1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Rangimārie Kōhanga Reo ki Rotorua is in Fordlands, Rotorua. It is licensed to provide all day education and care to 35 mokopuna, including 12 aged under two years old. Since ERO’s previous review in June 2018, a kaiako who holds Te Tohu Whakapakari has been appointed. Whānau have intergenerational connections to the kōhanga reo and many of the current parents and kaimahi are raukura from te kōhanga reo and kura kaupapa Māori movements.

3 Evaluation Focus

How well do mokopuna display their enjoyment for learning?

Mokopuna show they are happy and engaged.

4 Findings

Mokopuna needs and interests are well catered for through an engaging learning programme. Whakapapa is the basis of the positive relationships between mokopuna, kaimahi and whānau. Whanaungatanga connections are strengthened through daily routines where mokopuna engage in karakia, mōteatea and waiata of Te ArawaKaimahi provide a range of activities for mokopuna to choose from that foster te reo Māori development and connect them to tikanga Māori. Mokopuna show their understanding of conversations and instructions through facial expressions and verbal responses. Kaimahi also use sign language to promote mokopuna understanding and use of te reo turi. The environment is well prepared, quiet and calm. Mokopuna are content and settled in their kōhanga reo setting. 

Mokopuna enjoy a learning programme based on te ao Māori concepts. Kaimahi meet regularly to discuss programme planning, assessment and evaluation. They consider whānau aspirations and include activities and resources that support mokopuna development as speakers of te reo Māori. Planning includes atua Māori, Te Arawa kaupapa and ngā kaupeka o te tau. Links to Te Whāriki, ā Te Kōhanga Reo capture what kaimahi and whānau want mokopuna to learn. Mokopuna milestones, learning and progress is documented in individual profile books and whānau can access this information easily. Evaluation discussions include, what went well with the planned learning experiences and what didn’t go well. This leads to changes and adjustments to the learning programme that focus on enhancing mokopuna engagement and wellbeing. Mokopuna thrive in an environment that connects them to te ao Māori.

Mokopuna learn in an environment where whanaungatanga is the basis of whānau whakahaereWhānau are actively involved in decision making through regularly attending hui whānau. The health, safety, wellbeing and learning of mokopuna is the focus of discussions. A policy review schedule linked to Ngā Pou e Whā provides good guidance for kaimahi for when reviews of policies should be undertaken. This ensures whānau and kaiako are accountable for compliance and legislation requirements. The annual plan provides timeframes for completion of whānau whakahaere tasks, including undertaking health and safety checking and police vetting. Mokopuna benefit from decision making that meets their needs.

Key Next Steps

Practices for supporting kaimahi professional practice require strengthening. Due to recent staffing challenges, appraisal was not fully implemented for all kaimahi in 2023. Whānau acknowledges that appraisal is an area to strengthen and ERO’s evaluation confirms this. The whānau have an encouraging appraisal process that could support kaimahi practice well. It is now timely to put this in place. Mokopuna benefits when kaiako capability is enhanced.

The whānau know that internal evaluation processes can be improved. The staffing challenges experienced in recent years have resulted in reviews and evaluations not being well planned. Whānau whakahaere need to strengthen this aspect of their responsibilities. Mokopuna are advantaged when whānau carry out their role well.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendations

ERO developed the following recommendations, for whānau to:

  • initiate and complete the appraisal system for kaimahi
  • strengthen internal evaluation for whānau whakahaere.

1 Context

Te Kōhanga Reo o Te Rangimārie is in Fordlands, Rotorua. Since the last ERO report in 2015, there have been staff changes. The previous kaiako, who was also the kuia in the kōhanga reo, passed away. Newly appointed kaimahi are learning their roles and responsibilities. The whānau has experienced a decrease in their roll numbers, and a decrease in funding as there is no one with Te Tohu Whakapakari. Property development changes have been made on the current site.

2 The Evaluation Findings

How well do children display their enjoyment for learning?

Children show happiness in their learning experiences.

Ngā Taumata Whakahirahira

Children learn in a nurturing environment. Respect, care and aroha are used to integrate tikanga into the formal learning programme. Kaimahi provide children with opportunities to show their understanding by participating in karakia, hīmene and mōteatea. They acknowledge the efforts of the individuals and tuakana who support babies to participate in the learning programme to develop independence. Kaimahi have established routines of care and hygiene, practices for kai and showing positive behaviours towards others. Older children show they are learning to manage aspects of their own care. They give individuals comfort and assurance as needed. Activities are organised for children to participate and learn cooperatively with others. Children appear happy in their relationships with others.

Children are learning about who they are and where they come from. Kaimahi provide a range of opportunities to learn about their connections to Te Arawa through mōteatea, karakia, waiata and pepeha. Older children confidently share their pepeha and whakapapa with others. Young children and babies are supported to learn by mimicking kaimahi. Children are developing an understanding about their roles and responsibilities as tangata whenua. They actively participate and lead parts of pōwhiri for manuhiri. Children have a sense of belonging.

Children are developing the skills of communicating in te reo Māori. Kaimahi support older children to express themselves using simple sentences. Babies are encouraged to show their understanding through their facial expressions and body language. Children respond appropriately to kaimahi instructions. Kaimahi use waiata to help children to build their skills in te reo Māori and mimic the language they hear. They have introduced reading and questioning about stories to extend children’s te reo Māori skills. Kaimahi correct children’s language as needed. Children enjoy learning te reo Māori.

Children are learning to explore the physical environment. Kaimahi provide children with a range of activities that promote curiosity, investigation and creativity. Learning resources are easily accessible for children to make decisions about play and follow their interests. Kaimahi encourage children to create activities for small groups or play independently. Children show they are confident in their play.

