1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Rangiora is in North Canterbury, on the outskirts of Christchurch. The whānau are well supported by their taua who established their kōhanga reo and continues to be actively involved. Whānau aspire for their mokopuna to speak in te reo Māori and continue on to kura kaupapa māori education. 

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna show their understanding of whanaungatanga through their positive interactions and learning experiences.

4 Findings

Mokopuna are immersed in values underpinned by whanaungatanga. Kaimahi ensure all interactions between adults, manuhiri, taua and mokopuna are nurturing and caring. Tuākana are considerate and role model appropriate behaviour when interacting with their teina. The tone and way kaimahi talk with mokopuna is gentle, kind, and affectionate. Kaimahi use a range of strategies to support mokopuna language development. These include waiata, pao, prompts and repetition. Kaimahi constantly praise mokopuna for their efforts. Mokopuna engage in fun and stimulating learning experiences such as pākura, waiata and poi. Tuākana are encouraged to lead aspects of the learning programme. Pēpi demonstrate their enjoyment through mimicking sounds and body language. Kaimahi encourage mokopuna to pursue their interests and make meaningful connections with the taiao. Mokopuna appear settled and secure in their relationships and interactions.

Whānau have management practices in place to monitor the kōhanga reo operations. Whānau hui are held regularly, and information is shared. Reporting and decision-making processes include input from their taua who supports and guides the management of operations. An annual plan identifies overall operational tasks and when these are to be completed. The tūtohinga includes the history of the kōhanga reo and provides direction and an approach to guide whānau.

The strategic plan is informed by Te Ara Tūāpae and provides direction for the future development of the kōhanga reo. The whānau have captured their goals and aspirations with a focus on the expansion of the site to increase participation. Personnel matters are managed. Kaimahi have individual employment contracts and job descriptions that provide clear guidance of kaimahi roles and responsibilities. Appraisal information focuses on performance growth and improved practice. Whānau operations are managed in the best interest of the mokopuna.

Kaimahi planning and assessment is underpinned by values of whanaungatanga. Kaimahi work collaboratively and have established year, term, and weekly plans. These include learning outcomes, strategies, and resources to support implementation. Matai tamaiti and mokopuna learning is presented well in profile books. Information captured is focused on individual mokopuna learning, progress and development. Mokopuna benefit from collaborative practices. 

Key Next Steps

Mokopuna learning can be further enhanced through strengthening programme evaluation. It is time for kaimahi to take a planned approach to reflect on, and document what the success were, what did not work and what needs to happen to raise the quality of the learning programme. Mokopuna would benefit from focused approaches to programme evaluation.

While health and safety policies and procedures are in place, whānau acknowledge the need to develop a review cycle to ensure consistency of policy review. This will further ensure mokopuna safety and wellbeing is a priority.

Whanau have clear aspirations for the future of the kōhanga reo, it is important for whānau to develop an action plan to record and closely monitor progress in relation to their aspirations.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements they must: 

  • ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts [Regulation 43 Education (Early Childhood Services) Regulations 2008; C2 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008] 

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau work alongside the district office for support with the areas of concern identified in this report.

A supplementary evaluation is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Mana Reo – identify strategies to promote, challenge and enrich children’s reo development
  • Planning and Evaluation – planning to guide kaupapa learning including assessment and evaluation
  • Whānau Management – increase participation of whānau and formal practices for quality management
  • Compliance – the physical learning environment indoors and outdoors and health and safety checks
  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Rangiora is in Rangiora, on the outskirts of Christchurch. The majority of tamariki and their whānau live in Christchurch city and travel each day to Rangiora.

The whānau has made major improvements to the indoor and outdoor environment, to safety procedures and to the learning programme. Kaimahi and whānau relationships are caring and nurturing. External targeted support funded by the Ministry of Education has supported whānau to lead and manage the changes that were required to ensure the kōhanga reo met expected quality standards. Whānau involvement and participation has increased along with the roll. The challenge for the whānau is to sustain these improvements for tamariki.

3 Findings

Tamariki are developing an awareness and confidence in te reo Māori. Whānau use te reo Māori consistently with tamariki. Tamariki use te reo Māori in their play. Deliberate, focused planning by whānau has contributed to tamariki confidence in te reo Māori. Kaimahi use effective strategies including repetition, waiata, fun word games, role modelling and leadership roles to support tamariki reo Māori development. Whānau are pleased with the way tamariki are using te reo Māori at home and in the community. Tamariki are well supported to learn te reo Māori.

Programme Planning

Tamariki appear to be confident learners. Kaimahi have access to external support to improve planning, teaching and assessment practice. Programme planning is focused on building te reo Māori and enriching tamariki learning with strong links to Te Whāriki. Kaimahi use a range of ways to share tamariki learning and development with whānau. These include the internet, profile books and informal discussions with whānau. Strong leadership provides direction and a greater sense of satisfaction amongst whānau. Tamariki experience a range of different activities to enhance their learning. Tamariki are highly engaged and are well supported by whānau to learn in a safe and healthy environment.

