1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Mātaatua ki Māngere is located beside Te Marae o Mātaatua Marae in Māngere, South Auckland. Many of the whānau belong to the iwi and hapū of the Mātaatua waka. The current whānau includes long standing members and adults who attended kōhanga reo as children.

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna know who they are and relate positively with others.

4 Findings

Mokopuna are immersed in learning about their iwi connections. Kaimahi ensure mokopuna adhere to the tikanga and kawa of the iwi in everyday practices. Their visits to the marae allow them to observe kaumatua and kuia in their roles as ‘Pou’ of the marae. Mokopuna are encouraged to stand and share their pepeha as part of the morning routines. Karakia, mihimihi and waiata are used to ensure the mokopuna experience familiarity and consistency. Mokopuna are developing an understanding of who they are and where they are from.  

Mokopuna learn in a supportive environment. Kaimahi help mokopuna to settle on arrival. They know each mokopuna well and are responsive to their needs. Kaimahi prepare resources to engage mokopuna in learning. Mokopuna have a range of opportunities to learn about their natural environment. The focus of learning are consistently linked to the whenua and moana. Whānau contribute to the programme with local stories and waiata. Mokopuna comfortably interact and learn alongside their peers and adults. Mokopuna appear to be happy and settled learners.

Key Next Steps

It is timely for whānau to create a more solid foundation for managing the kōhanga reo operations. An internal evaluation process should be established to ensure that operations are monitored regularly. As a result, there are several areas that require attention.

The links between programme planning, mokopuna assessment and programme evaluations are not clear. It is difficult to gauge how kaimahi reflections lead to programme improvement. Assessment practices do not clearly identify mokopuna learning and progress. It is important that whānau provide support for kaimahi to establish a system of planning, assessment and evaluation.

While there is a strategic plan in place for the future development of the kōhanga reo, there is no action plan to ensure the outcomes are monitored and reported. Mokopuna benefit when their future needs are considered.

Whānau do not have an annual plan. It’s time to establish an annual plan to ensure key administration tasks are completed in a timely manner. 

Health and safety policies and procedures have not been ratified. It’s important that these align to current legislation. Whānau and kaimahi do not fully understand how this influences what happens in kōhanga reo. Mokopuna health and wellbeing cannot be guaranteed.

Personnel management requires reviewing including the appraisal of kaimahi. Appraisals are not focused on the improvement of quality practice by kaimahi.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • establish a process of self-review or internal evaluation to help the kōhanga reo maintain and improve the quality of its education and care

  • ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts

  • develop an annual plan that guides the operations of the kōhanga reo

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau work with the District Kaimahi to develop an action plan to address all concerns identified in this report.

1 Context

Te Kōhanga Reo o Mātaatua ki Māngere is next to Mātaatua Marae in Māngere, South Auckland. Many of the whānau belong to the iwi and hapū of the Mātaatua waka. The current whānau includes long standing members and adults who also attended kōhanga reo as children. The kōhanga reo environment is spacious and well maintained.

2 The Evaluation Findings

How well do children know who they are and where they are from?

Children are well supported to know who they are and where they are from.

Ngā Taumata Whakahirahira

Children learn about whānau, hapū and iwi. Many of the children belong to iwi in the Mātaatua tribal area. Kaimahi support children to learn about their identity through pepeha and whakapapa. Adults talk with children about who they are and where they are from. Children often visit the local marae for a range of events and activities. Children are familiar with the kawa and tikanga of the local marae. Children can talk about who they are and where they are from.

Children experience loving, caring and meaningful interactions with others. Whanaungatanga is the foundation for positive interactions and relationships amongst children and whānau. Kaimahi promote the values of manaaki, aroha and tiaki. This is evident in the calm and settled atmosphere of the kōhanga reo. Children work well on their own and with others. Tuakana-teina relationships are well developed as tuākana confidently support their tēina. Children are settled, happy and confident learners.

Children learn te reo Māori in meaningful and varied contexts of learning. Te reo Māori is well promoted and strategies include questioning, prompting and modelling. Children hear te reo Māori spoken throughout the day. Kaimahi reinforce te reo Māori as an everyday language. Planned and spontaneous language experiences are stimulating and fun. Children are developing confidence as speakers of te reo Māori.

Children know the kōhanga reo environment well. The learning environment is clean, tidy, spacious and well maintained. Children have easy access to a variety of resources both inside and outside the kōhanga reo. Kaimahi provide clear boundaries and expectations for indoor and outdoor activities. Children know the daily routines in their kōhanga reo. Children explore their environment with confidence.

Planning and Evaluation

Children’s development and learning is a priority. Kaimahi review activities and practice to determine how well they work and what can be improved. Planning includes daily, weekly, term and annual plans to guide kaimahi and ensure the programme is focussed and purposeful. Planning is based on Ngā Taumata Whakahirahira and Ngā Ahuatanga. Learning activities are carefully selected to stimulate, challenge and extend children. Children enjoy learning.

Children’s progress and achievement is monitored. There is good information kept about each child’s learning journey, their success and achievements over time. Whānau have access to their child’s profile which includes evidence about their learning. Children’s holistic learning and development is well supported.

Internal evaluation guides kōhanga reo operations. Recording and reporting across the kōhanga reo is consistent, and meeting minutes are informative and detailed. The charter including policies and procedures is regularly reviewed to align to current regulations and to support the whānau to make informed decisions. Priorities for the whānau include increasing the number of children attending the kōhanga reo, extending relationships with the local marae, building te reo Māori capacity within the whānau, and reinforcing whakapapa connections to Mātaatua.

The kōhanga reo is well managed. Key management systems are upheld to a high standard, so that children receive quality learning experiences, care and attention. Whānau participate in kōhanga reo matters, including operations and the daily programme for children. A range of communication strategies is used to keep whānau informed about kōhanga reo events. Children are well supported to develop as confident and connected members of the whānau.

Key Next Steps

The whānau continue to use internal evaluation to continue to respond to the needs of children.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • That the whānau continue to review and identify aspects of kōhanga reo that improve the quality of children’s learning experiences.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Mātaatua ki Māngere will be in three years.
