1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provides important information for hapū and iwi

2 Context 

Te Kōhanga Reo o Pukewa is situated beside the community marae in Waihi, the Coromandel District. The kōhanga reo takes its name from the tribal mountain of Pukewa. Several whānau members are in the early stages of understanding their roles and responsibilities. They aspire for mokopuna to be fully immersed in te reo Māori, tikanga Māori, te ao Māori and mātauranga Māori. 

3 Evaluation Focus

How well do whanau processes and systems contribute to positive outcomes for mokopuna?

Whānau systems and processes require attention to actively contribute to positive outcomes for mokopuna. 

4 Findings - Mana Whakahaere

Whānau have some processes and systems in place to manage aspects of the kōhanga reo operations. Monthly hui are regularly held and attended. Reporting is evident across most operational matters. Financial reports are updated with regularity and transparency. Kaimahi frequently share mokopuna activities, learning and experiences with whānau. Emergency fire drills are regularly conducted and recorded. Mokopuna are the focus of whānau management.   

Kaimahi have processes in place for programme planning. They work together to contribute to the development and implementation of kaupapa mahi. Kaimahi plan engaging activities to support mokopuna learning in their environment. This includes ngā wahanga o te tau and is underpinned by Te Whāriki ā Te Kōhanga Reo. Mokopuna benefit from collaborative kaimahi planning practices.

Key Next Steps

It is time for the whānau to review their internal evaluation process to monitor the quality of operations and practices. 

While policies are currently being updated, a planned review cycle would ensure that all policies and procedures are regularly monitored to align with new legislation. Earthquake emergency drills have not been carried out. Whānau must ensure to conduct earthquake drills in accordance with the current legislation. Mokopuna safety is potentially compromised. 

Whānau and kaimahi acknowledge the need to be intentional in their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. ERO agree that it is essential the whānau engage in further wananga and training to recognise and understand their commitment in fulfilling the obligations of the Act and prioritise mokopuna safety and wellbeing.

Kaimahi require support to understand the purpose and processes for programme evaluation and assessment practices. Currently processes are informal. It is difficult to monitor any improvements made to the programme. Assessment practices do not clearly reflect learning and progress over time. It is time for whānau to seek support for kaimahi to build their capability around evaluation and assessment. Mokopuna would benefit from a programme that responds to their needs. 

While the whānau have goals for the future of the kōhanga reo, they are yet to formalise a strategic plan that will guide them in working towards and accomplishing their long-term priorities. The future development of the kōhanga reo cannot be guaranteed. 

Other matters relating to personnel documentation and annual plan are yet to be sighted. Whānau and ERO agree the documentation will be available during the onsite visit.   

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis

  • implement a process of assessment to monitor and record children’s learning and establish a process to evaluate the effectiveness of the learning programme.

5 Recommendation

ERO recommends that whānau work alongside the district office for support to address the areas of concern identified in this report.

1 Context

Te Kōhanga Reo o Pukewa is situated beside the Waihi community marae. The kōhanga reo takes its name from the tribal mountain of Pukewa, which is no longer recognisable as a landmark in the area. The whānau actively participate in the local purapura activities to support children and their learning.

2 The Evaluation Findings

How well do children show they are secure in their learning environment?

Children show love, care and enjoyment in learning.

Ngā Taumata Whakahirahira

Children learn in an environment where they are loved and valued. Kaimahi and whānau comfort and reassure children as needed. Children actively participate in formal programme of karakia, hīmene and mōteatea. Kaimahi have established routines based on tikanga to help children transition between daily practices and learning activities. Care for others and the environment is displayed by children returning resources and tidying up each day. Kaimahi have positive relationships with children and each other. Children show they have a sense of satisfaction in their play and in their learning.

Children are immersed in tikanga and their identity is nurtured. Kaimahi provide children with opportunities to learn mōteatea from the local area to add meaning to pepeha and histories of the hapū and iwi. Older children confidently recite their pepeha and whānau links. Young children and babies are supported to learn their pepeha and whakapapa links through mimicking, role modelling and using hand actions. Kaimahi encourage children to develop skills of leadership for karakia and waiata. The whānau and kaimahi model the roles and responsibilities as tangata whenua by participating in welcoming manuhiri. Children have a sense of belonging.

Children experience positive relationships. The whānau and kaimahi model respect, care and aroha in the daily programme to respond to emotional needs of individual children. Specific learning needs are shared with kaimahi to help with the daily programme. Children with additional learning needs are supported in the kōhanga reo by the whānau because of the level of care and attention they require. There are opportunities for children to interact with each other as tuakana and teina in physical activities. Kaimahi support children to develop the skills of self-care to become independent learners. Older children are developing confidence to manage aspects of their own care. They share their learning with babies during play activities. Children enjoy interacting with each other.

Children are well supported learn te reo Māori. Kaimahi model te reo Māori for children and whānau in the learning programme. A range of language activities are used to support children with their language development. Children hear te reo Māori use a variety of ways such as in waiata, karakia, prompts, questions, instructions and sharing stories. Older children use simple sentences to express themselves. Kaimahi talk and sing to babies who respond using facial expressions and body language. Speech therapy techniques are used to children with additional learning needs. The whānau is committed to learning te reo Māori to support children and the kaupapa of kōhanga reo. Children are developing as speakers of te reo Māori.

