1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for hapū and iwi.

2 Context

Pūtikitia Te Aroha, Pūtikitia Te Mita, Pūtikitia Te Reo o Whanganui e

Te Kōhanga Reo o Pūtiki Wharanui is in Whanganui on Te Marae o Pūtiki which is close to the Whanganui River. The kōhanga reo is situated near to Te Kura Kaupapa Māori o Te Atihaunui-ā-Pāpārangi. Most of the whānau live nearby and have connections to the hapū and iwi.

The ERO February 2022 evaluation of Mana Whakahaere practices found kōhanga operations were being managed well and kaimahi were supported to carry out their roles. Mokopuna wellbeing, learning and continual growth and improvement was the focus of decision making.

3 Evaluation Focus

How well do mokopuna express whanaungatanga?

Mokopuna have positive, meaningful relationships and interactions with adults and each other.

4 Findings - Mana Mokopuna

 Mokopuna are immersed in whanaungatanga. Kaimahi ensure all interactions between adults and mokopuna are nurturing and caring. Kaimahi work with mokopuna in a calm, unrushed manner. The tone and way kaimahi talk with mokopuna is gentle and affectionate. Kaimahi know their mokopuna well and cater to their specific needs. Mokopuna are often praised for their efforts and achievements. Mokopuna are happy, settled and enjoy the company of their peers.

Whakapapa is integral to kaimahi and whānau practices. Mokopuna are supported to recite their pepehaKaimahi use this as a strategy to assist mokopuna to learn about who they are and where they are from, so they are secure in their identity and connection to Te Atihaunui ā Pāpārangi. Mokopuna learn about their whakapapa connections.

Mokopuna engage in experiences and activities that stimulate their interests and learning. The indoor learning environment is colourful and inviting. Mokopuna can easily access a range of resources. The outdoor area encourages exploration and allows mokopuna to interact and cooperate with each other. Mokopuna are developing values of manaaki, aroha and tiaki for self and others.   

Key Next Steps

Matters identified in ERO’s previous report relating to personnel documentation and registers were verified during the onsite visit. There are sufficient systems in place to manage the kōhanga reo operations. It is now important that whānau continue to build internal evaluation practices as a key next step.

5 Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • the whānau continue to strengthen internal evaluation to further provide positive outcomes for mokopuna.

3 Evaluation Focus

How well do mokopuna express whanaungatanga?

Te Kōhanga Reo o Pūtiki Wharanui provides an environment that nurtures whanaungatanga.

4 Findings - Mana Whakahaere

Whanaungatanga provides the foundation for the way in which the kōhanga reo is managed. Whānau have processes in place for the administration of operations. Whānau hui are well attended, recorded and purposeful. They meet monthly to discuss matters of interest and to make informed decisions. Whānau have in place a regular cycle for policy and procedure review.

The whānau strategic plan is informed by the principles of “Tupua Te Kawa” and Whanganui Iwi Education strategies. Long and short-term priorities are clearly outlined in their strategic plan. There is a strong emphasis on maintaining mātauranga that is significant to the whakapapa of Te Atihaunui-ā-Pāpārangi. The action plan includes resource requirements, timeframes and reporting to ensure sustainability for the future. Mokopuna wellbeing and belonging is nurtured.

Planning, assessment, and programme evaluation is underpinned by values of whanaungatanga. Learning experiences and activities nurture mokopuna understanding of whakapapa, pepeha and Te Ao Māori. Visits to places of iwi significance are also planned for. Kaimahi use a range of assessment methods that reflect mokopuna learning and progress. These are linked to what is important to mokopuna knowledge and understanding of who they are and where they belong. Whānau are informed of how their mokopuna are progressing. Programme evaluation processes are in place and identify improvement to the quality of the learning programme. Kaimahi reflect on practice to make positive changes and respond to mokopuna needs.

Key Next Steps

Matters related to personnel documentation were not provided. Whānau and ERO have agreed that documentation will be available for the onsite visit.

While the whānau has in place policies and procedures and a review cycle, ERO will verify the extent to which these give effect through sighting the health and safety registers.
