1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Papakai is situated at Te Marae o Papakai in the heart of the National Park in Ngāti Tūwharetoa. The hapū is Ngāti Hikairo ki Tongariro. The ancestral heritage, customs, values, and language of Ngati Tuwharetoa and Hikairo are a central focus for the whānau.

EROs May 2022 Evaluation of Mana Whakahaere practises found the Kōhanga Reo operations where well managed and kaimahi were supported to carry out their roles. Mokopuna learning and continual growth through Te Ao Māori values and beliefs was the focus of decision making.

3 Evaluation Focus

How well do mokopuna show they are settled learners?

Mokopuna demonstrate they are happy and settled learners.

4 Findings - Mana Mokopuna

Mokopuna participate in learning where te reo Māori is a priority. Kaimahi encourage mokopuna to speak Māori in several ways. They use a range of language strategies to support mokopuna language development. These include waiata, prompts, repetition, and instruction. Mokopuna learn about the structure and purpose of language through waiata, himene and mōteatea. Opportunities are provided for mokopuna to participate in pōhiri. They observe and hear te reo Māori spoken in formal situations. Older mokopuna show they have a good understanding of te reo Māori. When prompted they respond appropriately. Mokopuna engage happily with others while learning te reo Māori.

Whanaungatanga, manaakitanga and aroha underpin all interactions in the learning programme. Because of this, mokopuna experience meaningful relationships and interactions. Mokopuna smile and laugh as an expression of enjoyment and happiness as they work and play alongside their peers. Tuākana and pēpi work well together. Their interactions are respectful and helpful. Kaimahi consistently praise mokopuna as an acknowledgement of their efforts and achievements. Mokopuna are proud of themselves as they receive affirming statements. Mokopuna wellbeing is nurtured. 

Key Next Steps

While onsite, ERO identified the following areas for development.

Personnel matters require attention. While kaimahi have in place employment contracts and job descriptions, appraisals have not been carried out. To meet legislative requirements, the whānau must develop and manage the appraisal system in the correct manner. Mokopuna learning can be enhanced when kaimahi professional growth and development is supported. 

Mokopuna learning can be further enhanced though stronger links between planning, assessment, and evaluation. While there are examples of good practise in planning and assessment, there is more work to be done with programme evaluation. Kaimahi are developing an understanding about the purpose of this practise. Mokopuna will benefit when the learning programme is monitored and responds appropriately to the learning needs of all mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • implement and maintain suitable human resource management practices, including appraisal for staff and the provision of professional development.

  • ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts.

6 Recommendation

ERO and the kōhanga reo whānau recommends whānau work alongside the district office for support with programme evaluation and kaimahi developing a process for appraisal.

1 Context

Te Kōhanga Reo o Papakai is at Papakai Marae in the heart of the National Park in Ngāti Tūwharetoa. The hapū is Ngāti Hikairo ki Tongariro. Most children and whānau affiliate to this area. The marae and kōhanga reo are a central focus for the whānau.

2 The Evaluation Findings

How well do tamariki identify as being Ngāti Hikairo?

Tamariki are developing a knowledge and understanding of their identity as uri of Ngāti Hikairo.

Ngā Taumata Whakahirahira

Children experience a setting where their te reo Māori development is an aspiration of all whānau. Kaimahi use a range of strategies to encourage children to speak te reo Māori. These include mihimihi, waiata, karakia, and reciting their pepeha. Kaimahi also use questions, model correct language and use hand signs to support language development. As kaimahi work alongside children, they use questions and prompts to encourage children to use in te reo Māori. Kaimahi sit with babies and talk and sing to them. Babies indicate their understanding of te reo Māori through their facial expressions and body language. Children are early learners of te reo Māori.

Children learn in an environment where their identity is nurtured. Kaimahi encourage children to recite whakapapa, karakia and chant moteatea that are specific to their whānau, hapū and iwi. Children learn about the tikanga and kawa of their marae. This instils in them appropriate ways to behave during times of whakatau and pōwhiri. Kaimahi provide opportunities where children’s identity as role models and leaders to the younger children is enhanced. The older children lead karakia and serve the younger ones during kai time. These acts provide clear examples of the tuakana teina roles. Whānau are very clear that their children’s identity and belonging is a priority. Children are developing in their identity as Ngāti Hikairo ki Tongariro.

