities for whānau to contribute. Processes for monitoring and reporting on most aspects of operations are evident. Whānau have established a recurring procedure to update and review their policies. Fire evacuation drills are routinely practiced and documented. The kōhanga reo whānau have recently established a routine to practice earthquake drills. Essential registers are documented and provide good information to ensure mokopuna wellness is a priority. Financial reports are presented at each whānau hui. The strategic plan is informed by Te Ara Tūāpae. This encompasses the vision and future aspirations that whānau hold for mokopuna. An annual plan outlines the key operational and administrative tasks and their scheduled timelines for completion. Mokopuna benefit from approaches that prioritises and enhances positive learning, care and outcomes. 

Kaimahi work collaboratively as they plan the learning programme. The mahere ako has clear links to Te Whāriki ā Te Kōhanga Reo and is developed in consultation with whānau. Planning provides kaimahi with direction for the weekly and daily delivery of meaningful activities they intend for mokopuna. These include learning objectives, goals and outcomes. Kaimahi gather information about mokopuna learning and progress by capturing photos and detailing development in mātai i te tamaiti and konae books. These records assist kaimahi to monitor individual mokopuna progress and growth in their learning journey. Mokopuna benefit from collaborative kaimahi practices. 

Key Next Steps

Programme evaluation requires strengthening. Kaimahi are developing their understanding of programme evaluation. Next steps are to document what worked well and what planning is required to improve and monitor the quality of the learning programme. Mokopuna would benefit from strengthening approaches to programme evaluation for ongoing improvement. 

Other matters related to personnel documentation are yet to be sighted. Whānau and ERO have agreed that documentation will be available for the onsite visit. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis.

6 Recommendation

ERO recommends that all relevant documentation for personnel matters be made available during the onsite visit. 

Since the Mana Whakahaere review, the whānau have practiced and recorded an earthquake drill, ERO recommends that the whānau continue to conduct and document regular earthquake emergency drills to support tamariki and staff wellbeing.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Ngā Taumata Whakahirahira - language learning opportunities, and quality interactions and relationships
  • Planning and Evaluation - quality of planning, assessment, and internal evaluation
  • areas of non-compliance - emergency evacuation drills and police vetting
  • any additional issues identified during the review.

2 Context

Te Kōhanga Reo o Kamo is based at Kamo Primary School in Whangārei. It is one of the oldest kōhanga reo in the purapura.

Since the previous ERO review in 2016, the whānau has made changes to improve the quality of language learning and care for children, as well as strengthening operational matters and internal evaluation. The whānau has worked alongside kaimahi from the local office of Te Kōhanga Reo National Trust (TKRNT) to improve the quality of learning for children and review management practices.

3 Findings

Ngā Taumata Whakahirahira

Children hear te reo Māori in the daily programme. Kaimahi provide activities for children to hear and use te reo Māori in the learning programme. Karakia and waiata are used so that children learn language structures for different situations. Kaimahi promote opportunities for children to build vocabulary for outdoor and indoor play, and to express themselves as they follow their interests and language games. They interact with individuals and small groups to introduce new words for kaupapa in the daily programme. Children are developing as learners of te reo Māori.

Children learn in a safe and stimulating environment. Kaimahi have clear expectations of each other to support and guide their practices in the daily programme. They talk about and share ideas about how to manage children’s learning in a nurturing way. These include greeting children on arrival and responding to the care of individuals as needed. Kaimahi provide children with activities to learn cooperatively, and to show care and respect for each other as tuakana teina. Children are nurtured.

Planning and Evaluation

Children’s learning needs are catered for within programme planning. Kaimahi have attended local TKRNT wānanga to increase their knowledge about Te Whāriki a Te Kōhanga Reo. Kaimahi have now implemented practices that show links between Ngā Taumata Whakahirahira, the learning focus, children’s activities and daily routines. Children ’s individual needs are considered.

The whānau has focussed on improving management practices. They have worked with kaimahi from the local office of TKRNT to develop and implement processes to strengthen all operational areas. This includes personnel, reviewing and updating the charter policies and procedures, monitoring identified priorities, and attending to health and safety matters. Learning opportunities have supported whānau members to improve decision making in the best interests of children.

Area for further development

Kaimahi are aware of the need to improve programme evaluation and assessment practices. They have an understanding about the links these practices will make to the quality of learning for children.

Areas of non-compliance

The whānau has worked closely with kaimahi from the local office of TKRNT to complete police vetting requirements and implement regular evacuation drills.