Planning and Evaluation

Children’s learning outcomes guide the whānau strategic direction. The whānau has identified priorities based on Te Ara Tūāpae regional planning. These priorities are linked to actions that are shared amongst parents and kaimahi. The whānau has implemented monitoring processes to assist them with progress achieved. They are focussed on improvement and sustainability to maintain the kaupapa for future generations. Children’s quality of learning is important.

Children’s learning experiences assist whānau management practices. Kaimahi regularly report about the learning programme. These reports contribute to whānau decision making in relation to resourcing, property development, the programme of development for kaimahi including the physical and emotional safety of children. An annual plan helps whānau with meeting yearly deadlines.

Key Next Steps

Programme evaluation practices are not in place. Although kaimahi meet regularly to discuss the learning programme, they have yet to consider how they use their discussions to improve delivery for children.

Kaimahi have not been appraised. The whānau are aware of their responsibilities as an employer to implement appraisal of all kaimahi.

Internal evaluation practices can be extended. While the whānau regularly review policies and procedures and report about progress towards achieving their annual priorities, a planned approach about what more can be done to improve outcomes for children should be considered.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

The following areas of non-compliance have been identified:

  • ensure kaimahi implement programme evaluation to improve the quality of children’s’ learning

  • ensure appraisal for all employed staff is regularly implemented.

Te Kōhanga Reo o Te Rangimārie is in Rotorua, in the Te Arawa region. The strong whakapapa ties within the various hapū reinforce a strong sense of whanaungatanga and shared purpose. Whānau and kaimahi have high aspirations and expectations for their children. They are committed to providing the best possible learning opportunities for them. Whānau have positive relationships with Te Kōhanga Reo National Trust, purapura and the local community. Children go on to attend Te Kura Kaupapa Māori o Te Koutū.

2 The Review Findings

How well do children show their understanding of whanaunatanga?

Children show they have a good understanding of whanaungatanga and the importance of relationships.

Ngā Taumata Whakahirahira

Children are immersed in experiences that connect them to their whānau, hapū and iwi. Children regularly recite karakia, mihimihi, pepeha and often chant Te Arawa mōteatea. During these experiences children’s efforts are celebrated. Children have opportunities to sing or perform haka together. They learn about their Te Arawa landmarks, ancestors of significance and their whānau connections. Children are comfortable and confident in their surroundings.

Children receive rich te reo Māori language experiences. Kaimahi speak te reo Māori to children throughout the day. Children hear te reo Māori being used in traditional and contemporary forms when they are among kuia, kaumātua and whānau. Kaimahi use a range of exciting activities and strategies to captivate and stimulate children’s te reo Māori development. They effectively use waiata and waiata-ā-ringa to help children extend and enrich their language skills. Children respond well in te reo Māori when supported by kaimahi and whānau. Children are developing well as emerging speakers of te reo Māori.

Children are developing well as socially competent learners. They have meaningful relationships with each another and adults including kaumātua and kuia. Children are very respectful towards each other and respond well by listening and waiting patiently for their turn. Tuakana are caring towards teina and include them in their play. Kaimahi model kōhanga reo values when they interact with children. Children enjoy going to kōhanga reo where they to interact positively with each other, kaimahi and whānau.

Children learn about the importance of personal health and safety. They are encouraged to apply sun block to their faces and to follow routines for hand washing. Children learn about healthy eating at meal times. Whānau have regular health and safety checks in place to prevent accidents and the spread of infection. They keep the premises, facilities and equipment in good repair and free from hazards. Whānau have procedures to deal with fire, earthquakes and emergencies. Children are happy and have a strong sense of wellbeing.

Children eagerly explore their outdoor environment and learn about Papatūānuku, Tawhirimatea, Ranginui and Tama-nui-te-rā. They enjoy playing on the adventure playground with their friends. Children respond well to physical and mental challenges in the outside playground.

Children receive stimulating learning experiences that promotes te ao Māori and wider world. The daily programme fosters cooperation, respect and whanaungatanga. Children have access to resources that reflect Māori symbols and concepts. There are opportunities for children to play independently or as a whānau group. Children are encouraged to be creative, imaginative and talk about things that are important to them. Children thrive in an environment that is inclusive and acknowledges their cultural values and traditions.

Planning and Evaluation

Children receive a variety of well planned learning experiences. Kaupapa learning focuses on the seasons of the year. Kaimahi prepare term, weekly and daily plans. Programme plans inform whānau about what their child is experiencing at kōhanga reo. Plans are effective, well developed and useful for guiding kaimahi practice.

Children receive valuable support from their whānau. Whānau participate in te reo Māori classes to assist them to support their children’s language development. Whānau get on well together and take an active role in the kōhanga reo operations. Whanau are committed to the kaupapa of kōhanga reo. Children learn in an environment which values the collective efforts of whānau.

Children benefit from clear whānau management practices and processes. Whānau have recently reviewed their charter and policies and have core health and safety policies in place. Kaimahi employment documents are up to date. There is an annual plan which is used each month to report against, monitor and record progress. Reporting on the progress and successes of annual priorities has provided the whānau with direction for the future of the kōhanga reo and children’s interests. Whānau are informed well about the day to day operations of the kōhanga reo. The whānau has good financial management systems. Children are supported by clear decision making and planning.

Key Next Steps

Although kaimahi use a range of methods to assess children’s learning, information gathered is not always focused on what children are learning. This information is not used well to report on each child’s progress and their next steps in learning.

Programme evaluation is irregular. There is very little emphasis or discussion about what is required to strengthen the learning programme for children.

Professional development planning is not aligned to the appraisal system or kaimahi job descriptions.
