2 Te Aromātai a te Tari Arotake Mātauranga

1 Background

Introduction

A supplementary review is undertaken at the discretion of a National Manager in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • planning and evaluation including planning, evaluation, and assessment; policies with procedures, personnel matters, administration systems and strategic planning
  • areas of non-compliance
  • and any issues identified since the previous review.

2 The Education Review Office (ERO) Evaluation

Te Kōhanga Reo o Taupō is in Acacia Bay, Taupō. It is a small kōhanga reo where whānau members have maintained their commitment to their children and the kaupapa despite low roll numbers.

The May 2013 education review report identified several issues with the management of the kōhanga reo. These included programme planning, evaluation, assessment, policies and procedures, personnel matters, administration records and strategic planning. Areas of non compliance related to hazard identification and management, fire drills, nappy changing and accidents, illnesses and medication.

With support from Te Kōhanga Reo National Trust (TKRNT), the kaimahi and whānau have worked hard to make improvements to address several of the areas identified in the previous ERO report.

3 Findings

Planning and Evaluation

Background

The previous ERO report identified issues with strategic planning, administration systems, personnel matters, policies with procedures, programme planning, evaluation and assessment.

Areas of progress

Strategic planning. The whanau has a useful strategic plan. They have identified clear goals that are monitored and reviewed. As they continue to develop their strategic plan the whanau acknowledges the need to define annual priorities with more detailed timelines, costs and individual responsibilities.

Kaupapa planning and assessment. Children experience well planned programmes. Kaimahi have sought support from the TKRNT to help improve kaupapa planning, assessment and programme evaluation. A term plan identifies kaupapa for each week and includes activities, learning goals and assessment objectives. Kaimahi develop plans together to guide the programme.

Kaimahi continue to develop assessment practices to show children’s progress. Portfolios now include photos and artwork with anecdotes and information from whanau. Children’s successes and learning experiences are shared with whānau in attractive ways.

Administration. Children benefit from highly efficient systems and practices. The current kaiwhakahaere was appointed earlier this year. She has been instrumental in establishing effective administration systems. The kaiwhakahaere works closely with the TKRNT. She has been involved in training to support the effective operation of the kōhanga reo.

Policies and procedures. The whānau have addressed health, safety and hygiene systems relating to nappy changing, hazard identification, fire drills, accidents, illness and medication administration. Expected practices are well understood, implemented and reported to the whānau. The whānau are now better informed about their children’s wellbeing and safety in the kōhanga reo.

Areas of non-compliance

Background

The previous ERO report identified areas of non compliance the whānau needed to address. These included hazard identification and management, fire drills, accidents, illnesses, medicines and procedures for changing nappies.

Areas for further improvement

Personnel matters. Personnel management remains an area for further development. There are only a small number of employment records that are up to date. The kaiako does not have a current employment contract. She has not been through the appraisal process for some time. Employment contracts for all staff need to be signed and appraisals need to be completed.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendation:

  • continue to improve and strengthen the areas of progress identified in this report.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
