1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

Te Kōhanga Reo o Ngatiki is located on the outskirts of Hawera. It is situated within Te Marae o Ngatiki.  The COVID-19 pandemic had a profound impact on the operations of the kōhanga reo. The whānau have recently returned to continue to embrace the core values of the kōhanga reo.

ERO’s 2022 evaluation of Mana Whakahaere practices found values of whanaungatanga supported and reflected how the whānau managed the operations of the kōhanga reo. Appropriate processes supported mokopuna health, wellbeing and learning.   

3 Evaluation Focus

How well do mokopuna show they are happy and settled in their learning?

Mokopuna appear happy, settled, and engaged in their learning experiences.

4 Findings - Mana Mokopuna

Mokopuna experience an environment where they are well supported to engage in learning. Kaimahi work with mokopuna in a calm, unrushed manner. The tone and way they talk and interact with mokopuna is gentle and affectionate. Kaimahi use appropriate language strategies to support mokopuna language development. These include waiata, prompts, repetition and instruction. Mokopuna learn about the structure of language through pepehā. Waiata, karakia and rotarota are used as a medium to focus on increasing mokopuna vocabulary. Mokopuna are confident to use what they know in te reo MāoriTuakana have opportunities to lead aspects of the learning programme, including pepehā and mihimihiPēpi are actively involved in learning. Their needs are well met and kaimahi support pēpi to regularly interact with their tuakana. Kaimahi consistently praise mokopuna for their efforts. Mokopuna are settled and secure in their relationships and interactions with others.  

The learning environment is colourful, spacious and well organised to meet the needs of different age groups. Mokopuna are encouraged to respond and converse during learning and play. Mokopuna experience a programme that provides structure and certainty across all daily activities. Kaimahi maintain a consistent programme to ensure routines are familiar. Mokopuna are happy learners. 

Key Next Steps

Matters raised in the previous Mana Whakahaere report relating to developing an action plan to assist with achieving long and short-term priorities were verified during the onsite visit. Mokopuna benefit when their future needs are monitored and considered.  

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • that the whānau collectively continue to strengthen the quality of education and learning outcomes for mokopuna

Te Kōhanga Reo o Ngātiki is based at Ngātiki Marae, on the outskirts of Hawera. Whānau aspirations for their children include te reo and tikanga Māori. Most mokopuna have whakapapa connections to each other.

3 Evaluation Focus

How well do mokopuna show their understanding of whanaungatanga?

Te Kōhanga Reo o Ngatiki provides an environment that models whanaungatanga.

4 Findings - Mana Whakahaere

Whanaungatanga provides a solid foundation for the way in which the whānau manage their kōhanga reo. The whānau Tūtohinga has been updated and reviewed. The strategic plan is informed by Te Ara Tūāpae and is defined by key aspirations to enable whānau to plan into the future and beyond. Mokopuna future needs are considered.

Whānau have processes in place for reporting and monitoring operations. There is good whānau involvement and participation in the kōhanga reo. All reports are presented at monthly whānau hui. Health and safety registers are current and in place. The whānau are in the process of adopting new policies and procedures. Kaimahi employment documentation includes employment contracts and kaimahi safety checks. Kaimahi performance appraisals are complete with an ongoing focus on building capability. Mokopuna benefit from collective decision making.

Planning, assessment, and programme evaluation are underpinned by values of whanaungatanga. The mahere ako identifies programme content, strategies for implementing and resourcing. The mahere also identifies different activities for tuakana and teina. Kaimahi use a range of assessment methods that reflect what mokopuna are learning and their progress. These include observations, portfolios and learning stories. Whānau are informed of how their mokopuna are progressing. Opportunities are provided for them to contribute to the documenting of their child’s learning. Kaimahi meet regularly to discuss, reflect, and document the quality of the learning programme. Mokopuna benefit from planned activities. 

Key Next Steps

Whānau have not defined how they will achieve their aspirations for the future of the kōhanga reo. There is no action plan to record and monitor progress with delegated responsibilities to support  them to achieve  their goals. Mokopuna thrive when whanaungatanga is strong.

1 Context

Te Kōhanga Reo o Ngātiki is at Ngātiki Marae, in Hawera. The whānau have aspirations for their children to be confident in te reo and tikanga Māori. Capable speakers of te reo Māori within the whānau are limited. Most children have whakapapa connections to each other. The whānau is committed to review and refine roles and responsibilities to improve the overall management of the kōhanga reo and provide consistency for children.

2 The Evaluation Findings

How well do children respond to te reo Māori?

Children confidently use te reo Māori appropriate to their level.

Ngā Taumata Whakahirahira

Children learn the basic structures and characteristics of te reo Māori. They use te reo Māori during whakatau, waiata, mihimihi, and karakia. Kaimahi use questioning, prompts and repetition to further develop children’s language. Some children can answer questions, use simple sentences and phrases in te reo Māori when talking with others. Kaimahi and whānau praise children for their efforts and achievement to speak te reo Māori. Children are learning te reo and tikanga Māori.

Children experience aroha, atawhai and manaaki. They have positive, warm and caring interactions with others. Parents support the learning the programme as māmā awhi and learn alongside their children. Tuākana participate in free play as part of their learning. Kaimahi provide practical activities to help children learn about their whakapapa. Children have a strong sense of belonging.

Children are familiar with their surroundings, routines and resources. Tuākana understand their roles and responsibilities to guide and support their tēina. Kaimahi encourage tuākana to initiate and lead activities including setting up leaning stations. They provide learning experiences that children enjoy such as marae tikanga when they attend events on their local marae and exploring the outdoor environment. Children are confident and settled in their kōhanga reo.

Key Next Steps

Kaimahi te reo Māori is limited. They do not receive the necessary support to develop their confidence and capability in te reo Maori. Children do not benefit from fluent speakers of te reo Māori at kōhanga reo.

Planning and Evaluation

Children’s learning needs is considered in programme planning. It is purposeful. Programme planning is linked to kaupapa ako and mahere ako. Small group activities provide children with opportunities to challenge their knowledge and skills. Progress in learning is captured in individual progress reports and learning stories that whānau value. Kaiako regularly discuss how to improve the quality of the learning programme to be responsive to children’s needs. Children enjoy a learning programme that caters to their needs.

Key Next Steps

Whānau do not have a clear understanding of their role and responsibility. Management and internal review practices are inconsistent. Whānau hui are irregular and they have yet to review policies and procedures. While the whānau has a strategic plan there is no annual plan.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified the following areas of non-compliance:

  • ensure that an on-going process of self-review helps the service maintain and improve the quality of its education and care and supporting documentation to show a process for reviewing and evaluating the services operations

  • ensure suitable human resource management practices are implemented with supporting documentation to show processes for human resource management, including: job/role descriptions, a system of regular appraisal, provision for professional development.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation that the whānau continue to seek the support of Te Kōhanga Reo National Trust for improvement and sustainability. 

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngātiki will be in three years.
