This report reflects their systems, operations and management practices. ERO’s reports provides important information for hapū and iwi

2 Context 

Te Kōhanga Reo o Pukeroihi is in Rosehill, Papakura. Whanau acknowledge Waikato as tangata whenua. Waikato tikanga and kawa underpin all practices and learning at Te Kōhanga Reo o Pukeroihi. Whānau are dedicated to te reo Māori and providing an environment fostering quality learning and care. 

3 Evaluation Focus

How well do whānau processes and systems contribute to positive outcomes for mokopuna?

Whānau systems and processes contribute to nurturing positive learning and outcomes for mokopuna.

4 Findings

Whānau have systems and processes for monitoring and reporting various aspects of the operations. Monthly are well attended with good whānau participation. Core health and safety policies and procedures are in place. These are regularly reviewed and updated. Emergency evacuations for fire and earthquake are carried out. Mokopuna health, safety and wellbeing is prioritised. Financial management practices have been established. Kaiako regularly share insights of mokopuna learning experiences. The strategic plan is informed by Te Ara Tuapae and encompasses the vision and aspirations whānau hold for mokopuna. Long- and short-term priorities where the future development of the kōhanga reo is a priority. Whānau collectively make decisions that focus on mokopuna safety, wellbeing and learning. 

Mokopuna learning is considered, monitored and documented through planning.  Planning is detailed and includes learning objectives, activities, and resources to guide the implementation of kaupapa ako. Konae mokopuna are used to document progress, development and growth of individual mokopuna learning journeys. Kaimahi meet regularly to reflect on the quality of the learning programme. Documented discussions include what worked well and strategies to improve the learning programme. Mokopuna benefit from collaborative kaimahi practices that enhance their development. 

Key Next Steps

Annual plan requires developing. It is essential to establish an annual plan to ensure key operational tasks are monitored and completed in a timely manner. Mokopuna benefit from focussed approaches. 

While the strategic plan identifies priorities for the future development of the kōhanga reo, it is time for whānau to formulate an action plan to monitor progress of the strategic initiatives. Mokopuna benefit when their future needs are well considered.

Other matters related to personnel documentation are yet to be sighted. Whānau and ERO have agreed that documentation will be available during the onsite visit.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements they must:

  • ensure there is a process to implement and monitor the progress of key aspects of the annual plan of operations.

6 Recommendation

ERO recommends whānau develop an annual plan and make available relevant documentation for personnel matters available during the onsite visit.

1 Context

Te Kōhanga Reo o Pukeroihi is in Rosehill, Papakura. Children and whanau affiliate to iwi and marae across the country. Whanau acknowledge Tainui as tangata whenua, and that Tainui tikanga and kawa underpin all teaching and learning at Te Kōhanga Reo o Pukeroihi. Kaimahi including the head kaiako have served the kōhanga reo for many years.

2 The Evaluation Findings

How well do children express their confidence as learners?

Children are confident learners as they engage in a range of learning experiences.

Ngā Taumata Whakahirahira

Children are developing an understanding their role as tangata whenua. Kaimahi plan trips to marae and other events related to Te Kīngitanga to extend children’s awareness of Tainuitanga. There is an emphasis on learning Pai Mārire and karakia that is relevant to Waikato. Regular trips to different areas provide children with experiences about different iwi. Children learning their whakapapa and pepeha contributes to their understanding of who they are and where they are from. Children appear happy with learning.

Children are learning the importance of relationships. Kaimahi use tikanga Māori, whakataukī and knowledge of Te Kīngitanga to support children’s awareness of values and behaviours related to Tainui. They promote and support tuakana and teina relationships. Older children awhi babies to make them feel included. Kaimahi who work with babies promote and foster their confidence. Babies are happy and have the freedom to explore their learning environment. Children appear settled and secure.

Children are learners of te reo Māori. Kaimahi use a range of effective strategies to stimulate and extend children’s language abilities. They encourage children to recite their whakapapa and pepeha. There are a wide range of taonga on display including symbols and images of the Māori King that contribute to children’s knowledge of literacy. The kaiako model correct vocabulary and grammar in te reo Māori. They provide a wide range of shared and independent learning activities that promote children’s language development. Children are developing as speakers of te reo Māori.

Children participate in learning that is well resourced. Kaimahi ensure children have access to a range of learning experiences. The programme provides both formal and informal learning situations for children. Children are familiar with daily routines that support learning transitions. They enjoy practices that are consistent. Waiata are major part of the learning programme, which children enjoy. There are opportunities for children to participate in free play and are encouraged to follow their own interests. Learning activities enable children to problem solve, explore different mediums and be creative through hands-on learning. Babies have their own dedicated space which is well resourced. They have control over their own learning. Children are confident learners.

