Te Kōhanga Reo o Te Ariki is in Kaikohe. The kōhanga reo is in temporary premises awaiting completion of a new, permanent site. Whānau are passionate about wanting their mokopuna to be speakers of te reo Māori and live confidently in the Māori world.

3 Evaluation Focus

How well do whānau processes and systems contribute to mokopuna learning and wellbeing? 

Whānau systems and processes contribute to fostering mokopuna learning and overall wellbeing. 

4 Mana Whakahaere

Whānau have established processes and systems for managing their kōhanga reo. Monthly hui consist of routine reporting across most aspects of operations. Regular reviewing of health and safety policies and procedures prioritises the health and wellbeing of mokopuna. Fire and earthquake drills are practised consistently for safety and preparedness. Essential registers are documented and provide valuable information. Financial reports are presented at each whānau hui. Kaimahi frequently provide updates to whānau of what mokopuna are engaged in and learning. The strategic plan is informed by Te Ara Tūāpae. This encompasses the vision and aspirations whānau hold for mokopuna. An annual plan outlines overall operational and administrative tasks and the scheduled completion dates. Mokopuna wellbeing and learning informs whānau collective decision making. 

Kaimahi have established processes for both planning and assessment. Planning is aligned with the principles of Te Whāriki a Te Kōhanga Reo. Kaimahi collaboratively plan a range of learning experiences for mokopuna. Year, term and weekly plans identify a variety of activities and resources to reinforce learning. Kaimahi use mātai mokopuna to monitor mokopuna growth and development. Konae books showcase mokopuna and learning and progress overtime. Mokopuna benefit from the implementation of collective kaimahi practices. 

Key Next Steps

Programme evaluation requires strengthening. Kaimahi are developing their understanding of programme evaluation. Next steps are to document what worked well and what planning is needed to improve and monitor the quality of the learning programme. Mokopuna would benefit from focussed approaches. 

Whilst a strategic plan is in place, whānau should develop an action plan that includes key timelines and responsibilities to achieve their goals. Mokopuna would benefit from focused approaches. 

Other matters related to personnel documentation are yet to be sighted. Whānau and ERO have agree that documentation will be available for the onsite visit.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that whānau continue to support kaimahi to strengthen programme evaluation and have all relevant documentation for personnel matters are available during the onsite visit.

Te Kōhanga Reo o Te Ariki is in Kaikohe. The kōhanga reo is in temporary premises awaiting confirmation of a new, permanent site. The whānau are committed to the development of te reo Māori for children. The kaiako is new.

2 The Evaluation Findings

How well do children demonstrate manaakitanga?

Children demonstrate manaakitanga naturally in their interactions with others.

Ngā Taumata Whakahirahira

Children demonstrate a sense of satisfaction in their learning. They learn about kawa and tikanga of pohiri when manuhiri arrive. Children’s learning also includes Ngā Atua Māori and how they link to seasons and their own personal experiences. Kaimahi provide meaningful and interesting activities for children. The environment is designed to cater for children of different ages. Children transition smoothly between the learning programme and routines. Familiarity provides children with consistency. The older children are mindful of babies who have their own space to play and interact with others. Children are happy and positive.

Children's relationships and interactions with others contribute to their sense of wellbeing and belonging. Kaimahi promote karakia, waiata and mōteatea to enhance children’s knowledge of themselves. They support children to recite and recall their own whakapapa. Kaimahi model expectations and routines that encourage and reinforce positive behaviours. Children learn to resolve conflict in positive ways. Tuakana support and take care of their teina. Babies receive focused attention and care. Children are secure learners.

Children are immersed in te reo Māori. Kaimahi reinforce te reo Māori in a range of ways including waiata, conversation, pepeha, mihimihi, powhiri and tangihanga. Children enjoy shared reading in te reo Māori and are familiar with pictures and print. They are confident to use words and simple sentences to communicate and express their ideas, thoughts and feelings. Kaimahi regularly initiate conversations with children to engage them in the language. Babies respond to simple words and phrases in te reo Māori. They often use body language and gestures to convey messages and display understanding. Kaimahi provide opportunities for children to experiment with music and movement as a way to communicate. Children are developing well as confident speakers of te reo Māori. 

