1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

“He tipare mō toku whānau, hei kakano mō taku mokopuna, kia tū ki te tautoko, kia pūmau te wana”

Te Kōhanga Reo o Ruru Te Tupuna is in Putāruru, Waikato. Whānau are actively seeking to increase the number of mokopuna enrolments at the kōhanga reo. A shared aspiration whānau hold is for mokopuna to be immersed in te reo Māori, tikanga Māori and te ao o Ngāti Raukawa.

3 Evaluation Focus

How well do mokopuna express themselves as descendants of Raukawa?

Mokopuna show they are growing their understanding and knowledge of who they are through a learning programme that has a strong focus on the language, traditions, waiata and stories of Raukawa

4 Findings 

Mokopuna are immersed in learning that affirms the unique attributes of Raukawa. Kaimahi promote mokopuna exploration of their whakapapa connections using waiata, local mōteatea and rotarota. Mokopuna language development is supported by a range of kaimahi practices including prompting, using hand signals and encouraging feedback to learn pepehā and repetition, instructions, and language modelling to improve their spoken language. Kaimahi create various contexts for mokopuna to learn about the narratives of Te Kīngitanga including traditional karakia, hīmene, mihimihi and pao. Mokopuna learn te reo Māori in an environment where the dialect of Raukawa is a priority. Kuia support this by modelling the local dialect for mokopuna. The learning environment provides frequent opportunities for mokopuna to explore and engage with their taiao through exploration and play. Mokopuna have easy access to a range of stimulating resources that cater to their individual interests. Kaimahi and whānau model values of manaaki, aroha and tiaki in the learning programme. They ensure all interactions are caring and relationships are meaningful. Mokopuna learning is focused on the legacies of their tūpuna. They are developing as descendants of Ngāti Raukawa

Whanau have in place processes for planning, assessment and programme evaluation. Planning is detailed and aligns to Te Whāriki ā Te Kōhanga Reo. This includes annual, term, and weekly plans to guide kaimahi practice and ensure the programme is purposeful. Kaimahi use a range of strategies to record mokopuna learning and progress, including Mātai i te mokopuna and individual profile books. These are well presented and regularly shared with whānau. Kaimahi use programme evaluation to identify key next steps for improving the learning programme to better support mokopuna learning. Mokopuna benefit from the implementation of collaborative kaimahi practices. 

Whānau have systems and processes in place to manage the kōhanga reo operations. Some whānau members are relatively new to the kōhanga reo. Regular hui are organised each month for whānau to discuss and collaboratively address matters related to their roles and responsibilities. Hui minutes provide good information. Whānau review policies and procedures. These establish transparent guidance for both kaimahi and whānau. Emergency evacuation drills for fire and earthquake are carried out frequently and registers are complete to ensure mokopuna health, safety and wellbeing is proritised. 

The whānau strategic plan is informed by Te Ara Tūāpae. This identifies both immediate and future priorities that contribute to future growth and development of the kōhanga reo. An annual plan provides an overview of operational tasks along with the specified completion dates. Personnel matters are managed. All employment documentation includes individual employment agreements, position descriptions and completed kaimahi safety checks. Kaimahi have recently completed professional learning and development for Child Protection. They exhibit an understanding and commitment to the procedures outlined. Mokopuna are at the centre of whānau collective decision making. 

Key Next Steps

Whānau acknowledge the importance of increasing mokopuna participation. ERO supports this as key next step for further improvement. Mokopuna benefit from focussed approaches. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that whānau focus on increasing the number of enrolled mokopuna and continue to enhance internal evaluation to further support positive outcomes for mokopuna.

1 Context

Te Kōhanga Reo o Ruru Te Tupuna is in Putāruru. The whānau is committed to supporting the kōhanga reo. The kuia who are active in the community continue to support the whānau and the purapura. A new whānau management committee was recently appointed and they are settling into their roles and responsibilities well.

2 The Evaluation Findings

How well do children show that their relationships with others are respectful?

Children show that they are considerate and respectful in their relationships with others.

Ngā Taumata Whakahirahira

Children learn in an environment where te reo Māori is valued. Kaimahi encourage children to express themselves clearly as they speak. Children hear the kuia, whānau and kaimahi speaking te reo Māori at all times. This provides them with good models of te reo Māori to support their language development. The older and more able children are able to engage in conversation with each another and with kaimahi. They can also lead formal situations such as wā whāriki, karakia, pātere, pepeha and waiata with ease and confidence. Pēpi recognise what is being asked of them and respond using physical gestures. Older children can communicate in te reo Māori while young children continue to grow their skills, knowledge and use of the Māori language.

Children enjoy positive relationships and interactions with their peers and others. They experience awhi, manaaki, whakanui and aroha from adults. Kaimahi ensure children experience relationships underpinned by whanaungatanga. Older children show careful considerations for the babies. Their role as tuākana is highlighted as they speak Māori continuously to their teina. The older children are very respectful of kaumātua. They behave appropriately when kaumātua are around. These children respond confidently when the kuia speak to them in te reo Māori. Babies experience loving relationships. Kaimahi ensure they have one to one care and attention. Familiar routines ensure that all children experience consistency and stability throughout the day. Kaimahi ensure all children are praised for their successes. Children appear secure and settled.

Children experience learning where their identity is nurtured. Older children can clearly talk about their pepeha and their relationship to others. Kaimahi plan experiences where children are able to attend noho marae. They observe tikanga and kawa specific to Ngāti Raukawa while on the marae. Pōhiri provide children with opportunities to hear the fluency of kaumātua as they do their whaikōrero. Children confidently stand to speak when manuhiri arrive at the kōhanga reo. They also lead waiata tautoko and participate in harirū to complete the formalities. Children are learning about their role as tangata whenua.

