1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Huinga Reo is located in Ōtara, South Auckland. The kaiwhakahaere has been with the kōhanga reo for more than 30 years, in her former kaiako role.

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna are growing an understanding of whanaungatanga.

4 Findings

Mokopuna learning is based on their relationships with others. Kaimahi ensure mokopuna are provided opportunities to participate in whakatau. Mokopuna show they are settled and familiar with tikanga and kawa around receiving manuhiri. Kaimahi and whānau model practices such as manaakitanga, aroha and tikanga. They also encourage mokopuna to work with and alongside their peers. Mokopuna enjoy a range of opportunities to explore and discover who they are. Kaimahi support mokopuna to express their understanding of the kaupapa and their ideas. Mokopuna are settled in their interactions and relationships with their peers and adults.

Kaimahi have in place processes for planning the learning programme, mokopuna assessment and programme evaluation. The planning is detailed with clear links to Te Whāriki. Kaimahi use a range of methods to assess mokopuna learning. Whānau receive feedback about their child’s learning and progress. Programme evaluation occurs weekly at kaimahi hui. These reflections allow for modification of planning. Mokopuna are also able to provide feedback about the programme. Personnel matters are in place including job descriptions and appraisals that informs kaimahi professional development.

Key Next Steps

Internal evaluation is lacking. There is no clear process in place to oversee how well kōhanga reo operations are managed. It is time for whānau review their administration systems. Whānau need to consider whether the expectation that the kaiako can also be kaiwhakahaere-a-tari is reasonable. 

There is no strategic plan in place. Whānau have not yet focused on the long-term priorities for the kōhanga reo. It is time for the whānau to plan for the sustainable future of the kaupapa, mokopuna and the whānau.

There are some outstanding issues related to policy review. It is important that whānau establish a cycle for self- review to monitor and facilitate the update of key health and safety policies and procedures. Kaimahi have indicated that Child Management or Positive Guidance is an area they have sought support. They recognise that a policy is needed to guide their practice with mokopuna at times of conflict.

There is no annual plan in place. It is difficult to gauge how the administration of operations are being actioned and monitored. It is time for whānau to put in place an annual plan to manage key administration tasks.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • ensure there is an ongoing process of self-review and internal evaluation to help the kōhanga maintain and improve the  quality of its education and care

  • ensure that good management practices are focussed on improvement for children

  • review and update policies and procedures to ensure that all reasonable steps to promote the health and safety of children are met and maintained for the emotional and physical wellbeing of all children

  • ensure there is an annual plan is in place to monitor the progress of key aspects of operations.

6 Recommendation

ERO and the (kōhanga reo whānau/kura board) developed the following recommendation:

  • the whānau work with the District Office to develop an action plan to address concerns identified in this report.

1 Context

Te Kōhanga Reo o Te Huinga Reo is in Otara, South Auckland. Many children and their whānau are new to the kōhanga reo.The kaiwhakahaere is the former kaiako. She has been a pou of the kōhanga reo for more than 30 years. There are approximately 10 kōhanga reo in the community. Te Huinga Reo has maintained a positive reporting history with the Education Review Office (ERO).

2 The Evaluation Findings

How well do children show they are confident learners?

Children are happy learners. The older children show increasing confidence in their abilities as learners across all aspects of the learning programme. Babies display early traits of confidence through the meaningful relationships they gave formed with kaimahi and their tuaakana.

Children are well supported to learn te reo Māori at kōhanga reo. Adults provide a setting where children are able to engage and communicate to their level and ability . Kaimahi lead structured learning activities based around daily karakia, hīmene, waiata, mihimihi, pepeha and kaupapa ako. this reinforces and extends children’s language development. Kaimahi use strategies such as prompts, questioning and repetition to encourage and support children’s use to te reo Māori. Children are developing confidence to speak te reo Māori.

Children demonstrate aroha, manaaki, care and concern for others. Whanaungatanga is an important part of children’s learning and development. Kaimahi provide children with opportunities to engage in positive interactions with each other and adults. They support older children to care for and lead the younger children. Children learn to resolve conflicts with others. Adults model good caring relationships for children. Children are confident to seek comfort and reassurance from others. Children are happy and settled learners.

Children experience an environment where learning is valued. Kaimahi provide a range of fun activities and resources that enable children to explore and investigate. Children lead different learning activities and take responsibility for daily routines such as preparing meals and clearing up after themselves. Kaimahi closely monitor the smooth transition of younger children as they move to the next age group. Children know their kaimahi and whānau well. They often see their own whānau at kōhanga reo and are familiar with others. Babies have their own learning area where their needs are well catered for. The learning environment is vibrant and well-resourced. Children love being at kōhanga reo where their learning and development is a priority.

Key Next Steps

The current roll of children under two years old includes a majority of boys. Kaimahi acknowledge that they need to provide more opportunities and activities specific to how boys learn and grow.

Planning and Evaluation

Whānau members manage kōhanga reo operations well. Whanaungatanga and whakapapa underpin how whānau work together. They have access to a wide range of local resources and expertise to support their work. Long term and short term planning is comprehensive. There is regular monitoring and reporting against strategic targets and goals. Whānau manage property well to ensure the health and safety of kaimahi and children. Personnel and performance management is in place. Children learn in an environment supported by their whānau.

Children benefit from kaimahi who are organised. Kaimahi work well together to provide high interest learning programmes for children. They use their collective skills and expertise to plan, deliver and monitor the learning programme. They are reflective and have a clear focus on positive outcomes for children. Profile books contain a range of work samples and photographs that highlight children’s learning experiences. Parents and whānau receive useful information about their children’s learning, care and development. Children's learning is valued and acknowledged.

Key Next Steps

Assessment practice could be strengthened. Planning clearly outlines a list of outcomes for children. It is important the assessments are clearly linked to these outcomes. This will provide an overview of children’s learning and progress. Kaimahi acknowledge that they need to ensure links are clearer to better support children’s learning.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Kaimahi will plan and provide more learning opportunities and activities specific to the majority of boys on the current roll
  • Kaimahi to draw on the whainga attached to kaupapa mahi as another tool to assess children’s learning. 

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Huinga Reo will be in three years.