Planning and Evaluation

The whānau manage their kōhanga reo well. Administration systems are organised and transparent. A detailed annual plan is in place for all areas of operation. The recent audit congratulates the whānau for prudent fiscal management for 2016. Future developments have been prioritised including property development. Whānau participation and commitment to the kōhanga reo has increased. Children are at the heart of whānau decision making.

Children’s health and safety is a priority. Policies and procedures are in place to ensure that children and whānau are physically, emotionally and spiritually nurtured. Regular emergency drills are held and all registers are in place to monitor children’s physical needs. Whānau are positive and model manaakitanga and awhi to the children. Children’s holistic well-being is nurtured.

Programme planning and assessment is effective. The learning programme is responsive to children's needs and interests. The annual plan links seasons with Ngā Atua Māori. Each term provides clear direction with identified kaupapa whānui, whāiti and whāinga. Assessment of children’s learning is well documented. Kaimahi use a range of assessment tools including mātai mokopuna, profile books and daily observations. Kaimahi share assessment information with whanau so they know what and how their children are learning. Children participate in an exciting and interesting learning program.

Key Next Steps

Programme evaluation is inadequate. Kaimahi are yet to evaluate and record programme effectiveness. Kaimahi meet regularly but the minutes do not reflect professional discussions about children’s learning and development. Kaimahi do not present regular reports to monthly whānau hui to show how well the programme is working for children.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure all hazard checking, recording and reporting requirements are upheld for the safety of children

  • ensure assessment and management of any potential risks for excursions.

Te Kōhanga Reo o Te Ariki is a rural Kōhanga Reo situated at Ngāwhā Springs. Many children who attend the Kōhanga Reo have whakapapa links to Ngāpuhi. Parents purposefully choose this Kōhanga Reo because they are passionate about wanting their children to be speakers of te reo Māori and to live confidently in the Māori world. The Kōhanga Reo fulfils this expectation and children confidently and spontaneously communicate in te reo Māori.

The kuia models good practice to enhance children’s reo Māori capability. In this way she has had a positive impact on kaimahi and children becoming speakers of te reo Māori. Kaimahi and children use every opportunity to communicate in te reo Māori and the use of Ngāpuhi dialect is strongly evident.

Māori values are important and are reflected in the care of children and the support whānau receive. All work hard to ensure that the Kōhanga reo successfully provides for the spiritual, emotional and physical needs of children.

The older children are confident speakers of te reo Māori. They carry out leadership roles with confidence and know appropriate tikanga to use. Teina observe, hear and follow their example.

Children are keen explorers of their environment and learn about the cultural landmarks of their hapū and iwi, and the tikanga of Ngāpuhi especially around kai gathering. Children learn about their turangawaewae through exploration and involvement in kaupapa learning activities.

Waiata is a prominent and positive aspect of the programme. Kaimahi and the kuia have written their own waiata and along with children, are enthusiastic performers. The high level of enjoyment and skill is an example for children, kaimahi and whānau to be proud of.

Whānau manage their Kōhanga Reo well with the support of an efficient office administrator. Self review is extensive and supports Kōhanga Reo development. The whānau have yet to develop their own strategic plan to guide the achievement of their aspirations, including the move to new premises.

Kaimahi have planning, assessment and reflective practices in place. However, they need to further develop all their professional practices to help them to further increase their effectiveness in te reo Māori development of children and whānau.

2 Review Priorities

The Focus of the Review

Before the review, the whānau were invited to consider its priorities for review using guidelines and resources provided by ERO.

The detailed priorities for review were then determined following a discussion between the ERO review team and whānau. This discussion focused on existing information held by the kōhanga reo (including self-review information) and the extent to which potential issues for review contributed to positive outcomes for children at the kōhanga reo.

How effectively are children encouraged to understand and speak te reo Māori?

Children confidently and spontaneously communicate in te reo Māori.

Areas of good performance

Mana Reo

Children are speakers of te reo Māori. Whānau have a strong desire for their children to be competent te reo Māori speakers and this Kōhanga Reo meets that aspiration. The Kuia is a native speaker of te reo o Ngāpuhi. She is an excellent model of te reo Māori in a Kōhanga Reo. Whānau respect kaimahi for their consistency of practice, their creativity and hard work. All kaimahi take every opportunity to speak to children and babies in te reo Māori. Conversations and questioning occur in both informal and formal settings. They are appropriately pitched and focus on each child’s interests. Conversations engage children. Tuakana encourage their teina by speaking to them and prompting them. All children use te reo Māori as the language of communication.

