1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

Te Moutere o Matakana Te Kōhanga Reo is situated on Matakana Island near Tauranga. Several natural features include forests, farmlands, marae and the moana. Whānau and kaimahi use these assets to support mokopuna learning and to reaffirm their uniqueness and culture.

3 Evaluation Focus

How well do mokopuna express their understanding of te reo Māori and tikanga Māori?

Mokopuna demonstrate their knowledge and understanding of te reo Māori and tikanga Māori throughout their learning experiences. 

4 Findings

Mokopuna are immersed in learning that affirms their connections to whānau, hapu and iwi. Whānau and kaimahi support mokopuna to participate in whakatau. Mokopuna are exposed to authentic language models as they listen to whaikorero and observe tikanga and kawa practices. Kaimahi use an extensive range of strategies to support language development. These include repetition, instruction, questioning and modelling correct language structure. The daily routine consists of regular opportunities for mokopuna to lead and participate in karakia, mihimihi, pepeha, mōteatea, rotarota, ti rakau and kapa hakaKaimahi are enthusiastic and have fun when interacting with the mokopuna using body movement, hand gestures enthusiasm and animation. Whanaungatanga is integral to kaimahi and whānau practices. Love and affection are used to greet, settle and redirect mokopuna. Tuakana display leadership qualities as they care and interact with their tēina. Mokopuna experience caring relationships and meaningful interactions with adults and their peers. Kaimahi consistently praise and affirm mokopuna throughout the day. Mokopuna are developing as speakers of te reo Māori and model values of manaaki, aroha and tiaki

Mokopuna are encouraged to explore their learning environment. Kaimahi provide a wide range of learning activities that promote curiosity, investigation and creativity. The local marae, kura, moana, maunga and iwi whenua are a natural part of  learning. These experiences encourange mokopuna to connect with the natural surroundings and their turangawaewae. Mokopuna know their learning spaces and can easily access a wide range of resources to stimulate their interests. They show a love and enjoyment of learning in the natural settings that enhances a strong connection to their whakapapa.

Mokopuna learning needs are well catered for, monitored and reported. Kaimahi meet and plan collaboratively. Planning includes learning outcomes, strategies, and resources to support implementation. Learning activities are selected to stimulate, challenge, and extend learning. Kaimahi use a variety of useful assessment methods. These include mokopuna profile books that are detailed and Te Kuranui, a uniquely developed assessment tool that is focused specifically on the development of each mokopuna. Kaimahi meet regularly to discuss and review their practices of the learning programme. Improvement is the focus at all kaimahi hui. Mokopuna enjoy a learning programme that fosters and nurtures matauranga Māori

Whānau have an efficient systems in place to monitor operations. Monthly hui are regular and well attended. Reporting across the operations and adminstration is consistent. Hui minutes and kaiako reports are informative and detailed. Health, safety and personnel management policies and procedures are currently being updated and reviewed. Whānau have developed a policy review schedule to verify and endorse each policy. The annual plan identifies overall operational tasks and when these are to be completed. The strategic plan guides whānau goals and aspirations into the future. There is a focus on continual growth and improvement and defines identified priorities and goals to ensure sustainability for the future. Personnel management practices are in place. Individual employment agreements are clear, well detailed and align to legislation. Position descriptions provide clarity of kaimahi expected competencies. Kaimahi appraisals are complete and focus on building kaimahi skills to become effective future leaders. Whānau collectively manage the kōhanga reo in the best interest of the mokopuna. 

Key Next Steps

Evacuation practices for earthquake drills are yet to be carried out. Whānau must ensure requirements for earthquake evacuation drills are carried out and recorded appropriately. Mokopuna safety is priority. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements they must: 

  • review procedures to ensure all requirements for earthquake emergency evacuation drills are carried out and recorded  [Regulation 46 (Early Childhood Services) Regulations 2008; [HS8 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

6 Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation that whānau

  • continue to enhance the collective strength of the whānau to further increase the quality of learning and outcomes for mokopuna.

1 Context

Te Kōhanga Reo o Matakana Island has access to a range of natural spaces for learning like beaches, forests, farmland and adjoining islands. The whānau affiliate to the iwi of Ngai Te Rangi. The kōhanga reo is based on the grounds of Te Kura o Matakana where children transfer to carry on through the Māori medium pipeline.

2 The Evaluation Findings

How well do children demonstrate their Matakanatanga?

Children explore their Matakanatanga through their relationships with others and their involvement in all activities of the island.

Ngā Taumata Whakahirahira

Children experience positive interactions. Kaiako are warm and welcoming to children. They are softly spoken and nurturing. All relationships between whānau, children, kaimahi, the kura and hapū reinforce whanaungatanga. Kaimahi provide a range of situations where children are encouraged to become familiar and play with their peers. Tuākana interactions with teina are encouraged by the kaiako. Tuākana are good role models for the babies. Children are caring toward others.

