Purpose

The Education Review Office (ERO) is the government department that, as part of its work, evaluates kōhanga reo throughout Aotearoa. ERO’s reports provide information for whānau, hapū, iwi and communities.

1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Kerepehi is located in the rural community of Kerepehi on the Hauraki Plains. Since the ERO review in 2018, the whānau have appointed a new kaiako and kaiwhakahaere. The kaiako has begun training in Te Tohu Whakapakari.

3 Evaluation Focus

To what extent do mokopuna have opportunities to be happy and engaged learners?

Some examples of mokopuna who are happy and engaged in their learning are evident.

4 Findings

Mokopuna are immersed in an environment where te reo Māori is valued. Kaimahi have strategies in place to develop te reo Māori for mokopuna. These include karakia, himene, mihimihi and waiata. Mokopuna have opportunities to lead different aspects of the programme. Babies mimic basic words. Older mokopuna respond positively to the modelling of te reo by kaimahi. Mokopuna are developing as speakers of te reo Māori.

The learning programme is based on Te Whāriki and provides guidance for kaimahi. The beginning part of the morning programme includes familiar routines and activities. Mokopuna respond positively at these times. They learn together and appear to enjoy the programme.

Some aspects of whānau management are in place. All health and safety registers are current and emergency evacuation procedures are carried out regularly.

Key Next Steps

Some aspects of the programme are less planned and coordinated. This is resulting in kaimahi needing to manage mokopuna behaviour. More interesting and stimulating activities are needed to ensure mokopuna are engaged in positive learning experiences.

While assessment practices are in place, these provide limited detail for whānau to understand how well their mokopuna are learning. Kaiako reports to hui whānau are verbal only. Although kaimahi meet to discuss the programme, these conversations are not documented. Support is required for all aspects of the planning and assessment. Mokopuna learning is compromised, and their strengths and interests are not being effectively catered for.

Internal evaluation requires development. A review of the charter, policies and procedures is overdue. There is minimal reporting across operations. Administration duties are carried out. However, further clarity about roles and responsibilities is needed. Personnel documentation requires attention. Some kaimahi contracts are not signed. Not all kaimahi have job descriptions. Appraisals are noted as completed but are not dated. There is no annual plan to ensure key operational tasks are managed in a timely manner. Mokopuna are not well supported by whānau whakahaere.

5 Assurance on Legal Requirement

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • ensure that good management practices are focused on improvement for children

  • ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts

  • establish a process for evaluating the effectiveness of the learning programme

ERO and the kōhanga reo whānau developed the following recommendation:

1 Context

Te Kōhanga Reo o Kerepēhi is located in the rural community of Kerepēhi on the Hauraki Plains. Kuia are founding members and kaitiaki of the kōhanga reo. Since the ERO review in 2015, the whānau has appointed a kaiako and kaiwhakahaere. They are focused on building whānau capability and knowledge about the kaupapa of kōhanga reo.

2 The Evaluation Findings

To what extent do children show they are developing as learners?

Some children show more confidence as learners then others. Older children at times appear unsettled.

Key Next Steps

Children require extra support to learn te reo Māori. Kaimahi use strategies such as prompts and questions with older children. Despite the continuous use of te reo Māori by kaimahi during the learning programme, many children respond in English. It is time to consider ways to ensure that the capacity and capability amongst kaimahi and whānau to speak Māori is strengthened.

Children learn in an environment that is not well organised. While some children respond positively to kaimahi praise, some of the older children appear unsettled. Older children do not interact positively with others. Routines are not in place to support children’s movements or transitions in the daily programme. Kaimahi appear to have limited strategies to create positive relationships amongst children.

Planning and Evaluation

The whānau and kaiwhakahaere are learning about their roles and responsibilities to support management practices. Whānau are growing their confidence to participate in decision making processes.

Children’s learning is monitored. Kaimahi gather assessment information using observations about children’s individual progress. A profile book is used to keep records and photos of children’s learning. A notebook is used to record children’s learning behaviours which is sent home each day. There is a need for kaimahi to make transparent links between planning and assessments. Parents regularly give feedback and share any concerns with kaimahi. Children’s progress in learning is monitored.

Key Next Steps

Children’s programme planning and programme evaluation is at the early stages of development. The kaiako is identifying strategies to build kaimahi knowledge and capabilities related to these areas. Children’s learning plans and the monitoring of the programme has yet to be established.

Whānau have yet to implement a process for self-review. There are a number of areas of operations that require immediate attention. These are:

  • the review and updating of all health and safety policies and procedures to meet legislative requirements
  • the implementation of personnel processes in particular, the annual appraisal of all kaimahi and police vetting
  • to ensure all reasonable steps are taken to check and record any potential hazards to ensure children’s physical and emotional safety
  • to develop and implement a strategic plan to support the long-term sustainability of kōhanga reo
  • to increase reporting at whānau hui on all matters related to key areas of operations.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • ensure that kaimahi plan, implement and evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children

  • establish an ongoing process of self-review to help maintain and improve the quality of practice for children

  • review and update all health and safety policies and procedures to ensure all requirements for emergency evacuation drills, sleeping, accidents and incidents, hazards, child protections and behaviour management are met and maintained for children

  • ensure appraisals for all employed staff is regularly implemented

  • ensure kōhanga whānau management has established and implemented procedures for police vetting of employees and contractors as required by the Education Act 1989.

4 Recommendations

ERO recommends that Te Kōhanga Reo National Trust and whānau develop a comprehensive plan of support to address the following:

  • Strengthen te reo Māori amongst kaimahi and whānau

  • Implement appropriate strategies to resolve conflict amongst children

  • Establish processes for programme planning and programme evaluation

  • Implement a self-review process to ensure the quality of operations of the kōhanga reo is regularly monitored

  • Review all health and safety policies and procedures

  • Review and implement kaimahi appraisals

  • Implement police vetting for all personnel working with children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Kerepēhi will be within one year.
