1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Ngā Mokopuna o Te Matai Kōhanga Reo is in Te Puke. It is located on Te Marae o Makahae. Over the past year the whānau have had a number of disruptions to the kōhanga reo operations. A high turnover of staff resulted in various administrative tasks being incomplete. There is a new kaimahi team including a kai tari who started this year.

3 Evaluation Focus

How well do mokopuna settle into their learning programme?

Mokopuna settle into all aspects of the learning programme confidently.

4 Findings

Mokopuna learn in an environment that is peaceful and calm. Kaimahi Are settled and provide a relaxing atmosphere. The tone of their language interactions is gentle. Kaimahi are patient when working with mokopuna. Mokopuna are fortunate to have kaimahi that responds instantly to their physical and emotional needs. ERO observed several moments of humorous interactions that were initiated by the mokopuna. Tuākana take the opportunity to lead aspects of the programme. Kaimahi praise mokopuna for their successes. Mokopuna are settled and happy learners.

The learning programme is well planned. Essential areas of planning are clearly identified. The planning outlines specific guidelines for implementation. There are clear links to Te Whāriki. Mokopuna learning is well planned.

Internal evaluation is developing. The charter is being reviewed. Te Pou Tuatahi and Te Pou Tuatoru have been updated and ratified by the Whānau. The charter provides clear guidelines for the management and the operations of the kōhanga. The annual plan is in place. It provides clear guidelines for the administration of key areas of operations.

Personnel documentation is in place. These have been updated and align to current legislation. Kaimahi are clear about their roles and responsibilities and their obligations to the kōhanga.

Key Next Steps

Assessment requires strengthening. Links to the learning programme and not clearly defined. Mokopuna learning and progress is not recorded. Programme evaluation processes require attention. While kaimahi discuss the learning programme, it is unclear as to what happens to the information. There is no evidence of programme improvement.

Kaimahi appraisals need to be reviewed. Self-assessment has been completed. The Chairperson acknowledges that appraisals are incomplete. Whānau must review kaimahi appraisals against existing policy and procedure guidelines.

Whānau need to develop a strategic plan for 2021 onwards. It is time for whānau to identify their long-term priorities for future development. The establishment of an action plan to realise Whānau aspirations is required.

All health and safety policies and procedures need to be reviewed. There are some areas of non-compliance that requires urgent attention. These include:

  • emergency evacuation plans are not displayed by exits
  • the building warrant of fitness was not onsite
  • fencing around the kōhanga is urgent. Currently the marae area is open including the kōhanga reo building. For the safety of all mokopuna, it is important for whānau to fence off the kōhanga area to remove temptation for mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

  • ensure an emergency evacuation procedure for the premises is clearly displayed

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • planning and evaluation including internal review
  • area of non-compliance
  • and any issues identified since the previous review.

2 Context

Ngā Mokopuna o Te Matai Kōhanga Reo is in Te Puke. It is located on Makahae Marae. The previous education review on October 2014 was the first review for the kōhanga reo. Key areas for development included effective kōhanga reo management for children. This supplementary review evaluates the extent to which whānau have addressed these matters, including internal review, reporting, evaluation and appraisal.

3 Findings

Planning and Evaluation

Background

The last ERO report identified areas for development relating to internal review including regular review of the Tūtohinga, policies and procedures in particular personnel and health and safety, and strategic planning. Programme evaluation was weak. Whānau were not well informed about all aspects of the kōhanga reo.

Areas of progress

Whānau are now well informed about the overall performance of the kōhanga reo for their children. Since the previous review, whānau have addressed all areas for development. Whānau hui minutes provide clear information across key operations of the kōhanga reo. Internal evaluation has been strengthened through clear reporting against health and safety issues. The charter has been reviewed and updated. There is a well-defined schedule of review to support ongoing monitoring of all policies and procedures.

The management and organisation of all personnel files has improved. Appraisals are well defined and implemented and focus on continual professional growth and development. Reporting against strategic goals and kaiako reports further add to the quality of internal evaluation.

Programme evaluation is detailed. Progress reports on the learning programme is reported at monthly hui. Evaluation is used to examine how well programmes, practices and provisions give effect to learning success for children. Improvement is at the centre of whānau planning and practice. Children benefit from effective internal evaluation.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • continue to explore ways that will heighten and broaden kōhanga reo internal review, including reporting for strategic purposes.

Management systems and practices are now well defined and implemented. The whānau are better placed for sustained improvement and growth.