Children learn in an environment where their identity is nurtured. Kaimahi plan learning that is based on knowledge that is specific to their iwi and hapū. Kaiako and whānau support children to participate in marae events. Children learn about the tikanga and kawa specific to their iwi. They are involved in all pōhiri where they learn their responsibilities as tangata whenua. Children learn from a young age that the four marae, urupa, neighbouring islands and significant landmarks are sacred, valued and cared for by the people of Matakana. Children are developing an understanding of who they are and where they come from.

Children make connections with ngā atua Maori. Kaiako encourage children to acknowledge the domains of ngā atua as they engage in activities in their natural environment. They create an awareness about the impact of climate on their way of life. Kaiako role model tikanga and karakia related to working with natural resources. Children learn that all living and non-living things have mauri. Children behave appropriately when demonstrating their knowledge of tikanga specific to ngā atua Māori. Children are considerate of others and their environment.

Children are immersed in te reo Maori. Kaiako draw on a range of strategies to support children’s language development. These include conversations, prompts, instructions and questions. Mōteatea are used to reinforce children’s understanding of their iwi and hapū. Kaimahi use language that is relevant to the learning experiences of children. Older children respond using single word descriptions and short sentences. Children’s conversations are stimulated by their interactions with kaiako. Children are developing as early speakers of te reo Maori.

Planning and Evaluation

Whānau manage the operations of their kōhanga reo. They are present and visible in the kōhanga reo and kura daily. The tumuaki of the kura is the kōhanga chairperson. He provides guidance to whānau and contributes valuable knowledge, skills and experience. Personnel management processes are in place. This includes appraisal processes. Tūtohinga provides clear direction for the management and operations of the kōhanga reo. Health and safety policies and procedures are in place. These align to current legislation. Children’s health and safety is a priority.

The learning programme reflects the uniqueness of Matakanatanga. Annual, term, weekly and daily planning is in place. All content is based around local content and knowledge.

Key Next Steps

Assessment and programme evaluation require attention. Kaimahi do not provide portfolios that clearly show children’s progress and development overtime. They have yet to develop their understanding of programme evaluation.

There is currently no annual plan in place therefore there is no clear direction. It is time that whānau establish an annual plan that will guide the overall management of their business.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

  • ensure kaimahi plan, implement, assess children’s learning and evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children

Te Kōhanga Reo o Te Moutere o Matakana is near Tauranga. A number of natural features that include beaches, forests, farmlands and islands that surround the kōhanga reo. Whānau and kaimahi use these assets to support children’s learning and to reaffirm their identity and heritage.

Whānau understand the isolated nature of Matakana has a major impact on fluctuating enrolments. The kōhanga reo is on the grounds of Te Kura o Matakana. All children from the kōhanga reo go on to attend the kura. Whānau work closely with the kura to ensure that children transition smoothly from kōhanga reo to kura.

2 The Review Findings

How well do children settle and learn at kōhanga reo?

Children settle well into the kōhanga reo and are developing well as curious, confident learners.

Ngā Taumata Whakahirahira

Children participate in a variety of outdoor learning experiences. The wider outdoor area offers children many opportunities to explore, problem solve and discover the wonders of the natural world. Kaimahi regularly use natural resources such as māra kai to enrich children’s learning experiences and to provide for their nutritional needs. Children are comfortable in the natural and physical worlds.

Children initiate and form positive relationships with others. All whānau have whakapapa links to each other. This provides a sound basis for all interactions between children and whānau. Kaimahi are respectful in their interactions with children. They encourage children to play cooperatively, to share and help each other. Children have a strong sense of belonging.

Children hear te reo Māori throughout the day. Kaimahi use a range of strategies to support children’s language development. They model correct language structures for children. Children show an understanding and knowledge of te reo Māori through their responses to kaimahi questions and instructions. They eagerly participate in language activities that include repetition, rhythm and physical activity. Children speak te reo Māori with growing confidence.

Children engage in purposeful learning experiences. Children are familiar with routines and regular events which are predictable and valuable learning social times. Children have opportunities to play cooperatively, independently and in adult led activities. There are various indoor and outdoor resources to stimulate and challenge children’s thinking and interests. Children are motivated to learn.

Planning and Evaluation

Processes for planning, evaluation and assessment are robust and well documented. Kaimahi plans reveal what children learn, teaching strategies and the resources they will use. Kaimahi identify possible improvements to their own practice. Children’s assessments clearly identify children’s progress. Children benefit in their learning.

Whānau manage the kōhanga reo in an efficient way. The charter and policy documents set clear expectations for whānau roles and responsibilities, children’s health and safety and te reo Maori. Kaimahi employment documents are current and well organised. Financial management is transparent, robust and includes a major focus on children’s learning resources. Whānau know about the day to day operations of the kōhanga reo. Concerns are dealt with in a timely way. Children’s interests are central to whānau decision-making.

Key Next Steps

Kaimahi appraisals are being reviewed. Appraisal documents are being developed and trialled. Whānau are not confident in carrying out kaimahi appraisals and have requested support from the Te Kōhanga Reo National Trust.
