1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Te Ao Tawarirangi is situated alongside Te Marae o Te Ariuru, Waimā Bay, Tokomaru Bay. Whānau endeavour to preserve, promote, and uphold the tikanga of Te Aotawarirangi, Ruataupare and Ngāti Poroutanga.

3 Evaluation Focus

How well do mokopuna express their understanding of te tāmokotanga o ngā tūpuna?         

Mokopuna experience learning that nurtures ngā taonga tuku iho through a range of traditional and contemporary contexts. 

4 Findings 

Mokopuna are immersed in an environment underpinned by values of tikanga Maori. Kaimahi use effective strategies to provide opportunities for mokopuna to hear te reo Māori in formal and informal settings. Mokopuna enjoying sharing their knowledge of whakapapa. Kaimahi use prompts and sign language to support reciting of pepehā. Older mokopuna recall their pepehā and mihimihi with minimal assistance. Rotarota, oriori and a variety of local waiata are integrated into the learning programme to extend mokopuna understanding of local stories, history, and their tīpuna. Mokopuna have simple conversations with their kaimahi. Taina mimic and use gestures in their interactions to communicate and show their understanding. Kaimahi model aroha, manaakitanga, and kaitiakitanga. They know their mokopuna well and endeavour to cater for their specific needs. The daily routine provides moments for mokopuna to express, interpret and celebrate their learning experiences. Kaimahi encourage mokopuna to explore in fun and dramatic ways. The indoor and outdoor environments are vibrant, creative and organised to support both group and individual learning. Mokopuna benefit from learning that nurtures their mana, wairua and mauri.

Kaimahi work from the basis of whanaungatanga as they plan the learning programme, monitor mokopuna learning and evaluate the quality of the learning programme. Planning is detailed and makes clear links to Te Whāriki ā Te Kōhanga Reo. Kaimahi have established annual, term and weekly plans to ensure the learning programme is focussed and purposeful. Learning goals, activities and outcomes are designed for different age groups. Kaupapa mahi are selected to stimulate, challenge, and extend mokopuna learning. Assessment information is gathered and captured in mātai i te tamaiti, and īkōnae portfolios. These include work samples and learning stories that detail individual mokopuna development and progress. Programme evaluation is an embedded practice amongst kaimahi. They hui weekly to reflect on their practices and make positive changes that enhance mokopuna outcomes. Mokopuna experience a well-considered learning programme that promotes mātauranga Māori.

Whānau have efficient systems and processes in place to manage the kōhanga reo. The tūtohinga is reviewed regularly to ensure it remains aligned to whānau aspirations. The document sets out clear guidance and direction for whānau and is underpinned by the principles of Te Korowai.  Whānau hui are well attended and information is shared. Health, safety and personnel policies and procedures are regularly reviewed to ensure they meet legislation. Emergency drills are conducted and included in the learning programme. Kaimahi regularly share information about activities and mokopuna progress. A comprehensive strategic plan includes the vision and aspirations whānau hold for mokopuna. An action plan is monitored regularly and defines identified priorities to ensure sustainability for the future. The annual plan guides operational and administrative tasks and when these are to be completed. Personnel matters are well managed. Employment documentation includes individual employment agreements, position descriptions and completed kaimahi safety checks. Appraisals focus on developing kaimahi skills and capabilities as effective, future leaders. Kaimahi have recently completed professional learning and will graduate in the new year with Te Tohu Matauranga Whakapakari Tino Rangatiratanga o Te Kōhanga Reo and Tohu Paetahi ō Te Kōhanga Reo. Effective internal evaluation informs and influences decision making processes. Mokopuna are at the centre of whānau whakahaere. 

Key Next Steps

Whānau and kaimahi acknowledge their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. ERO agree that whānau and kaimahi engage in further wānanga and training to recognise and understand their commitment in fulfilling the obligations of the Act and prioritising mokopuna safety and wellbeing.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau recommends for whānau to continue to enhance internal evaluation practices to maintain quality learning and outcomes for mokopuna.

1 Context

Te Kōhanga Reo o Te Ao Tawarirangi is marae based at Te Ariuru Marae in Waimā Bay a short distance from Tokomaru Bay. The whānau are committed to promoting te reo o Ngāti Porou me ōna tikanga. Many of the mothers and kaimahi are kōhanga reo graduates.