4 Recommendations

1 Te Horopaki

3 Te Whakataunga a te Kōhanga Reo ki ngā Wāhanga Tautukunga

I te wā o te arotake, i whakamātauhia e Te Tari Arotake Mātauranga ngā pūnaha o te kōhanga reo ki te whakahaere i ngā āhuatanga i raro iho nei e whai pānga nui ana ki te waiora o ngā tamariki:

  • te haumaru whatumanawa (tāpiri atu ko te ārahi mauritau, ko te ārai tamariki)
  • te haumaru ā-tinana (tāpiri atu ko te mātakitaki tamariki; ko ngā whakaritenga whakamoe; ko ngā aituā; ko te whāngai rongoā; ko ngā whakaritenga akuaku; ko ngā kaupapa here me ngā tikanga haerenga whakawaho)

Evaluation

Te Kōhanga reo o Kamo is based on Kamo Primary School site. Most whānau are new to the kaupapa of kōhanga reo and are being supported by Te Kōhanga Reo National Trust. Whānau and kaimahi recognise the need to raise the quality of learning programmes that are provided for children. Children do not receive learning that is responsive to their individual and group needs. The kōhanga reo whānau are keen to learn about their roles and responsibilities to enable them to provide a learning environment that is conducive to the growing needs of their children.

The next ERO review of Te Kōhanga Reo o Kamo will be within two years.

1 Context

Te Kōhanga reo o Kamo is based on the Kamo Primary School site. Whānau send their children to kōhanga reo to be immersed in a reo Māori and ao Māori environment. The expectation is that children will develop as confident speakers of te reo Māori. Whānau are keen to learn alongside their children.

Te Kōhanga Reo National Trust maintains contact with the kōhanga reo whanau to help raise the quality of education that is provided for children. The Trust is also supporting the whanau to manage the kōhanga reo in the best interest of children. Whānau are keen to improve their management responsibilities to provide the best that they can for their children.

2 The Review Findings

How well do children show confidence as learners in a reo Māori environment?

Children’s confidence as learners is not well managed.

Ngā Taumata Whakahirahira

Children show a sense of belonging to their kōhanga reo. Routines are embedded and guide children to learn about tikanga and kōhanga reo values. Kaimahi encourage children to share their pepehā with each other and their whanau. Children are beginning to understand their connections to their hapū and iwi. Children know they are valued.

Children are learning to interact positively with others. Kaimahi make an effort to model appropriate behaviour for children. They sit alongside them to support children in the learning programme. There are opportunities for children to work co-operatively with peers and younger children. Children manaaki one another.

Children are confident in the outdoor environment. Children were excited about the opportunity to be able to follow their interest during play time. They enjoy one another’s company, and the children who chose to play on their own were happy do so. Children have fun playing and learning together.

Key Next Steps

Children’s reo Māori development is an area for further development. Language learning is limited to instructions and commands. Vocabulary building and introducing conversational activities would support children to extend their communication skills. Children’s language ability to express themselves in te reo Māori is limited.

Children are learning ways to respond to kaimahi expectations. Although some kaimahi model positive, caring and nurturing behaviours, it is not consistently applied by all kaimahi. Kaimahi do not respond adequately to children’s individual and group needs. Children’s holistic development is not well considered.

Planning and Evaluation

Whānau are supported by TKRNT to manage the kōhanga reo. Whānau and kaimahi have delegated responsibilities and these are shared at regular whānau hui. However, hui minutes are not recorded. A core group of whanau members are the decision makers. Whānau are encouraged to be more involved in the management, or the day-to-day running of the kōhanga reo. There is a real sense of interest by whānau members to be more engaged in kōhanga reo activities. Whānau are eager to develop their skills to improve their ability to manage the kōhanga reo.

Key Next Steps

Children’s learning needs are not well considered in the planning of the learning programme. Although kaiako are qualified staff, the delivery of learning programmes do not adequately reflect their ability to engage children. Kaiako acknowledge they need to strengthen assessment and programme evaluation practices. They have yet to establish their processes for programme evaluation and assessment. Children’s individual learning needs are not being met.

Whānau are aware of their priorities to improve the management of the kōhanga reo. There are no clear processes for managing all areas of the kōhanga reo. This include personnel, reviewing and updating the tūtohinga, policies and procedures, monitoring strategic priorities and health and safety. Self review is limited and the information that is shared is not being used to inform whānau practice.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

  • adults are familiar with relevant emergency drills, including earthquake and fire, and regularly carry these out with the children and maintain supporting documentation

  • ensure that anyone working at the kohanga reo during normal opening hours, and with and around children, must be police vetted prior to appointment of work.[S319 Education Act 1989; Vulnerable Children Act 2014]

4 Recommendation

ERO and the Kōhanga Reo whānau agreed to the following recommendations:

  • that whānau develop and implement an action plan that is aligned to the tūtohinga objectives and strategic framework to improve internal evaluation and reporting
  • that the whānau work closely with TKRNT to address all matters raised in this ERO report to provide better outcomes for children.
