1 Context

Te Kōhanga Reo o Tawhiti is situated on Iritekura Marae in Waipiro Bay, north of Gisborne. It is located in an isolated community.

Since the previous ERO report, 2014, the kaiako resigned, June 2017. A new kaiako has been appointed who is learning about her role and responsibilities. The kaiako is also acting kaiwhakahaere. The whānau have recently elected a new chairperson committed to supporting the kōhanga reo. Whānau involvement and support is limited as many live outside the valley, this creates extra travel costs to the kōhanga reo.

2 The Evaluation Findings

How well do children show they belong to the kōhanga reo?

Children show they are familiar with their surroundings by settling very quickly into the learning programme.

Ngā Taumata Whakahirahira

Children experience an environment where they are loved and valued by the adults around them. The learning programme is guided by the daily routines. Children participate in the formal part of the programme which consists of karakia and hīmene. They transition smoothly to other routines of care such as horoi ringa, karakia and kai. The kaiako makes an effort to keep children occupied. Children use the natural environment to challenge their physical development. Visiting the beach is a regular part of children’s learning. The new kaiako is very attentive to children’s needs. Children are nurtured.

Key Next Steps

There is no planning to guide implementation. A large component of the learning programme is based around play activities and routines. Children’s learning potential is restricted because of the lack of direction and guidance. In some instances children wander around the kōhanga reo without anything to do. Planned learning experiences will promote positive outcomes for children.

The kaiako speaks Māori to the best of her ability, however most of the communication in the kōhanga reo is in English. Basic commands and instructions in te reo Māori are used and children appear to understand what is being asked. In order for children to develop as confident speakers of te reo Māori, kaimahi and whānau need to build their confidence and capacity to deliver an entire learning programme in te reo Māori.

Planning and Evaluation

Key Next Steps

The whānau are learning about their roles and responsibilities, and what is required to effectively manage kōhanga reo operations. They are aware of the work to strengthen self-review to improve the quality of children’s care and learning. Urgent attention requires the whānau and kaimahi to seek external support to:

  • develop and implement a programme of development to build kaimahi capability about the links between programme planning, assessment and programme evaluation
  • develop clear expectations for kaimahi to gather, record and monitor children’s learning progress to share with parents
  • implement a programme of support for whānau to develop their understanding about their roles and responsibilities to the kōhanga reo kaupapa
  • review and update policies and procedures, particularly health and safety in line with the Vulnerable Children’s Act, to meet legislative requirements to mitigate potential risks to children’ safety
  • implement and record health and safety procedures for sleeping, nappy changing, administering medicines, hazard checks, emergency evacuation drills and risk management processes for excursions to ensure children’s health and wellbeing is not compromised
  • ensure steps are taken to have the kōhanga reo building meet warrant of fitness standards in the interests of children’ health and safety
  • develop and implement personnel management policies and procedures, particularly documentation for employees including job descriptions, employment contracts and appraisal for all kaimahi with links to relevant professional development programme
  • develop an annual plan to support the kaiwhakahaere and whānau to track key tasks and ensure operational deadlines are met
  • implement administration systems to ensure documentation is filed on-site, easily accessible to ensure confidentiality and privacy are not breached
  • work collectively to develop a strategic plan, identify long term priorities to ensure sustainability for future generations.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

During the course of the review, ERO identified areas of non-compliance. The whānau must:

  • establish an ongoing process of self- review to help maintain and improve the quality of practice for children [Regulation 47 (Early Childhood Services) Regulations 2008; GMA6 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

  • ensure kaimahi plan, implement, and evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children [Regulation 43 (Early Childhood Services) Regulations 2008; C1-13 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

  • review and update all health and safety policies and procedures to ensure all requirements for emergency evacuation drills, sleeping, accidents and incidents, hazards, child protection and behaviour management are met and maintained for children [Regulation 46 (Early Childhood Services) Regulations 2008; HS1-33 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

  • take all reasonable steps to provide staff employed or engaged in the service with adequate and relevant job descriptions, individual employment contracts and professional support, professional development opportunities, and resources [Regulation 47 (Early Childhood Services) Regulations 2008; GMA1-12 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

  • establish an annual plan to guide the operations of the kōhanga reo. [Regulation 47 (Early Childhood Services) Regulations 2008; GMA8 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

4 Recommendation

ERO recommends that Te Kōhanga Reo National Trust provide a comprehensive programme of support to:

  • SELO to address all areas of concern raised in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Tawhiti will be within one year.