Since the previous ERO report, 2014, whānau have the language skills to communicate in te reo Maori with children and each other. A new kaiwhakahaere has been appointed and new chairperson elected.

2 The Evaluation Findings

How well do children know who they are, where they are from and from whom they came?

Children are proud and confident, knowing who they are and that they belong.

Ngā Taumata Whakahirahira

Children are learning to be caring and respectful of others. Kaimahi have created a learning environment based on whanaungatanga. Whakapapa connections amongst children and whānau help to establish positive relationships. The kaiako has set tikanga to support children in their interactions with others. She interacts lovingly with children in daily programme. Positive strategies such as praise for children’s efforts, help to build their confidence. Children are happy learners.

Children learning te reo o Ngāti Porou. A range of strategies are used to develop children’s language. The kaiako models good language structures for children. Karakia, hīmene, pepeha and waiata help children to hear language for different settings and build their vocabulary. The kaiako provides support for children when they recite their whakapapa. Kaimahi talk with children about their activity, ask questions and prompt them as needed. Children are developing as speakers of te reo o Ngāti Porou.

Children are learning about their connections to the hapū and iwi. Kaimahi learning focus is Te Taratara o Te Koura and the community of Waimā. They help children to make connections to Te Ao Tāwarirangi and the marae in Tokomaru Bay. There are regular opportunities for children to participate in marae activities. These support children to learn about tikanga of the hapū and iwi. Kaimahi support children to observe whānau, kaumātua and kuia in their roles as tangata whenua. Children have a sense of belonging.

Children’s learning experiences promote exploration in the local environment. The natural physical environment is used to enhance children’s learning. Kaimahi regularly take children to explore the waterways, climb the hills and walk through the bush in their local environment. Kaimahi support children to explore these area as many children are familiar with the different environments. They provide children with technology to support learning beyond their local community. Children appear happy in the natural environment.

Planning and Evaluation

Children’s learning programme caters to their interests. Kaimahi have defined planning, programme evaluation and assessment expectations. There is a focus on local knowledge and traditions specific to the area with links to Te Whāriki. Kaimahi create activities, access resources to support their delivery. Programme evaluation is used to identify ways to meet children’s learning needs with an emphasis on improvement. Kaimahi monitor, record and identify children’s learning progress. These are shared online with whānau. Kaimahi encourage whānau to provide feedback as part of the ongoing focus on improvement. Children enjoy their learning experiences.

Children’s learning guides whānau management practices. Whānau actively participate in meetings where reports are shared about finances and budget, the annual plan to meet operational deadlines and children’s learning programme. They discuss and update policies and procedures. These reports help parents to contribute to decision making. Children’s learning is important.

The whānau have a strategic plan with goals and actions guide their future direction. Te reo Māori remains a priority for whānau development. Whānau understand their responsibilities and commitment to the kōhanga reo kaupapa. Children’s quality of care and learning is important.

Key Next Steps

Whānau have identified the need to strengthen internal evaluation practices. They acknowledge that internal evaluation is aligned to monitoring and reporting against their strategic goals and progress towards achieving identified priorities.

3 Whānau Management Assurance on Compliance Areas

During the evaluate, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • that whānau develop and implement internal evaluation to support ongoing improvement across kōhanga reo operations and the quality of children’s care and learning.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Ao Tāwarirangi will be in three years.

1 The Education Review Office (ERO) Evaluation

‘E whakaatu ana i te mana o te whānau, o te hapū me te iwi ki te atawhai te mokopuna.’ (Whānau Charter Mission Statement)

Te Kōhanga Reo o Te Ao Tawairirangi is committed to promoting te reo Māori me ōna tikanga in the context of Ngāti Porou. Rich, natural cultural and ancestral surroundings are strong features of Ngāti Porou language, customs, whakapapa, whānau and kaitiakitanga.

The kōhanga reo whānau chose ngā taumata whakahirahira as the focus area for this review. They participated in the design of their evaluation question which guides ERO’s review of this area:

How well are our mokopuna nurtured to develop in their knowledge of te ao Māori including being able to stand tall and strong as active participants?

