1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Kimihia Te Mātauranga o Ngā Tūpuna is in urban Invercargill. Kaimahi have a
long-standing association with the kōhanga reo and whakapapa connections are strong.  Kōhanga graduates are both employed as kaimahi and make up a portion of the parents with current enrolments. 

3 Evaluation Focus

How well do mokopuna demonstrate a sense of belonging?

Mokopuna show a strong sense of belonging to their kōhanga reo.

4 Findings

Mokopuna are well supported to understand their connections to their marae and iwi. They are learning who they are and where they come from.

Mokopuna are immersed in a rich Māori speaking environment. Waiata, karakia and himene are written by kaimahi for the kōhanga reo. Kaiako role model the language they want the mokopuna to use. Mokopuna are developing as speakers of te reo Māori.

The learning programme nurtures mokopuna identity. Planning is developed with the support of the purapura. Mātai mokopuna captures mokopuna progress and development over time. Kaimahi consistently evaluate the quality of the learning programme. Mokopuna are engaged learners.

Kaimahi encourage and support mokopuna to lead activities. This promotes active participation in learning about the kōhanga reo values. Relationships between kaimahi and mokopuna are strong and positive.  Mokopuna are settled and happy in their environment.

Whānau manage the kōhanga reo well, and support kaimahi in their work with mokopuna. The strategic plan is informed by Te Ara Tuapae. Whānau meet regularly to discuss kōhanga reo operations and make decisions for day-to-day management. All health, safety and personnel management, policies and procedures are in place. Mokopuna wellbeing and learning are at the heart of whānau decision making.

Key Next Steps

Succession planning is an aspiration held by the whānau, this would benefit from developing an action plan to guide decision making and developments.

Whānau have recently updated their health and safety policies. The whānau now need to implement a process to ensure that the ratification of policies and procedures occurs, and that practice reflects expectations.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation that whānau continue to work with the District Office to address the key next step in this report.

1 Context

Te Kōhanga Reo o Kimihia Te Mātauranga o Ngā Tupuna is located in Invercargill. The kōhanga reo is operating in new premises that were built on the original site, since April 2017. The whānau, kaimahi and children are familiarising themselves with purposeful safety mechanisms and technology in the collaborative learning environment.

Since the previous ERO report 2013 the whānau have established a relationship with the local kura kaupapa Māori. They work alongside them to prepare kōhanga reo children for kura.

2 The Evaluation Findings

How well do children demonstrate a sense of belonging?

Children show a strong sense of belonging and interact positively with others.

Mana Atua

Children experience meaningful relationships. Whanaungatanga is an integral part of the learning programme. Kaimahi use traditional values to support children to promote co-operation, aroha, manaaki and care for each other. Older children are encouraged to guide and support the younger children in the daily programme. Children enjoy learning with and alongside others.

Children are developing confidence to make choices in their learning. Kaimahi organise the learning environment to support children to follow their interests. Activity stations are set up for children to explore. A variety of resources are available based on individual interests. Most children settle quickly and remain engaged for long periods of time. Children’s learning needs are considered.

Children are encouraged to use te reo Māori. Kaimahi take deliberate action to increase and improve children’s understanding and usage. They use strategies to increase vocabulary by introducing new words related to kaupapa ako and modelling sentence structures to extend children’s language. Waiata and games help children to explore te reo Māori using different media. Children’s reo Māori is developing.

Key Next Steps

Children’s language of communication needs attention. Children’s prefer to speak in English. Children only hear te reo Māori at kōhanga reo. Whānau need to support children’s te reo Māori in the home.

Children with specific needs require additional support. Although kaimahi are aware of the learning differences this is not reflected in the organisation of the learning programme. Kaimahi need to plan a range of appropriate activities for individuals with identified additional needs. Children with behavioural and learning challenges are not adequately supported.

Planning and Evaluation

Children’s learning programmes are planned. Kaimahi use a planning framework to guide their practices. They regularly meet to discuss and share links of seasons to atua Māori and develop activities to incorporate these into the programme planning. Kaimahi expectations for learning outcomes are developing for each age group. Children enjoy the variety in their learning.

Children’s learning is informally monitored. Kaimahi have implemented processes to formally meet and reflect on the quality of delivery. There are opportunities for individual kaimahi to contribute ideas and strategies to improve the quality of the learning programme. This is a new approach to improve kaimahi practices. Children’s learning needs and interests are being met.

Children’s learning needs guide whānau management practices. The kaiako reports identify the focus in the learning programme, te reo Māori developments and daily operations. Whānau are aware of their responsibilities to regularly review policies and procedures. The whānau have identified short term kōhanga reo developments to support children in their learning. Children’s holistic needs are considered.

The whānau are working together to identify priorities to support their future direction. Self-review practices are developing. Although whānau are aware of the links between strategic planning and self-review this information has not been documented.

Key Next Steps

Monitoring children’s progress is an area for development. Kaimahi are developing strategies to incorporate different ways to gather information about children to share with parents. However, individual profiles do not show the progress children are making. Kaimahi understanding of their professional responsibilities to record children’s learning needs strengthening. Children’s progress is not clear.

Strategic planning and self-review practices are in need of strengthening. Whānau are aware of their responsibilities to regularly review policies and procedures. However, it is time to share this in hui-ā-whānau. Children’s learning outcomes are yet to be included in strategic planning. There is no clear direction for strengthening te reo Māori for whanau. The whānau need to seek guidance and support to integrate these practices to improve outcomes for children.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure appraisal for all employed staff is regularly implemented.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Seek external support to assist with improving the quality of operations based on outcomes for children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Kimihia Te Mātauranga o Ngā Tūpuna will be in three years.
