1 Context

Te Kōhanga Reo o Te Moananui is situated in Owhata, Rotorua. The kōhanga reo is well regarded for the contribution it has made to their purapura. Many of the kaiako currently within the purapura gained qualifications while working at Te Kōhanga Reo o Moananui. The current roll includes a significant number of children under the age of three.

2 The Evaluation Findings

How well do children show who they are and where they come from?

Children are developing their understanding of who they are and where they come from.

Ngā Taumata Whakahirahira

Children are happy and positive towards others. The whānau create opportunities for children to interact with adults. Interactions and learning with children are managed with love, care and affection. Tuakana teina relationships are fostered. Atua Māori are an integral part of children’s learning. Children experience tikanga of the marae. Their attempts and contributions to learning are valued. Children are very confident learners.

Children are developing their understanding of identity. Kaumātua are frequent visitors to the kōhanga reo to support children and kaimahi. The whānau provide opportunities for children to learn about their pepeha and local stories. Kaimahi help children to learn about the whenua as a food source. They know the children and their backgrounds. They establish clear routines for children to enable free and safe interactions indoors and outdoors. Children are confident in their learning environment.

Children are immersed in whanaungatanga. The whānau and kaimahi encourage positive relationships with others. They provide expectations and routines that promote and reinforce positive behaviour. All of the kaimahi are closely related. They model the importance of whānau relationships and connections. They encourage interactions between children that foster sharing, caring and aroha. Children’s learning is managed positively using a range of strategies. Consistent and clear expectations support children to develop positive behaviour and relationships. They are happy and curious in the kōhanga reo environment. Children are learning about their connections to others.

Children are encouraged and supported to learn te reo Māori. The kuia models and monitors the quality of te reo Māori within the kōhanga reo. Kaimahi use a range of strategies to support language development during formal and informal situations. These include prompting, questioning, waiata and positive reinforcement. Pictures are used well to support and extend understanding of te reo Māori and kaupapa mahi. Kaimahi are positive and animated as they encourage children to speak te reo Māori. Children are prompted and encouraged to respond and converse. Babies use non-verbal gestures to show their understanding. The whānau model te wairua of te reo Māori. Children are developing as speakers of te reo Māori.

Planning and Evaluation

Children experience a well-planned learning programme that incorporates Mana Atua and local content. Documentation shows links to Te Whāriki and Te Korowai. Planning is displayed prominently in the kōhanga reo to guide kaimahi and inform whānau of the learning programme. Whānau are provided with opportunities to contribute to the learning programme. This ensures the learning programme is pertinent to local events and ancestors. Children benefit from a responsive, flexible learning environment.

Children’s learning is monitored and recorded. The whānau ensure that the learning programme results in positive outcomes for children. Kaimahi have a good understanding of their roles and responsibilities. They ensure whānau are regularly updated on children’s progress. All information of children’s learning and progress is shared with whānau at regular hui. The kaimahi implement a learning programme that responds to the needs of the children and their whānau. Kaimahi use many different methods of reporting children’s progress. Children’s learning needs are met.

Kaimahi regularly discuss how the learning programme is going. They talk about how children are developing in te reo Māori. They make changes to the learning programme as necessary. They are responsive to children’s needs.

The whānau manage the kōhanga reo in the interests of the children. The charter is in place. Strategic and annual planning support the whānau to achieve their aspirations. Health and safety policies and procedures are in place. The whānau have strengthened their understanding and knowledge of internal evaluation since their last ERO review. Administrative systems are well organised. The kuia insists on high levels of accountability and transparency, and ongoing development of kaimahi and whānau. Keeping children safe in the kōhanga reo is a priority.

Key Next Steps

The current practices for monitoring children’s learning are time consuming and onerous for kaimahi. They track and record progress using multiple assessment methods. Kaimahi acknowledge the need to refine and implement a more efficient system of assessment.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • refine assessment practices to assist with manageable reporting of children’s learning and progress to whānau.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Moananui will be in three years.

Te Kōhanga Reo o Te Moananui is located near Owhata Reserve, Rotorua. Most children and their whānau affiliate to the hapū of Roro-o-te-Rangi, Te Arawa.

