1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Reo is located in the suburb of Ōtangarei, Whangarei. The whānau have employed a new kaiako who has recently graduated with te Tohu Whakapakari. The kōhanga reo has a close association with the local Kura Kaupapa Māori.

3 Evaluation Focus

To what extent do mokopuna show they are happy learners?

Mokopuna appear happy in their relationships and interactions with their peers and adults. 

4 Findings

Mokopuna are developing caring relationships. Kaimahi establish and maintain connections based on whanaungatanga. Mokopuna learn that respect and care for others is valued. Kaimahi praise and encourage mokopuna to carry out certain tasks. Mihimihi at the beginning of the day is a time for mokopuna to settle into learning. Kaimahi support mokopuna to share their pepehā with others. They draw on a range of strategies to encourage mokopuna to speak te reo Māori. Mokopuna appear happy and content.

Key Next Steps

It’s time for whānau to consider ways to encourage members to support the management and operations of the kōhanga reo. There are no internal evaluation processes in place to monitor the quality of systems. The following areas require urgent attention:

  • Programme planning, programme evalaution and mokopuna assessment need to be reviewed. Currently, neither contain critical elements required of planning and assessment. Programme evaluation needs to be developed and implemented. It is time for whānau to seek support for kaimahi to build their capability and capacity to deliver an effective programme for the mokopuna.
  • Health and safety policies and procedures have not been ratified. It’s important that these align to current legislation. Whānau and kaimahi do not fully understand how this influences what happens in kōhanga reo. Mokopuna health and wellbeing cannot be guaranteed.
  • Implementation of the annual plan has not yet happened. It is difficult to gauge how the administration of key aspects of operations are being implemented and monitored. Its time to establish an annual plan to ensure key administration tasks are completed in a timely manner. 
  • While the strategic plan identifies what the priorities are for the future development of the kōhanga reo, there is no action plan to ensure the outcomes are monitored and reported. Mokopuna benefit when their future needs are considered.
  • There is no kaimahi appraisal system in place. In order to observe the Employment Relations Act 2000, whānau must develop and manage personnel matters in a correct manner.  Kaimahi practice would be enhanced through ongoing appraisals.
  • Earthquake drills have not been practised. Whānau must ensure requirements for earthquake evacuation drills are carried out and recorded.
  • While whānau have carried out hazard checks, these have not been documented.  Whānau must ensure equipment, premises and facilities are checked and documented daily and appropriate action is taken.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • ensure the kōhanga reo is effectively governed and managed in accordance with good management practices, including Te Korowai

  • ensure there is an ongoing process of internal evaluation to help the kōhanga reo maintain and improve the quality of its education and care

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • it is essential the whānau work closely with the District Office to establish an action plan to address all concerns identified in this report.

3 Te Whakatau a te Whānau ki ngā Wāhanga Tautukunga

1 Context

Te Kōhanga Reo o Te Reo is located in the suburb of Ōtangarei, Whangarei. Children and whānau in the kōhanga reo have affiliations to many different iwi including those in the Taitokerau region. There is a shared commitment to providing learning experiences for children that instils te reo Māori and tikanga Māori, in particular a strong sense of connection and whanaungatanga.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children demonstrate whanaungatanga through positive interactions and meaningful relationships.

Ngā Taumata Whakahirahira

Children are learning to speak te reo Māori. Kaimahi use a range of strategies to support children’s language development. They provide children with opportunities to hear formal language patterns in whakatau, karakia, pepeha, hīmene and mihimihi. Kaimahi use questions, prompts, and hand actions to communicate with children as they play. Children enjoy singing waiata, alongside whānau and kaimahi, that reinforce their learning of shapes, vowels and various kaupapa. Babies use non-verbal gestures to express their understanding of te reo Māori. Children are developing skills and confidence to interact using te reo Māori in formal and social situations.

Children are immersed in whanaungatanga. They enjoy positive interactions with other children and adults. Kaimahi model respect of self and others. They encourage interactions between children that foster sharing, caring and aroha. Activities involving movement and music promote healthy, social interactions. Children experience leadership opportunities where their self-esteem is enhanced and they learn to work positively with other children and adults. Children enjoy the times where they learn alongside their parents. Children get on well with each other.

Children learn in a nurturing environment. They experience aroha, manaaki, atawhai, ngākaunui, harikoa, and menemene through interactions with others. During mihi whakatau, children show respect for manuhiri, koroua, kuia and whānau. They also observe kawa and tikanga during routines which assists the smooth transitions in the learning programme. Kaimahi model high levels of enthusiasm, and children respond positively to them. Kaimahi praise the efforts of children. Kaimahi know the individual personalities of children and how to manage their learning. Children are happy and positive towards others.

Children are developing confidence to explore their learning environment. Kaimahi provide children with learning experiences and opportunities in their immediate environment. Children enjoy korikori tinana with their peers and whānau. They engage in a wide range of physical activities in the papa takaro with their friends that support the development of physical skills. Kaimahi guide young children’s development. Babies have equipment that they can manipulate and learn about. Children have fun playing alongside each other.

Planning and Evaluation

Children benefit from planned learning experiences. Kaimahi work together to develop programme plans that incorporate identified kaupapa ako and activities. Planning is displayed prominently within the kōhanga reo and provides direction for adults working alongside children. Kaimahi and whānau work collaboratively in the kōhanga reo. They have developed their own activities and resources to support children’s learning. Children enjoy activities that extend their learning experiences.

Whānau management practices are developing. Most personnel systems are in place including job descriptions, employment contracts and police vetting. The whānau know the day to day operations of the kōhanga reo, and address emergent issues and concerns when they arise. The whānau acknowledge there are aspects of kōhanga reo management that can be improved to ensure children benefit from high quality systems and processes.

Key Next Steps

There are key areas of kōhanga reo operations identified by the whānau, kaimahi from Te Kōhanga Reo National Trust and ERO that require attention. These include to ensure assessment of children’s learning and programme evaluation are carried out and documented, implement kaimahi appraisals, review the charter, systematically review health and safety policies and procedures, and develop an annual plan. Furthermore, the whānau must ensure they are operating within the maximum licenced roll numbers.

3 Whānau Management Assurance on Compliance Areas

During the evaluate, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • implement a process of assessment to monitor and record children’s learning, and establish a process to evaluate the effectiveness of the learning programme

  • ensure all policies and procedures related to children’s physical and emotional safety are reviewed and implemented

  • review and update all health and safety policies and procedures to ensure requirements for excursions is met and maintained for children [Regulation 46 Education

  • review and update the charter to provide clear direction for the whānau in relation to the management of the kōhanga reo

  • implement a system of regular appraisal of kaimahi, and provide well defined and targeted professional development

  • develop, implement and monitor an annual plan to support kōhanga reo operations

  • ensure that the kōhanga reo at all times complies with the maximum numbers stated in its licence.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Seek support from Te Kōhanga Reo National Trust to address the areas identified in this report in order to improve the overall quality of whānau management.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Reo will be within two years.
