1 Context

Te Kōhanga Reo o Purehurehu is located in Māoribank, Upper Hutt. It is one of the oldest kōhanga reo in the region. Whānau have formed close bonds through their association to the kōhanga reo and continue to be involved in its management. This has created an environment where whanaungatanga is paramount.

The kōhanga is working with other local kōhanga reo to support the development of aspects of governance and management practice. This supports whānau to meet their legislative roles and obligations.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children confidently demonstrate whanaungatanga in their interactions with others.

Ngā Taumata Whakahirahira

Children experience positive relationships and interactions with others. Kaimahi provide children with lead roles and responsibilities. Older children guide the morning routine through leading karakia, mihimihi, waiata and transitions throughout the day. They are developing leadership and independence. Children support each other in tuakana teina relationships. Kaimahi role model aroha, manaaki and tiaki. They use praise and encourage children. Children respond by participating enthusiastically. They are happy and settled in the kōhanga reo.

Children experience an interactive and engaging learning programme. Kaiako encourage children to explore their environment. They provide a range of learning activities throughout the day. Children are active participants in the learning programme. Kaiako also provide children with opportunities to pursue their own interests. The kōhanga reo is well resourced, including a large outdoor area and māra kai. Children interact with both natural and physical resources. Kaiako support children in their learning. They encourage children’s curiosity. Children are confident and inquisitive learners.

Key Next Steps

Children are immersed in te reo Māori. Kaiako use a range of strategies that support language development amongst children. These include waiata, questioning, prompting, mihimihi, instructions and extending vocabulary. Despite this, children continue to use English throughout the day. Language development is optimal when an immersion environment is maintained in the kōhanga reo.

Planning and Evaluation

Whānau meet regularly with good attendance. They follow good processes for discussion and decision making. The charter and policies have been reviewed. The strategic plan is in place and provides a direction for the kōhanga reo. The annual plan is used by the whānau and kaiwhakahaere to guide daily operations. All policies and procedures have been reviewed and aligned with current legislation and requirements, including the Children’s Act, 2014. All drills are conducted and documented by kaimahi. Personnel documents are maintained. Appraisal has been completed and professional goals are identified. All staff have been police vetted. Children’s safety and well-being are at the heart of whānau whakahaere.

Key Next Steps

Kaimahi have processes for planning, assessment and programme evaluation. Planning is done collaboratively. Learning goals are identified for each learning group. Kaimahi have responsibility over different groups. Learning profiles are used to document children’s learning. Although these practices are in place, the links are not always clear. It is difficult to see the correlation between learning goals identified in planning and learning that has been documented in learning profiles. Kaimahi agree that in order to strengthen their understanding of planning and assessment, they must seek support from Te Kōhanga Reo National Trust.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation that:

The whānau of the kōhanga reo work with Te Kōhanga Reo National Trust to address the key next steps identified in this report.

5 When is ERO likely to evaluate the kōhanga reo again?

1 Context

Te Kōhanga Reo o Pūrehurehu is in Māoribank, Upper Hutt. Pūrehurehu refers to the pockets of mist on the hills surrounding the kōhanga reo. The kōhanga reo has strong connections with the local Orongomai marae. Many whānau have been involved with the kōhanga reo for over 20 years and have returned with their own children or mokopuna.

2 The Review Findings

How well do children demonstrate whanaungatanga in their interactions with others?

Children have a good understanding of whanaungatanga. This is evident in the meaningful relationships and interactions they have with others.

Ngā Taumata Whakahirahira

Children’s learning is influenced by whanaungatanga. Children have positive interactions with their siblings, friends and kaimahi at the kōhanga reo. They learn to share and play together. Children take care of each other. Kaimahi are warm and caring in their interactions with others. They often praise and acknowledge children’s efforts. Adults give children individual time and attention. Children’s emotional well-being and safety is paramount.

Children are developing in their use of te reo Māori. Kaimahi consistently speak te reo Māori throughout the day. They support children to associate words with pictures, objects and people. Kaimahi model a range of phrases including acknowledgement and praise, questioning to encourage a response and initiating conversations. Children show they understand and can respond to basic phrases and sentences. The learning environment is alive with constant talking, laughing and praise. Children are well supported as developing speakers of te reo Māori.

Children enjoy a vibrant and exciting learning programme. They are able to choose where they would like to work and play. Some children actively explore the environment while others prefer quieter activities. Children build independence through activities including construction, drawing and creative play. The teina are curious and inquisitive while working alongside their tuakana. Children display a sense of enjoyment and satisfaction in their play and learning. Kaimahi monitor play and children who need support. Children engage in stimulating learning activities.

Planning and Evaluation

Children participate in a well-planned learning programme. Te Whāriki provides a structured sequence of learning for children. Programme planning is based on Ngā Atua, the seasons and Ngā Taumata Whakahirahira. Daily planning outlines timelines, kaupapa mahi and routines. There are clear guidelines for the organisation and management of the daily programme. Kaimahi plan according to the individual needs of their specific groups. Planning is clearly displayed to share with whānau. Review of the programme is documented and regular. Children’s learning is a priority.

Children’s learning is monitored and documented well. Individual profiles contain a range of information including kaupapa art samples, photographs and children’s comments on their own work. Profiles provide positive information for parents on their children’s progress and achievement. Kaimahi also share daily feedback with parents on special events, milestones and anecdotes Children benefit from effective assessment practices.

Whānau have clear aspirations for the future of their kōhanga reo. Some have committed to te reo Māori and waiata classes to support their children’s language development. Whānau play an active role in the management of the kōhanga reo and all decision making is made collectively. Whānau maintain long standing relationships with the kōhanga reo. Many whānau have returned years later with younger children or mokopuna. The kaupapa of kōhanga reo has been sustained through these relationships. Children learn alongside their whānau.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Conclusion

Te Kōhanga Reo o Pūrehurehu is in Upper Hutt. Children’s learning is underpinned by the principles of whanaungatanga. Kaimahi and whānau work together to uphold the kaupapa of kōhanga reo. Children are settled and happy in their kōhanga reo learning environment.