Mana Atua

Children are well cared for and secure in their environment. Practicing Māori values are important to the wellbeing of all in the Kōhanga Reo. Te Reo Māori is the vehicle through which Māori values are made known and incorporated in the learning and care of children. This also impacts positively on, and influences how kaimahi carry out their care roles and responsibilities. Korikori tinana is an exciting way to begin the day’s activities. Exceptionally well written and fun waiata are the highlight of the programme. Children and kaimahi energetically perform actions and sing waiata through which their emotional, physical and spiritual wellbeing is enhanced.

Mana Whenua

Children understand about the importance of belonging. During morning sessions children and adults independently recite pepehā. Children are expected to listen carefully and participate to enhance their knowledge of their whakapapa connections. Exploration and walks around their environment provide opportunities to talk about the natural and cultural resources found there. Tikanga about kai gathering is another important topic for learning. Children learn about, and explore their environment and are able to speak about their experiences.

Mana Tangata

Children are being well prepared for future leadership roles. Karakia is used to prepare children for the day ahead. Tuakana display excellent leadership qualities and confidently lead hui for children. Teina are able to observe, hear and follow their example. Reciting pepeha is another opportunity to stand in front of an audience and speak confidently. Pepeha and whakapapa is retold in depth. Children are strong and confident when they carry out their individual speaking roles and responsibilities.

Mana Aotūroa

Children are well supported to learn about the world around them. Kaupapa learning is strongly focused on ngā atua Māori and the seasons. Learning about the seasons is achieved through kaupapa activities and trips. Walks around the immediate environment also enhance children’s awareness of seasonal changes. Children learn about how seasons impact on tikanga Māori and tikanga for gathering kai. Kaupapa activities and trips are further opportunities to increase children’s knowledge and exposure to the Ngāpuhi world.

Area for development

Mana Reo, Mana Aotūroa

While the existing programme has had a positive impact on increasing the capability of children to speak te reo Māori, kaimahi should consider increasing opportunities for dialogue and conversations by developing a more child initiated programme. This part of the programme should enable children to:

  • select and be involved in more activities that interest them
  • demonstrate their range of skills and strengths
  • be creative, problem solve and use their imagination and
  • incorporate their own work into kaupapa learning.

Planning and Evaluation

Background

How effectively do whānau provide an environment that supports children to understand and speak te reo Māori.

Whānau are efficient managers of their Kōhanga Reo and they provide a positive and effective environment to support children’s language learning.

Areas of good performance

Whānau management. The Kōhanga Reo is managed well by a core group of passionate, committed whānau who are supported by an efficient office administrator. Other whānau members participate when they can. Financial management, property checks, personnel management, kaimahi reports enhance their review of Kōhanga Reo operations. The Kōhanga Reo district office expectations for monitoring and review also support self review processes. Comprehensive kaimahi reporting occurs at whānau hui on a number of matters. Reports focus on what is happening for children and monitors the use of te reo Māori in the Kōhanga Reo.

Programme planning. A sound planning process is in place. Planning links to Te Whāriki and clearly guides the implementation of the kaupapa programme.

Assessment. Mātai mokopuna is used appropriately to monitor children’s progress with a particular focus on children’s te reo Māori development.

Areas for development

Te Ara Tūāpae. Whānau need to develop a strategic plan that prioritises their goals and identifies strategies to achieve their goals. Whānau also need to develop an annual plan to support the development of their priorities. The plan should be monitored and progress reported to, and discussed by the whānau.

Extending assessment practice. Kaimahi need to develop further assessment practices to make assessment more useful. This includes an assessment process for kaupapa learning and recording comments about children’s progress in the Mokopuna Monthly Report. Next steps could be identified where learning objectives have been achieved.

Programme evaluation. Programme evaluation is informal. Kaimahi evaluate the programme throughout the day. They focus on monitoring how children are using te reo Māori and on enhancing an environment where children are engaged in activities. Kaimahi should now critically reflect on how well the programme encourages children’s creativity, imagination and problem solving skills and how more child initiated activities can be further used to extend children’s te reo Māori.

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO Kōhanga Whānau Assurance Statement and Self-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management

financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
