1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Tanatana is situated on Tanatana Marae reservation that provides the foundation of all mokopuna learning experiences in te reo me ōna tikanga Māori. Whānau and mokopuna attend all hui held at their marae and the other eleven marae within Te Waimana Kaaku

3 Evaluation Focus

How well do mokopuna show their knowledge of te reo Māori and tikanga Māori?

Mokopuna show their understanding of te reo and tikanga Māori though their learning experiences.

4 Findings

Mokopuna are immersed in learning that affirms their connections to whānau, hapu and iwi. Kaumātua and kuia provide leadership and role model tikanga and kawa of the marae when welcoming manuhiri. Mokopuna regularly visit the marae where they are able to observe tikanga and kawa. Kaimahi use strategies such as whaikōrero, tauparapara, and waiata koroua to enhance mokopuna te reo Māori development. Mokopuna are immersed in te reo Māori in both formal and informal settings. Kaimahi provide mokopuna with opportunities to share their knowledge of whakapapa and tūrangawaewae. Te Hāhi Ringatū is an important part of learning programme. Tuākana have opportunities to take on leadership roles in karakia, waiata and mihimihi. Kaimahi have created a learning environment that promotes manaaki, aroha and tiaki. These values underpin the essence of whanaungatanga. Kaimahi have established daily routines to support mokopuna interactions with each other. Mokopuna enjoy learning about their links to whānau, hapu, iwi and whenua.

Mokopuna learning is well catered for, monitored, and documented. Kaimahi work well together to plan, monitor mokopuna learning and regularly evaluate the quality of the learning programme.  Parents receive useful information about mokopuna learning.  Planning is detailed and guides the implementation of kaupapa mahi that has clear links to Te Whāriki-a-Te Kōhanga Reo. Individual portfolios are focused specifically on the development of each mokopuna. Kaimahi regularly discuss the learning, this is a consistent practise that informs changes to the learning programme. Mokopuna learning is a priority.

Internal evaluation guides kōhanga reo operations. It is an integral part of the whānau strategic approach.  Recording and reporting across the kōhanga reo is consistent. Whānau hui meeting minutes are detailed and informative. The tūtohinga defines processes and sets out a planned approach and direction for whānau. The annual plan identifies key areas of operations and when these must be attended too. Health, safety and personnel management policies and procedures are in place. Kaimahi appraisals are detailed and completed and align to kaimahi professional development needs. The whānau have developed a comprehensive strategic plan that identifies whānau priorities and aspirations. An action plan monitors the achievement of goals. Priorities for the whānau is increasing te reo Māori capacity within the whānau and reinforcing whakapapa connections. Mokopuna are at the centre of whānau management and operations.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • continue to enhance the quality of internal evaluation.

1 Context

Te Kōhanga Reo o Tanatana is located on Tanatana Marae in Waimana. Children attend from the Waimana area. The kōhanga reo has close links to all eleven marae in Waimana. Whānau have returned to the kōhanga reo to ensure that their children know who they are and where they come from.

2 The Evaluation Findings

How well do children show that they belong to the community of Waimana?

Children confidently show they belong to the community through the relationships they have with the whānau whānui of Waimana.

Ngā Taumata Whakahirahira

Children learn in a positive environment. Kaimahi model respect of self and for others. They positively manage the learning programme and environment for children. Consistently clear expectations are provided for children. Routines and tikanga in the kōhanga reo are well established. Children are safe and happy.

Children continue to extend their understanding of belonging to the community of Waimana. They play and learn in the natural environment. Whānau provide opportunities for children to gather and use resources from the local environment. Kaumātua and extended whānau are often present in the kōhanga reo. Whānau choose to bring their children to this kōhanga reo because of its location in Waimana. Children are developing their roles as tangata whenua.

Children are immersed in whanaungatanga. Kaimahi and whānau encourage positive relationships. Children are curious about people who enter their kōhanga reo. Some of them confidently approach and interact with visitors. Kaimahi know the children and their whānau links. They have displayed a family tree for each child. Children are supported to talk about their whānau members while referring to the family trees. Children are learning about their whānau, and their links to hapū and iwi.

Children are immersed in the language of Ngāi Tūhoe. The kaimahi are all from Tūhoe. There are quality speakers and role models for children and whānau. They speak and write in the local dialect. Waiata and karakia specific to Tūhoe support children’s language development. Kaimahi use hand games and positive reinforcement to focus children’s listening. Children are prompted and encouraged to speak te reo Māori. Kaimahi provide guidance and support to increase children’s understanding and use of Tūhoe language and customs. Regular opportunities are provided for children to hear Tūhoe dialect in formal situations on marae. Children are developing as speakers of the Tūhoe language.

Children explore the environment. The whānau provide a safe and secure kōhanga reo that encourages exploration and risk taking. Opportunities to play and learn are integrated into the learning programme. The outdoor area has climbing equipment, a sand pit, building blocks and a variety of play equipment that foster physical development and creative play. The indoor area is well resourced for indoor activities. Children are free to explore and develop their independence. Children are confident enthusiastic learners.

Planning and Evaluation

Programme planning and assessment are well managed. The whānau contribute to the design of the learning programme by planning alongside kaimahi. Their contributions are valued by kaimahi. The mahere ā-tau informs the short-term plan and daily wātaka. Planning includes appropriate resources, whāinga and fun. Learning programmes incorporate Waimana events and local stories. Kaimahi have a good understanding of their roles and responsibilities. Younger kaimahi are supported and encouraged to further develop their knowledge and skills. Children experience a well-managed learning programme that affirms their identity.

The whānau is well informed about what their children are learning. Their learning is regularly monitored and recorded. All information about children’s learning and progress is well organised and easy to access. Learning outcomes are shared and discussed with whānau. Kaimahi are responsive to children’s needs and whānau feedback. They understand the purpose and links between programme planning and assessment. Children benefit from the learning programme.

The kōhanga reo operations are well managed. The strategic plan is current and reviewed regularly. The charter is current. Policies and procedures are up to date. Appraisal occurs annually to recognise kaimahi strengths and identify goals to develop capability. The whānau has a high priority around health and safety. Whānau hui are well attended. The interior and exterior areas of the kōhanga reo are immaculate. The whānau manages the kōhanga reo in the best interests of the children.

Key Next Steps

Programme evaluation is developing. Kaimahi meet regularly to discuss how children are progressing and what is working well. While there is a commitment to continuous improvement, kaimahi do not record the effectiveness of their practice and how it can be improved.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau recommend that the whānau and kaimahi record programme evaluation.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Tanatana will be in three years.