Children participate in learning that supports their needs. Kaimahi provide children with a range of resources to foster children’s creativity, problem solving and exploration. Children enjoy times when they are able to follow their interests. The outdoor areas enable children to be physically challenged. Kaimahi plan for children to attend celebrations that are relevant to Waikato such as the Koroneihana, regatta and poukai. The curriculum embraces Te Kīngitanga where children learn about historical issues that are significant to Waikato. Children are developing as confident and active learners.

Planning and Evaluation

Programme planning and programme evaluation processes are well established. Learning experiences and strategies for implementation are well documented. Planning has all the appropriate elements to guide the implementation of the learning programme. Programme evaluation is effective, and practices are embedded. The kaiako evaluates the learning programme term by term. Reflections are based on the overall programme and leads to improvement. Children benefit when the programme and evaluation meets their learning needs.

The whānau manage the kōhanga reo in the interests of children. The charter, policies and procedures have been reviewed. A strategic plan and action plan are in place. Registers are current and align with health and safety procedures. Kaimahi have preapproval budget authority to manage and purchase their resources or learning activities. Children benefit from efficient and effective purchasing of resources. The whānau of the kōhanga reo are responsible employers. All employee documentation is current and in place. Kaimahi appraisals are complete. Self-review is adequate. The whānau receive regular reports about key aspects of operations at whānau hui.

Key Next Steps

Children’s assessments require strengthening. ERO recommends that kaimahi personalise children’s profiles to identify their learning, interests and progress over time. Children benefit when their learning is individually assessed and monitored.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations

  • strengthen assessment practices.

1 Context

Te Kōhanga Reo o Ruru Te Tūpuna is in Putāruru. The kōhanga reo takes its name from an ancestor Ruru, who was the guardian of Korekore, the wife of Raukawa, a distinguished chief of the area. Many of the children attending the kōhanga reo are from the local area and affiliate to the iwi of Raukawa. There are some children who attend kōhanga reo and are from other iwi.

Some of the current whānau were present when the kōhanga reo was established in 1982. Whānau are committed to the kōhanga reo.

2 The Review Findings

How well do children reflect whanaungatanga and confidence as learners?

Children are confident learners and demonstrate a strong sense of belonging and whanangatanga?

Ngā Taumata Whakahirahira

Children learn in surroundings where te reo Māori is a priority. The older children confidently speak Māori. They initiate conversations with one another and adults. Kaimahi use appropriate language learning strategies to support and extend children. Children use te reo Māori with increasing accuracy. They enjoy talking and interacting with each other.

Children are secure in their identity. They learn about their whānau, hapū and iwi connections. Tainui tikanga and kawa is reflected throughout the kōhanga reo. The Kingitanga is a main focus of learning. Children are developing an understanding of how to behave when participating in marae activities. A priority for whānau includes making sure children know their whakapapa and connections to other marae. Children have a strong sense of belonging.

Children have established meaningful relationships with their peers and adults at the kōhanga reo. The older children are good role models for the younger children. They lead aspects of the learning programme with confidence. Children benefit from a programme where whanaungatanga strengthens their belief in themselves as learners.

Children settle quickly and calmly between learning and routines. The learning programme is consistent and familiar. Children are informed in advance of what is happening. The programme is well organised and managed. Children persist in tasks for extended periods of time. They maintain a genuine interest in their work. Children are happy and contented learners and learn in an environment that encourages awhi, aroha and tautoko.

Planning and Evaluation

The whānau manage the kōhanga reo effectively to ensure their purpose and vision is achieved. They have clear expectations that the kōhanga reo will provide the best possible education for their children. There is a group of kuia who support the kōhanga reo. They readily share historical information on the establishment of the kōhanga reo and what has happened in the area. The kōhanga reo is an environment where children are happy and confident learners.

The charter has been reviewed and is up to date. The charter goals and aims clearly support the vision for Te Kōhanga Reo. Health and safety policies and procedures are current. Whānau take all reasonable steps to ensure the kōhanga reo is a healthy and safe place for children. Financial processes for monitoring and reporting are well maintained and transparent. The kōhanga reo is financially sound and resourcing of children’s learning is a priority. Whānau show that they are fair employers. Personnel documents including job descriptions and employment contracts are up to date and signed. Whānau have implemented appraisals which have led to professional development for kaimahi. The collective efforts of whānau impact positively on outcomes for children.

There is a good level of reporting to whānau on most aspects of kōhanga reo operations. Internal review is helpful. Whānau know what is happening in the kōhanga reo particularly, the benefits this has for their children.

Planning, assessment and evaluation processes are well established. Children are the focus of programme planning. Concepts that promote whanaungatanga, identity, ngā atua and belonging are reflected in planning. Kaimahi use appropriate assessment practices to monitor children’s learning and progress. Kaimahi are reflective about all aspects of their work. They adapt their planning in order to make positive changes for the children.

Key Next Steps

Strategic planning is limited. Whānau have yet to consider long term goals and objectives that will strengthen the kōhanga reo in to the future and beyond. The long term priorities should align to Te Ara Tūāpae and clearly show when and how their priorities will be implemented.

3 Whānau Management Assurance on Compliance Areas

The whānau manage the kōhanga reo effectively to ensure their purpose and vision is achieved. Children are happy and settled at kōhanga reo.
