1 Context

Te Kōhanga Reo o Mere Kārena is a home-based kōhanga reo located in Flaxmere, and has been operating for less than two years. This is the first education review of this kōhanga reo. The founders of this kōhanga reo have made significant contributions to its establishment. The whānau is in the process of extending their facilities to accommodate the growing demand for places in this kōhanga reo.

2 The Evaluation Findings

How well do children communicate in te reo Māori?

Children communicate well in te reo Māori as they work and interact with others.

Ngā Taumata Whakahirahira

Children’s wellbeing is at the centre of all practices. Children are confident and willing participants. Whānau strive to encourage interaction between children that fosters sharing, caring and aroha. Kaimahi model respect of self and others. Children are managed positively. The newly established expectations and routines help to support children to develop positive behaviour and relationships. Children are learning to respond appropriately during karakia. Children are supported to learn about the relationship between atua Māori and the environment. Kaimahi use praise and positive strategies to promote confidence, trust and a sense of nurture. Children appear to be happy and settled.

Children enjoy an environment where their identity is nurtured. Kaimahi ensure children attend pōhiri on the marae. They are exposed to tikanga and kawa of Ngāti Kahungunu. Kaimahi and most whānau affiliate to Ngāti Kahungunu. Children are developing their understanding of their role as tangata whenua. Children are supported to recite their mihimihi and pepeha. Children are supported to develop their leadership qualities within the kōhanga reo environment as they lead aspects of the programme such as karakia and hīmene. Whānau write waiata that are specific to their kōhanga reo and the area. Children are immersed in whanaungatanga.

Children are well resourced to learn te reo Maori. They hear the dialect specific to their iwi. Whānau have strong Māori speaking role models who children interact with daily. Waiata and Ringatū karakia support children’s language development. Kaimahi use sign language and hand signals to prompt and support children. They respond to children’s communication with warmth and love. Kaimahi provide guidance and support to increase children’s understanding and use of te reo Māori. New kaupapa mahi will provide regular opportunities for children and whānau to hear te reo in a range of contexts. Children are developing as speakers of Māori.

Children explore their environment with confidence. Whanau provide a safe and secure environment that encourages exploration and risk taking. Kaimahi are developing their knowledge of how to guide and encourage exploration of the environment. Kaimahi are flexible and adaptive in the small space available. Children are excited by the opportunities to role play pōhiri, waiata and haka. Opportunities to play and learn in the local natural environment are integrated into the programme. Children are developing as confident learners.

Planning and Evaluation

Programme planning is well managed. The whanau is encouraged to contribute to the design of the learning programme. Kaimahi are developing their understanding of their roles and responsibilities. They have identified their priorities for training. The whānau is committed to ensuring kaimahi have the time to upskill. The new kaiako has knowledge and experience in the kōhanga reo kaupapa. Planning, programme documentation and recording children’s progress is being reviewed. The learning programme is developing to meet the needs and interests of the children. Children benefit from responsive decision making.

The whānau manage the operations of their kōhanga reo well. They are involved and proactive decision makers across all operations. They have a clear strategic vision for the future. Their collective commitment to the kaupapa and revitalisation of te reo Māori drives their development. Their input is valued and respected. Health and safety, finances, personnel and administrative requirements are shared responsibilities. The whānau is informed, during enrolment, of their responsibility to contribute to their children’s learning and well-being. Relationships are positive and respectful. Children thrive in a supportive and positive whānau environment.

Key Next Steps

Whānau should consider ways to strengthen the appraisal process for kaimahi. This will guide kaimahi to access professional learning and development that is going to increase the effectiveness of their work with children. They would benefit from learning that will focus on the management and organisation of children and the learning programme.

Kaimahi have identified an urgent area for development. The whānau has identified the need to seek support for kaimahi to manage challenging behaviour. While they work hard to remain positive, their lack of knowledge and experience is tested to its limits. Kaimahi and whānau are working together to find solutions and support.

Key health and safety policies and procedures do not align with the Vulnerable Children’s Act 2014. In order to ensure a safe and healthy learning environment is sustained, all policies should align to current legislation. Children’s safety is a priority

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • review and update child protection and behaviour management policies and procedures to align with the Vulnerable Children’s Act 2014.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Continue to build internal evaluation across all areas of the kōhanga reo for sustainability and quality of the learning programme for children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Mere Kārena will be in three years.