Whānau Management

Whānau management is adequate. The participation of whānau in the management and operations of the kōhanga reo has increased. Whānau appear to be satisfied with the progress they have made since the 2016 ERO review, particularly the positive impact on tamariki and their learning. Decision making is shared and informed. Records of meetings are well documented. The Annual General Meeting minutes have documented the formal election of whānau to management positions. All procedures, systems and compliance have been met or almost completed by the whānau. Tamariki are at the heart of decision making.

Key Next Steps

Kaimahi and whānau do not develop individualised learning goals and plans for babies to reflect the divergent needs of their ages. Kaimahi do not monitor the milestones babies meet and adjust planning to be more age and ability appropriate. Babies do not benefit from programme plans that extend and challenge them to work independently, make choices and encourage curiosity.

There is limited documentation of tamariki progress and learning development and programme evaluation to support the whānau to make decisions about more appropriate resourcing, and focused professional development for kaimahi.

Some areas of whānau management require further development. Kaimahi have not been appraised to provide focused professional support to improve their practice. There is no strategic and annual plans to guide the whānau into the future.

4 Recommendations

ERO recommends the kōhanga reo whānau with the support of Te Kōhanga Reo National Trust implement key next steps identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Rangiora will be in three years.

Evaluation

The kōhanga reo is located in the township of Rangiora, Christchurch. The whānau are keen to know how well the children are speaking te reo Māori. More effort to support children’s language development is needed. Whānau are committed to the kaupapa of the kōhanga reo and learning developments. Issues identified in the report do require attention to improve outcomes for children.

The next ERO review of Te Kōhanga Reo o Rangiora will be within one year.

1 Context

Te Kōhanga Reo o Rangiora is in the township of Rangiora, north of Christchurch. A number of children and whānau live in Christchurch and travel long distances to attend the kōhanga reo.

Since the ERO report 2013 there have been a number of changes that have meant that the whanau have not implemented their systems and processes. There have been a number of staffing changes.

2 The Review Findings

To what extent do children use te reo Maori?

Children use some basic words and language structures in informal situations.

Ngā Taumata Whakahirahira

Children are settled in the kōhanga reo. Kaimahi have formed positive relationships with children, each other and whānau. Children experience genuine interactions in the learning programme. Kaimahi provide opportunities for children to explore and choose from a range of activities in the daily programme. Children display a natural confidence as learners.

Children’s language is developing. Kaimahi provide children with opportunities to hear and recite karakia and mihimihi. Children are introduced to new words and able to use basic language patterns. They are familiar with words and phrases particularly for different activities. Children are able to share what language they know with their parents.

Key Next Steps

Children’s language programme is inadequate. The kaiako and kaimahi need to plan programmes to challenge and enrich children’s learning and promote te reo Māori. Kaimahi need to focus on developing language strategies to support children to speak te reo Māori in formal and informal situations. Children’s te reo Māori needs attention.

Children’s learning needs are not considered in programme planning. Kaimahi do not cater for the range of age groups or genders. Under two’s learning space is inappropriate and needs attention. Kaimahi need to seek external support to plan appropriately for children’s physical and social development, plan programmes that respond to children’s interests and cater for individuals. Children’s learning is an area for development.

Children’s physical learning environment needs attention. Kaimahi and whānau need to work collaboratively to plan and improve the indoor and outdoor environments. It is important for a review and plan to restore the physical environments to improve learning for children. Children’s learning space does not fulfil health and safety requirements.

Kaimahi do not receive adequate direction and leadership in their work with children. Most of the daily programme is unplanned and not well established. Support from the National Trust has not been fully embraced and children’s learning is compromised. In order for the learning programme to be effective, it is timely that the whānau seek resolution to this issue.

Planning and Evaluation

Key Next Steps

There is insufficient detail in plans to give direction and guide those involved in managing and implementing the kaupapa learning and te reo Māori for children. Programme evaluation is not carried out creating difficulty to monitor improvements to the learning programme. Assessment is inadequate. Children’s learning and progress is not clearly monitored, recorded or reported.

Whānau do not participate in decision making or contribute to the kōhanga reo management. Limited records of meetings hinders whānau decision making. No annual general meeting has been held to formally elect people to management positions. Concerns about finances, personnel management, curriculum development and self-review and updating kōhanga reo policies and procedures. It is time for whānau to be active in decision making and have responsibility for the kōhanga reo management.

3 Actions of non-compliance

There are a significant number of areas that are non - compliant. These were discussed with the whānau and the District Manager for the Te Kōhanga Reo National Trust. In order for the kōhanga reo whānau to meet compliance requirements they must develop and implement policies and procedures for each of the areas:

4 Recommendations

ERO and the whanau developed the following recommendations:

  • Increase te reo Māori capacity through kaimahi use of effective language learning strategies with children

  • Increase the effectiveness of the learning programme for babies and boys

  • Review, restore and revamp all outdoor equipment to ensure children’s safety

  • Provide leadership to kaimahi in order for them provide a quality learning programme for children

  • Establish processes for programme planning, programme evaluation and children’s assessments

  • Whānau learn about their roles and responsibilities to increase whānau decision making and participation in the management of the kōhanga reo

  • Establish processes to monitor the effectiveness of finances, personnel management, curriculum development, health and safety policy review and implementation

  • Strengthen self-review.