The kōhanga whānau chose Mana Whenua as their focus area for this Education review. Their evaluation question informed the review:

How well do children show that they are confident and happy in kōhanga reo?

Children are confident and happy at kōhanga reo.

Children love learning with their whānau in their rich, vibrant, te ao Māori kōhanga reo environment. They especially enjoy learning about their cultural heritage and identity. Children sing with great confidence and pride all the waiata they know. Regular whānau gatherings grow positive relationships and connections. Children show a strong sense of belonging to their kōhanga reo whānau.

Children are stimulated in their learning from well managed activities. They are growing in confidence to make choices about their own learning. Regular haerenga are a feature of the learning programme. Children love to fully engage in their local area. They show great respect for and appreciate their physical and natural environment.

The whānau manage their kōhanga reo well. Decision making, practices and the whānau strategic direction focuses on successful outcomes for children. Their well planned strategic direction places them well moving forward together to achieve desired outcomes.

Children’s early learning foundation with te reo Māori me ngā tīkanga, in te ao Māori contexts, is well cared for by whānau.

2 Review Priorities

The Focus of the Review

Before the review, the whānau were invited to consider its priorities for review.

The priorities for review were then determined following a discussion between the ERO review team and whānau.

The whānau chose as its focus area:

  • Mana Whenua.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out in the report findings.

How well do children show that they are confident and happy in kōhanga reo?

Children are confident and happy at kōhanga reo.

Areas of good performance

Children enjoy learning that is about them, their whānau and their heritage. Regular haerenga allows children to physically connect to their surroundings, and learn about the significance of the natural and physical environment. The rich and varied learning experiences children have help them to develop in their knowledge of tīkanga, health, safety and wellbeing, tangata whenua roles, atua Māori, and ancestral heritage. Children are confident, settled and stimulated learners.

Children are at their own levels of learning. They have regular opportunities to participate in different Māori contexts which help them become more receptive to the language used in different circumstances and settings.

Children are passionate to learn. They are keen to show others what they know and can do. Children love all the waiata they perform together. Parents overwhelmingly report that their children are developing well in confidence and ability to use te reo Māori in their everyday life, including at home with whānau.

Children’s confidence and happiness as learners is enhanced through the positive, strong bonds and interactions they experience at kōhanga reo. Whānau promote the values of whanaungatanga well. Children know they are loved and special to their whānau. Babies are happy and settled. Children with higher learning needs are recognised and successfully nurtured to realise their inner potential.

Children’s individual uniqueness, participation and wellbeing are a priority.

Planning and Evaluation

Areas of good performance

Children’s success in learning at this early stage is a focus for whānau management and the strategic direction. Whānau members manage well their kōhanga reo. All areas of management are effectively implemented and monitored. A strong focus on growth and continued improvement contributes to positive learning outcomes for children.

The whānau charter is well developed and is used well to guide and monitor practice. The whānau are clear about their shared priorities and strategic direction. Children are greatly benefiting from whānau investments made across the kōhanga reo, including resources and kaimahi professional learning and development.

Children’s development, preferences and abilities are well planned and managed. Te Whāriki learning programmes are well designed by the whānau so that children experience te reo Māori me ngā tīkanga in stimulating, rich and varied ways. There is strong emphasis on developing children’s sense of belonging, self and knowledge of their cultural heritage.

Programmes are regularly evaluated by kaimahi and used to closely monitor its impact on all children. Children’s learning journey at kōhanga reo is well documented. Their rich learning experiences in te ao Māori captures for parents how well their children are developing holistically. Assessment practices are well developed. Children’s success and learning is recognised and affirmed.

Area for development

The whānau see the value of using self review and reporting for strategic goals and annual priorities. This next focus is stronger review and reporting of success and growth across the kōhanga reo, overtime.

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO Kōhanga Reo Assurance Statement and Self-Audit Checklist. In these documents, they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

5 Recommendations

ERO recommends that the whānau:

  • develop self review and reporting to monitor their planned strategic and annual growth and success of the kōhanga reo.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
