1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Parikino is based at Parikino Pā. Since the last ERO report of 2017, the whānau have reorganised their roles to better support mokopuna learning and meet whakahaere responsibilities. The kōhanga has focused on increasing whānau involvement and participation. This has been a key priority for sustained growth and improvement.

3 Evaluation Focus

To what extent do mokopuna experience sustained improvements to their wellbeing and learning?

Mokopuna experience ongoing improvement to their learning and wellbeing.

4 Findings

Mokopuna are actively engaged in meaningful, stimulating learning experiences. Whānau have developed a comprehensive plan to support mokopuna learning. It is based on Te Whāriki, the marae and the local awa. Kaimahi use appropriate strategies that sustain children’s interests and promote learning for the different ages and abilities. These include waiata, independent and group activities, and interactions with the local community. Whānau receive regular reports about their children’s learning and programme developments. Mokopuna show confidence and self-motivation to learn and explore.  

Since the previous ERO review, the whānau have worked extensively to strengthen self-review practices across the kōhanga. Whānau hui fosters open and shared discussion about improvement in the interests of mokopuna. Hui are well attended and focused. Hui minutes are documented and used to monitor improvements for mokopuna wellbeing and learning. The Tūtohinga policies and procedures are regularly reviewed. They align to current regulations and reflect the local traditions and whānau expectations for practice. Personnel management systems are well defined. They support ongoing professional learning and development for kaimahi. All areas of non-compliance identified in the previous ERO report have been addressed. These include guidelines and practices for health, safety, personnel management, evacuation drills and annual planning of operations.

Key Next Steps

ERO and the whānau agree that further development of programme evaluation and strategic planning is needed to support ongoing growth for mokopuna. In particular:

  • that documented kaimahi evaluations identify the changes needed to ensure improved outcomes for mokopuna,
  • the completion of the whānau strategic plan includes the vision, objectives and aspirations of the updated tūtohinga and Te Ara Tūāpae.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau continue to review and refine whānau whakahaere and programme evaluation practices to further promote positive outcomes for mokopuna.

1 Context

Te Kōhanga reo o Parikino situated on Te Marae o Parikino near Whanganui. The whanau affiliate to the hapū of Ngāti Tuera and Ngāti Hinearo.

Since the last ERO report, 2014, new kaimahi have been appointed. Whānau have a language strategy to strengthen te reo o Ngāti Tuera and Ngāti Hinearo. They have also aligned Te Korowai o Te Kōhanga Reo to their strategic priorities.

2 The Evaluation Findings

To what extent do children show they are developing an understanding of their place in the whānau?

Children are beginning to build their links to Ngāti Tuera and Ngati Hinearo through whakapapa.

Ngā Taumata Whakahirahira

Children are learning skills to communicate in te reo Māori. Kaimahi use karakia, pepeha, waiata, mihimihi, ruruku to support children’s language development in formal situations. Questions, prompts and hand signs are used to encourage children to talk about learning in play. Babies use non-verbal gestures to express their understanding. Children are developing as speakers of te reo Māori.

Children learn in a nurturing environment. Kaimahi promote values of awhi, manaaki, tautoko and aroha in the daily programme. They model these behaviours to help children interact positvely with others. Kaimahi support tuākana to develop leadership roles in different activities with peers and tēina. Children appear happy.

Children are learning about who they are. Kaimahi take children to visit whanaunga in the local community. They provide opportunities for children to site and listen to whānau whakapapa, their stories related to the hapū of Ngāti Tuera and Ngāti Hinearo. Children are supported to share pepeha about their hapū and iwi connections. Kaimahi use the marae to enhance children’s learning of identity. Children know who they are and where they belong.

Children are developing confidence to explore. Kaimahi provide children with activities that promote exploration in learning. They encourage children to care for the maara kai and animals around the kōhanga reo. There are opportunities to explore the natural physical environment. A range of resources help to support children’s creativity. Children appear comfortable in the learning environment.

Planning and Evaluation

Planning is purposeful. Kaimahi use programme planning identifies kaupapa ako, activities and resources to support children’s learning. They gather information related to children’s learning by using photos, recording observations that are placed into individual profile books. Kaimahi share children’s learning with parents and use assessment to inform forward planning.

Key Next Steps

Internal evaluation practices needs attention. Whānau and kaimahi need to seek external support to develop and implement processes to strengthen the quality of delivery and management. A collective approach that focuses on:

  • Regular and formal programme evaluation to improve children’s learning

  • Completer appraisal for all kaimahi to improve professional learning and development

  • Review and update all policies and procedures related to children’s emotional and physical safety

  • Review, record and monitor practices of sleeping children, hazard checks and emergency fire and earthquake drills are in place and fulfil legislative requirements

  • Develop, implement and monitor the whānau strategic plan to inform annual goals

  • Build internal evaluation knowledge to improve the quality of outcomes for children and kōhanga reo operations.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • establish a process for evaluating the effectiveness of the learning programme
    [R43 (1) (a) (i) (ii) Education (ECS) Regulations 2008; C1-4 and C7-10]

  • review and update all health and safety policies and procedures to ensure requirements for emergence evacuation drills, sleeping, accidents and incidents, hazards, child protection and behaviour management are met and maintained for children
    [R46ECS2008/HS1,8,12,25,28]

  • implement a system of regular appraisal of kaimahi and provide well defined and targeted professional development
    [R47 Education (ECS) Regulations 2008 GMA5 to GMA7]

  • complete an annual plan to guide the kōhanga reo operation

  • ensure that evacuation procedures and practices for fire and earthquake including evacuation drills occur at regular intervals and emergency plans displayed.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Develop a strategic plan to progress whānau annual priorities

  • review and update all health and safety policies and procedures

  • ensure recording and reporting hazard checks are in place, and evacuation procedures and practices for fire, earthquake and evacuation drills occur at regular intervals, and emergency plans are displayed

  • develop an appraisal policy and procedures to complete kaimahi appraisal

  • kaimahi develop and implement a process of programme evaluation to improve the quality of delivery.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Parikino will be within two years.