Children are developing well in their knowledge of the Māori world. They are active and confident participants in the Māori world alongside their whānau. Children learn through immersion in traditional and real Māori contexts. They also learn te reo Māori me ōna tikanga in this authentic Māori context. Children understand their unique dialect and are aware of their customs, heritage and history. Children are self managing and develop as confident and considerate learners and participants alongside their whānau. They show a strong understanding about and respect for Tangaroa who is a part of their daily lives and their ancestral heritage. Te ao Māori including the local language is seen as the norm in these children’s lives.

The kōhanga reo whānau recognises there is a need to urgently build the Māori language and capacity of its members as part of their long term succession plan to enable the whānau to preserve their language, history, customs, traditions and whakapapa.

2 Review Priorities

The Focus of the Review

Before the review, the whānau were invited to consider its priorities for review.

The priorities for review were then determined following a discussion between the ERO review team and whānau.

The whānau chose ngā taumata whakahirahira as its focus area.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out in the report findings.

3 Findings

Ngā Taumata Whakahirahira

Background

‘How well are our mokopuna nurtured to develop in their knowledge of Te Ao Māori including being able to stand tall and strong as active participants?’

Children are developing well, their knowledge and confidence in their language, customs and history. Their learning and development is nurtured well by the whānau.

Areas of good performance

Children are immersed in rich language learning environments that reinforce who they are and where they come from. The active involvement of the kuia and kaumatua in promoting te reo Māori me ōna tikanga, unique to the iwi, hapū and marae is significant. Children enjoy exploring their ancestral and cultural heritage. This occurs through sharing whakapapa and pepeha and frequent visits to local marae and significant ancestral landmarks. Tangaroa is a significant source of food which impacts on children. It is an important part of their daily lives. Kuia and kaimahi use and reinforce te reo Māori me ōna tikanga throughout the day. Children enjoy leading karakia and the various local waiata that reinforce their place within te ao Māori and to the land. Children show a strong appreciation for and an interest in exploring te reo Māori me ōna tikanga.

Children are encouraged to develop as confident and independent thinkers who care for each other. Tuakana enjoy helping teina throughout the day. Tuakana care for their teina during kai time and support them if required.

Children have a strong sense of belonging to their whānau and kōhanga reo. Children experience happy, nurturing and highly responsive interactions with adults. Children are reminded of their special place at kōhanga reo and as members of their hapū and iwi. Children understand the importance of treating others with respect and care. They have a growing understanding of the values that reinforce positive relationships and interactions.

Children’s resources and environments for learning are extensive and reflect a strong te ao Māori influence. Children’s learning through Te Whāriki, promotes te reo and tikanga Māori. They are encouraged to explore their immediate environment. Children regularly go on excursions to other marae in the area and actively participate beside their whānau in formal marae events. Children are introduced to their roles as tangata whenua including their role as the caretakers of their ancestral land. Through traditional waiata and karakia, children are successfully immersed in te reo Māori me ōna tikanga which is theirs of right through whakapapa.

Strategic direction. Children’s needs and the aspirations of whānau are well planned, managed, reported and monitored. The strategic plan is well developed with actions and management guidelines that provide clear direction for whānau. Whānau learning about the purpose of Te Kōhanga Reo and the importance of te reo Māori me ōna tikanga support plans for children’s development.

Whānau management. The kōhanga reo is well managed in the interests of children and the aspirations of whānau. All management systems are well defined and understood by whānau members. There is a strong focus on whānau involvement and shared decision making. All areas of the kōhanga reo are monitored well. The kuia-kaiako is a valuable resource and has expertise and guidance that she offers to the whānau as they learn how to manage the kōhanga reo. Children and their needs, te reo Māori me ōna tikanga and whānau learning and involvement guides management practices.

Te Whāriki management and implementation. Children’s development as active learners and participants in te ao Māori underpins planning, management and implementation of the learning programme. Plans strongly reflect learning through discovery, interests and exploration of the natural, physical and ancestral surrounds. Plans are well written and consider children’s learning of te reo Māori me ōna tikanga in local and authentic contexts.

Areas for development

Whānau te reo Māori growth. Whānau recognise there is urgency in developing their knowledge and capability in te reo Māori me ōna tikanga to benefit and support children’s language development.

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO LicensedKōhanga Reo Assurance Statement June 2013 and Self-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

5 Recommendations

ERO recommends and whānau agree to build their te reo Māori capacity and capability to support the long term management of the kōhanga reo kaupapa and their children.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
