1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Tama ki Hikurangi is situated in Waiohau near Murupara. Mokopuna and whānau have whakapapa connections to Ngāi Tūhoe. The kōhanga reo is located within the marae grounds and adjacent to Te Kura Māori-ā-Rohe o Waiohau

3 Evaluation Focus

To what extent do mokopuna show their understanding of who they are and where they come from?

Mokopuna are developing an awareness of their whakapapa connections through their learning experiences.

4 Findings 

Mokopuna are developing an understanding about who they are and where they come from. Kuia provide leadership and role model the tikanga and kawa of the marae. Kaimahi support mokopuna to participate in whakatau. Te Hāhi Ringatū is an integral part of the learning programme. Mokopuna demonstrate respect for karakia, pānui, himene and waiata koroua. The language and rituals associated with Te Hāhi Ringatū provides depth to mokopuna formal language learning. Mokopuna are settled in learning about who they are and how they belong. 

Planning is purposeful and displayed in the kōhanga reo. It makes links to Te Whāriki ā Te Kōhanga Reo. It includes annual, term, and weekly plans to guide kaimahi and ensure the programme is focussed. Assessment is gathered in a variety of ways that provide useful information to whānau about mokopuna learning success. Mokopuna artwork and creations are displayed in their profile books and on the whare walls. Mātai i te mokopuna assessment methods highlight mokopuna learning and development over time. Mokopuna experience a learning programme that is organised and managed.   

Key Next Steps

The management of kōhanga reo operations is inadequate. While the following areas require urgent attention, the whānau need support from the district Office to address the following. The whānau and ERO agreed that these next key steps need addressing: 

  • whānau participation in decision making is unsatisfactory. Whānau are yet to understand their roles and responsibilities in managing the operations of the kōhanga reo. As a result of this, whānau hui are not held regularly or sufficiently recorded when held. Mokopuna would benefit from improved internal evaluation practices 
  • support for kaimahi in their roles is insufficient.  There is no current appraisals system for kaimahi to maintain quality teaching. Kaimahi practice needs to be developed through professional learning and ongoing appraisals
  • an annual plan that identifies, tracks and ensures key administration tasks are completed is not yet developed. Whānau currently have no system to ensure that these tasks are being completed on time   
  • whānau have no action plan to ensure that the strategic goals are being met. There is no way to monitor progress against the strategic plan
  • policies and procedures not current. Whānau and kaimahi do not fully understand how this influences what happens in kōhanga reo
  • emergency evacuation drills have not been practised regularly. Mokopuna safety cannot be guaranteed 
  • programme evaluation is developing. Kaimahi discuss the learning programme and how mokopuna are progressing. Formalising this aspect will lead to ongoing improvements to kaimahi practice. It’s time for kaimahi to take a planned approach to evaluation to raise the quality of the learning programme.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance 

To meet compliance requirements they must: 

  • ensure whānau are provided with opportunities to contribute to the development and review of the management of the kōhanga reo

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

  • ensure suitable human resource management practices, including appraisal for staff and the provision of professional development

  • ensure there is a process to implement and monitor the progress of key aspects of the annual plan of operations

1 Context

Te Kōhanga Reo o Tama ki Hikurangi is situated in a small rural community in Waiohau near Murupara. The children and whānau have whakapapa connections to Ngāi Tūhoe. The kōhanga reo is based on the marae and adjacent to Te Kura Māori-ā-Rohe o Waiohau.

2 The Evaluation Findings

How well do children show manaakitanga towards others?

Children are respectful towards others and their learning environment.

Ngā Taumata Whakahirahira

Children learn in an environment where positive relationships are fostered. The kuia nurture children’s strong sense of belonging and purpose. Kaimahi settle children in a warm, welcoming and fun environment. Children interact well with kaumātua and kuia and show respect for others. Children have positive interactions with students from the kura when they come to the kōhanga reo. They also enjoy times when kaimahi play alongside them in their learning. Kaimahi show love and respect when working with babies. They are always available to respond to their physical and emotional needs. Children experience a positive learning environment. Children appear secure.

Children enjoy learning where their identity is nurtured. Children and whānau have strong whakapapa links. Kaimahi provide children with daily opportunities to learn about their papa kāinga and whare tupuna. Children learn about the significance of whakairo and stories of the area. They participate in mōteatea that are significant to Tūhoe. Kaumātua guide children through Ringatū karakia. Children also learn the tikanga and kawa of their marae. Children are affirmed as tangata whenua. Children are developing an understanding of where they come from and where they belong.

Children are well supported to learn te reo Māori. The kuia is a strong advocate for te reo Māori being the only language spoken in the kōhanga reo. Kaimahi gently encourage children to speak Māori. When children speak English, kaimahi provide the same sentence in te reo Māori. Babies understand what is said to them in Māori and respond with body language and actions. Some tuākana are confident to share their ideas and questions in te reo Māori. Kaimahi sit with individual children and introduce new words throughout the day. Children respectfully recite karakia, sing waiata and mihi to whānau. This provides them with opportunities to learn about language functions and patterns. Children are early learners of te reo Māori.