Planning and Evaluation

The whānau understand their roles and responsibilities to support collective decision making. They have robust systems in place to assist with fulfilling legislative requirements and monitoring daily operations. Children’s emotional and physical wellbeing, and care is a priority. A core group of whānau members provide and model positive leadership. Kaimahi are regularly appraised and a programme of training is in place to support their development. Outcomes for children are important.

The whānau have identified priorities based on the framework of Te Ara Tūāpae. These priorities guide forward planning with a focus on positive outcomes for children and ongoing improvement. The whānau have used links to Ngā Taumata Whakahirahira to support progress towards meeting whānau specific goals. Regular reports are shared with the whānau throughout the year. The whānau use this information to assist monitoring, reporting and ongoing self-review practices.

Children’s learning needs informs the quality of delivery. Kaimahi have implemented systems to guide programme planning, assessment and programme evaluation practices. They use Te Whāriki a Te Kōhanga Reo to guide programme planning and assessment. Kaimahi regularly meet to discuss and share strategies to improve the quality of delivery. Assessment information identifies next learning steps and interests for individual children. Kaimahi work collaboratively to provide children with quality learning opportunities. Children are happy in the learning programme.

Key Next Steps

The range of learning experiences for children can be extended. Although kaimahi provide activities to cater to individual developmental needs, there are opportunities to enhance the quality of learning for children by enabling more independent play, offering opportunities to make choices in their learning, and fostering creative play.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. There were no issues of non-compliance identified during the review.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Pukewa will be in three years.

Te Kōhanga Reo o Pukewa is located in the Hauraki district mining settlement of Waihī. It is near the community marae of Ngāti Waihinui. The kōhanga reo takes its name from the tribal mountain of Pukewa, which is now an enormous mining pit. The whānau of Te Kōhanga Reo o Pukewa are active members of the local purapura.

The whānau are relatively young parents who are committed to the kaupapa of kōhanga reo and their children’s learning and wellbeing. They are active in the management and operations of the kōhanga reo. Children benefit from a well organised and well managed kōhanga reo.

Children are well settled in an organised, spacious learning environment. Structured routines and the learning programme allow children to take responsibility for daily tasks and activities. Children are able to develop independence, initiative and leadership roles. Children are happy at the kōhanga reo.

2 The Review Findings

How well do children demonstrate the values of whanaungatanga, aroha, manaakitanga, respect and care for adults and their peers?

Children demonstrate the values of whanaungatanga, aroha, manaakitanga, respect and care for adults and peers very well.

Mana Atua

Children experience a warm and nurturing kōhanga reo environment. Children take responsibility for their spaces by cleaning, tidying and packing away after activities. They participate in exciting formal and informal activities throughout the learning programme. They use an ipad with confidence and understanding. Children accomplish shared tasks together.

Children have caring and responsive relationships with each other, with kaimahi and whānau. Children demonstrate appropriate behaviours during pōwhiri and whakatau. They are learning the roles and responsibilities of tangata whenua and manuhiri. Tikanga, values and beliefs are embedded in daily practices. Children are observant, curious and attentive learners.

Children regularly receive praise for positive behaviours, effort and achievement. They seek comfort and reassurance from kaimahi, whānau and their peers. Kaimahi are attentive to the needs of all children including the babies. Children show joy and happiness in an environment where whānau support is positive.

Children hear te reo Māori spoken around them at all times. There is a strong focus on immersing and engaging children in te reo Māori. Some children use basic, familiar words while others are able to use phrases and engage in simple conversations. Kaimahi actively model and encourage children to speak te reo Māori. They use interesting activities to engage children in dialogue, to ask and respond to questions and prompts. Fluent speakers of te reo Māori enable children to hear different tribal dialects. One kaimahi is a native speaker who is highly respected and provides invaluable support for whānau, kaimahi and children. Children thrive in a mana-enhancing environment.

Planning and Evaluation

Children’s learning, wellbeing and care are key priorities for whānau. There are clear systems and guidelines for effective management. The kōhanga reo is inclusive and promotes transparent and clear expectations and processes. Consistent communication keeps whānau up to date with events and important information. A sound knowledge of kōhanga reo activities and developments helps to inform whānau decision making. Whānau are proud of their children, kaimahi and kōhanga reo.

Whānau members value the commitment and nurturing ways of kaimahi with children. Kaimahi provide well planned learning programmes for children. They have comprehensive long and short term plans. Kaimahi are developing digital presentations of children’s learning as a method of recording and monitoring each child’s progress. Whānau value regular feedback and feed forward between the home and kōhanga reo. They are well informed about their children’s learning and development.

Whānau have sound self review processes. Financial reporting is clear and transparent. Internal controls are robust. Whanau regularly monitor, review and report on kōhanga reo operations and developments. They are diligent with health, safety and property matters. Leadership roles and responsibilities among whānau members are clear and efficient. Currently, there is a strong focus on building whānau capability around the roles and responsibilities for kōhanga reo operations and management.

Key Next Steps

Programme evaluation and assessment of children’s learning is an area for development. Kaimahi acknowledge the need to review current practices for monitoring, assessing and reporting on children’s learning and development. They are working towards developing a better understanding of the purpose and practice of programme evaluation.

Review and update Te Ara Tūāpae and incorporate whānau strategic targets.