Children are made to feel secure at kōhanga reo. Kaimahi openly display aroha, awhi and manaaki with the children. In return, the older children convey the same care and respect to the babies. Kaimahi and children have established warm relationships. This is linked to the whakapapa connections amongst the whānau. Whānau assert that their children must be respectful at all times as this is the Ngāti Hikairo way. Kaimahi work to ensure these expectations are achieved and maintained. Whanaungatanga provides a firm foundation for all interactions. Children are confident in their interactions with others.

Children have opportunities to experience learning about both the natural and physical world. Kaimahi plan a number of activities that allow the children to explore their environments. Atua Māori have a permanent place in the learning programme. They learn about Rūaumoko. Kaimahi then use this as a basis for carrying out earthquake and fire drills. Children learn to keep themselves safe. Kaimahi ensure children are made aware of how the land produces food sources such as fruit and vegetables. Kaimahi make the most of this knowledge to promote healthy eating habits with the children. Children freely explore their kōhanga reo environment. Kaimahi provide opportunities for children to initiate their own learning. Children enjoy these moments as they investigate possibilities and problem solve. The babies have access to a range of age-appropriate activities. They discover ways to manipulate the resources and get a lot of joy out of the reactions of others to the noises they make. Children are happy learners.

Planning and Evaluation

Children benefit from planning that focuses on the stories of their rohe and the importance for their identity as Ngāti Hikairo ki Tongariro. Kaimahi have a long term plan based on local knowledge. These are broken down to term, weekly and daily plans. The current learning programme is focused on providing children with knowledge about Ngā Kāhui Maunga located within the Tūwharetoa region. The planning provides a broad range of activities, kaimahi strategies and resourcing required to successfully implement the learning programme. Children enjoy learning that is well planned and organised.

Whānau manage the kōhanga reo in the best interests of the children. The kaupapa for children’s learning is total immersion in te reo Māori. The charter provides clear directions about how to manage the operations of the kōhanga reo. Expectations of whānau includes decision-making, management, responsibility and accountability. Whānau have a cycle of policy review. Health and safety policies and procedures are current and in place. Kaimahi employment documentation includes employment contracts, job descriptions and police vetting. They have completed their appraisal. Internal evaluation is adequate. There is regular reporting to whānau hui on all aspects of whānau operations. This reporting focuses on improvements. Whānau are highly aware of the need to ensure the management of the kōhanga reo is sustainable. Children and their whānau can be assured that the future of their kōhanga reo is secure.

Key Next Steps

Kaimahi assessment practices are in the early stages of development. Kaimahi have only just begun to develop profiles for children. Whānau and kaimahi must strengthen assessment by continuing to use the support and expertise of Te Kōhanga Reo National Trust staff. The development of an action plan will ensure the continued support from Te Kōhanga Reo National Trust staff and a focus strategy for improvement. Children’s progress is not monitored.

Kaimahi do not evaluate the effectiveness of the learning programme. Kaimahi acknowledge that ongoing evaluation will assist them to change the programme according to what hasn’t worked and what could be done better next time. In doing this, kaimahi will be well placed to change the programme according to what would work best for the children. Children participate in a learning programme that is not regularly monitored to cater to their needs.

Te reo Māori development for whānau is a priority. While the strategic plan and annual plan clearly outline this as a goal, there is no plan in place to guide implementation. Kaimahi work with the children to develop their language confidence, however, kaimahi also need support to strengthen their te reo Māori competency. In order for children to become confident speakers of Māori, it is important that whānau show the same commitment to developing their language skills to support children at home. It is time for whānau to review the annual plan and put in place actions with a timeline to ensure this aspiration is achieved. Reporting against these actions will clearly show how the whānau and kaimahi will progress over time with te reo Māori. Children’s te reo Māori is strengthened more when all involved are confident speakers of Māori.

Kaimahi have completed their appraisals. They have identified that planning, implementation, documentation and recording of children’s assessment and programme evaluation are areas for professional development. It is important that whānau access support for kaimahi so they can strengthen their work with children. Children will benefit when the quality of the learning programme is lifted through improved kaimahi practice.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • establish a process for evaluating the effectiveness of the learning programme

  • reprioritise their annual plan to ensure that progress and successes for te reo Māori development are reported, monitored and recorded

  • ensure all reasonable steps are taken to provide staff employed professional support, professional development opportunities and resources.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • to strengthen assessment and evaluation practices
  • to grow the capacity and capability of in the area of te reo Māori
  • to access support for kaimahi to engage in relevant professional development.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Papakai will be in three years.