Children comfortably explore their environment. Kaimahi often link children’s learning to their natural resources and the marae environment. Children are supported by kaimahi to explore the bush area behind their kōhanga reo. Children enjoy learning about insects and nature. They have a respect and awareness for living things. Children have fun with hands-on activities that enable them to touch, taste and feel. They have access to a range of resources. Children’s art work is valued and displayed on a large centre piece wall mural. Children have fun exploring their large outdoor play area and challenging each other. Children are confident learners.

Planning and Evaluation

Planning and children’s assessments are well managed. Yearly and term plans provide an overview for children’s learning. Kaimahi know each other well and use each other’s individual strengths to provide children with a positive learning environment. Children’s learning is meaningful and based on local knowledge. Kaimahi monitor children’s learning and progress well. Individual profile books value children’s experiences with each other and their whānau whānui. Whānau are well informed of what children are learning and their progress over time.

Whānau management prioritises the health and wellbeing of all children. The charter is regularly reviewed. Policies and procedures are reviewed and updated. The kaiwhakahaere provides administration support for the operations for the kōhanga reo. The Te Ara Tūāpae informs the whānau vision and goals. An annual plan provides guidance and actions across the year. Health and safety registers are well monitored and recorded. Personnel documents are in place. Kaimahi appraisals are in the process of being completed. Children benefit from a whānau who actively participate in the operations of the kōhanga reo.

Key Next Steps

Programme evaluation requires strengthening. It is important that kaimahi take a planned approach to evaluation in order to raise the quality of the learning programme. ERO recommend that the whānau seek support for the kaimahi to document and ensure the programme meets the needs of all children.

Whānau participation in the kōhanga reo can be increased. While there are a dedicated group of whānau who support the management of the kōhanga reo, there are other members who do not get involved. It is time for whānau to consider strategies to raise the input of all whānau.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • strengthen programme evaluation

  • implement strategies to increase participation by all whānau members.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Tama ki Hikurangi will be in three years.

1 Context

Te Kōhanga Reo o Tama ki Hikurangi is in Waiohau, near Whakatāne. Children and whānau whakapapa to the hapū of Waiohau and Ngāi Tūhoe iwi. There is a positive relationship between the kōhanga reo and wider community.

The previous ERO report identified good practice in Mana Reo. Kaiako planning, evaluation and assessment and self-review were also areas of good practice. Strategic planning was identified as an area for improvement.

2 The Review Findings

How well do children show their identity as descendants of Ngāi Tūhoe?

Children use te reo o Tūhoe and have a strong sense of belonging and wellbeing as descendants of Ngāi Tūhoe.

Ngā Taumata Whakahirahira

Children are immersed in te reo o Ngāi Tūhoe. Tūhoe language and tikanga is integral to children’s learning. Kaimahi and kaumātua role model and provide children with vocabulary and sentence structures to extend their language. Children interact with each other and explore language through activities and games. Kaimahi use Ngāi Tūhoe tikanga, mōteatea and Ringatū karakia to support children’s knowledge about their hapū and iwi to enrich their language. Children are developing as confident speakers of te reo o Ngāi Tūhoe.

Children enjoy learning in a loving and caring environment. Whānau and kaimahi have established positive relationships with children. Kaimahi know their children well. Kaimahi support children to learn about their maunga, awa, marae and whenua. Parents regularly attend kōhanga reo, participate and interact with children. Children have a sense of belonging and wellbeing.

Children’s individuality is supported. Kaimahi provide opportunities for children to initiate learning. Resources available for children to make their own choices. Their needs and interests are well catered for. Kaimahi encourage children to find solutions to problems and be creative in their learning. Children’s conversations and interactions with whānau promotes thinking.

Planning and Evaluation

Children’s learning needs are considered. Children’s learning activities are well planned. Kaimahi planning is focused on promoting children’s Ngāi Tūhoe identity and making clear links to Te Whāriki. Learning outcomes are identified. These are specific to the children’s age and developmental needs. There are clear guidelines for planning and delivery. These expectations are well documented and followed. Children are engaged learners.

Children’s progress in learning is monitored. Individual profiles are based on observations and samples of children’s work. Notes attached to observations which capture children’s characteristics as well as the skills and knowledge they acquire. Whānau are informed about their children’s progress in learning.

Key Next Steps

Kaimahi appraisals are incomplete. Implementation of appraisal will enable whānau to identify individual kaimahi needs and plan professional development to improve current practice.

Whānau planning and management practices do not focus sufficiently on children’s learning. Internal review information is not used to identify kōhanga reo priorities or goals. Whānau hui are not focused, records do not reflect clear decision making. Whānau are urged to seek appropriate support to address these matters.

that whānau seek support from their purapura or kaupapa kaimahi to address the key next steps and areas of non-compliance identified in this report.

Te Kōhanga Reo o Tama ki Hikurangi is in Waiohau, near Whakatane. Children’s identity as descendants of Ngāi Tūhoe is nurtured. Children are immersed in te reo o Ngāi Tūhoe.