Planning and Evaluation

Most whānau members are actively involved in all aspects of operations and management. They report in detail how well their kōhanga reo has performed over the years. Regular whanau hui focuses on where they can give further support to its members, to enhance management practice to benefit children and kaimahi. Alongside their strategic plan, there is a detailed training and development plan. The whanau have developed strong support systems to ensure all whanau and their children have access to necessary services for their health and wellbeing. There is sustained focus by whanau on continual growth and improvement. Whānau operations are managed in the best interest of the children.

Kaimahi have processes in place to plan the learning programme. It gives attention to knowledge that is relevant to Te Kīngitanga. Planning is a collective responsibility. These plans give an overview of kaupapa and are available by the kaiako to kaimahi. The kaiako provides consistent guidance and support to kaimahi. Children experience a learning programme that is well organised and managed.

Key Next Steps

Programme evaluation requires strengthening. It is timely for all kaimahi to meet and record regularly their shared reflections about strategies that have or have not worked for children. This will allow kaimahi to amend the programme to meet the needs of all children.

Kaimahi assessment practice needs to be reviewed. Children’s assessments are not linked to planning. It is important that assessments reflect children’s learning and progress. ERO encourages whānau to provide support to kaimahi to strengthen their understanding of assessment.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • that support for kaimahi to build their knowledge and understanding about the purpose and implementation of programme evaluation and children’s assessment is provided.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Pukeroihi will be in three years.

1 Context

Te Kōhanga Reo o Pukeroihi is in Papakura, South Auckland. The kōhanga reo has recently undergone renovations. These developments include a covered playground area with extensive matting, a new kitchen and a learning area for the older children. Tainui tikanga and kawa underpin all teaching and learning at Pukeroihi.

The whānau chose Ngā Taumata Whakahirahira as the focus for this review. They were interested in ERO’s evaluative feedback about how well children are supported to develop whanaungatanga at kōhanga reo?

The previous ERO report identified several positive developments including whanaungatanga, te reo me ngā tikanga Māori, whānau management, programme planning, future direction and professional development. The report identified the need for greater involvement of kaumātua and professional development of kaimahi.

2 The Review Findings

How well do children reflect whanaungatanga in their learning and development?

Children clearly reflect whanaungatanga as they learn, explore and play together at the kōhanga reo.

Ngā Taumata Whakahirahira

Children are calm, happy and settled. A range of activities are available to children throughout the day. There is a good balance of formal and informal activities including independent activities that children can choose. Tuakana and teina work well together and participate in group and individual activities. This approach fosters positive social development and respectful interactions. Relationships between children and their interactions with adults are loving and genuine. Whanaungatanga is strong throughout the kōhanga reo.

Children demonstrate confidence as learners. Kaimahi provide learning opportunities that nurture children’s self confidence. They provide a programme that responds to social and cultural needs of children. Resources are used well to enhance learning and development. Children are encouraged to lead aspects of the learning programme which they undertake willingly. They confidently learn alongside each other and are happy in their learning environment.

Children are developing in confidence as speakers of te reo Māori. Kaimahi are aware of te reo Māori language needs. They determine the most appropriate strategies to support children’s language development. Children are well supported and encouraged by kaumātua and kaimahi to speak te reo Māori. Whānau are committed to learning te reo Māori. Te reo Māori is used well by the kōhanga reo community and has positive benefits for children language development.

Planning and Evaluation

Children’s learning is supported by effective programme planning. Kaimahi provide a well considered and responsive programme that promotes Te Whāriki o Te Kōhanga Reo in positive and stimulating ways. The whānau contribute to the design of programme plans. Plans strongly reflect learning te reo Māori me ōnā tīkanga in the context of the kōhanga reo, the local purapura, whānau, hapū, iwi and Kīngitanga. Learning programmes embrace te ao Māori and support concepts pertaining to whanaungatanga.

Kaimahi are focused, prepared and aware of the learning and language needs of the children. There is a good combination of experience, youth and energy in the team. They successfully sustain good working relationships. Kaimahi meet weekly to discuss the learning programme and their own practices. Open sharing during meetings capitalises on the experience, advice and guidance within the team. Children and whānau benefit from the focused discussions and the cooperative way in which kaimahi work together to support the kaupapa of the kōhanga reo.

Whanau have clear aspirations for their children including te reo Māori, tino rangatiratanga and whanaungatanga. Children and whānau have opportunities to strengthen these concepts and values through their relationships and interactions with the kura community, kuia and kaumātua from the marae and the wider community. Children learn in an environment where awhi, aroha and manaaki occur in natural and spontaneous ways.

Reports to whānau provide detailed feedback about key areas including the learning programme, kaimahi development and children’s learning. These reports assist whānau with decision making. Whānau meet regularly and feel confident to ask questions. Information is accessible and available to whānau.

Key Next Steps

The charter requires review. The charter does not include information that is pertinent to present whānau and current regulations. This should become a priority and will make whānau more aware of their responsibilities and obligations towards their children.

The whānau has a current strategic plan but are unclear how it aligns to Te Ara Tūāpae. Whānau need to include more detail in their plan. This will help whānau to achieve the common goals being promoted by Te Kōhanga Reo National Trust.
