1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Māhuri o te Puna Mahara, nau mai e taku taonga ki te awatea hei āhuru mōwai mo ngā tamariki mokopuna.

Te Kohanga Reo o Te Wai o Turi is located in lower Kaharoa, Patea.  It is situated within the marae o Te Wai o Turi.  The name originates from the site of the puna “Te Wai o Turi” and its location is where the marae stands today. 

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna show care and affection for one another.

4 Findings

Mokopuna learn in an environment where aroha and manaaki are highly valued.  Kaimahi work in a calm and unrushed manner.  The tone and way kaimahi talk with mokopuna is gentle and affectionate. Interactions between adults and mokopuna are nurturing and caring.  Tuakana are encouraged to be considerate when interacting with their tēina.  They role model appropriate behaviour when alongside the pēpi.

Kaimahi use many strategies to grow and nurture te reo Māori such as waiata and rotarota.  Well established routines encourage leadership opportunities for mokopuna during karakia, himene and rārangi ingoa. Kaimahi provide activities based on kaupapa ako and resources that promote mokopuna to be creative in their learning.  They consistently praise mokopuna for their successes and achievements. The learning environment is colourful, spacious, and well organised to meet the needs of the of the different age groups.  Mokopuna appear happy, settled, and respectful in their interactions with others. 

Planning and assessment is in place.  The mahere ako includes year, term and weekly plans that provide information about kaupapa, resourcing and identified learning outcomes.  Kaimahi use a range of assessment methods.  Assessment reflects what mokopuna are learning and their progress.  Mokopuna benefit from sound planning and assessment practices.

The whānau has a well organised and efficient systems in place to manage the operations of the kōhanga reo.  Recording and reporting across the operations is consistent.  Whānau hui minutes are informative and detailed.  The tūtohinga provides guidance and includes the history of the kōhanga reo and is underpinned by the principals of Te Korowai.  Core health and safety policies and procedures and personnel management systems are in place.  Kaimahi appraisals are complete with an ongoing focus on improvement.  The annual plan identifies key operational tasks and when these must be met. Mokopuna are at the heart of whānau whakahaere

Key Next Steps

Mokopuna learning can be further enhanced through strengthening programme evaluation. Kaimahi hold regular hui.  It’s time for kaimahi to take a planned approach to document and reflect on what the successes were, what didn’t work and what needs to happen in order to raise the quality of the learning programme.  Mokopuna learning is enhanced by a systematic approach to programme evaluation. 

Whānau have identified their goals and aspirations in their strategic plan, it’s important that the whānau develop an action plan to record and monitor progress in relation to aspirations.  Mokopuna benefit when their future needs are monitored and considered.  

5 Assurance on Legal Requirement

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

To meet compliance requirements, the whānau must: 

  • establish a process to evaluate the effectiveness of the learning programme.

Te Kōhanga Reo o Te Wai-o-Turi is located on Wai-o-Turi Marae in Lower Kaharoa, Patea. The iwi is Ngaa Rauru Kiitahi. Whānau want to learn about their whakapapa and they want their children to learn te reo Māori. Their wharenui is undergoing renovations to cater for the future needs of whānau and children. The marae plays a major role in children’s learning.

2 The Evaluation Findings

How well do children respond in a te reo Māori environment?

Children are confident and respond well to te reo Māori.

Ngā Taumata Whakahirahira

Children are developing confidence in te reo Māori. Kaimahi provide a range of interactive and stimulating strategies including karakia, mihimihi, hīmene, waiata, waiata-ā-ringa, haka and pepeha. They use questioning, prompting and repetition. Kaimahi model and use hand signs to support children’s language development. Kaiako constantly engage the older children in conversations that are meaningful to them. Tuākana eagerly respond to kaiako in te reo Māori. Pēpi participate well in activities and are eager to use non-verbal gestures that demonstrate their understanding. Children respond to te reo Māori.

Children have supportive and positive relationships. The majority of whānau have close whakapapa links. Kaimahi acknowledge children for their successes. Children experience humour and laughter throughout the day. Kaimahi and adults treat children with awhi, tautoko and aroha. Children are positive in their interactions with others.

Children enjoy learning about themselves. They are eager to learn. Children sing Te Pū, an action song about the creation, whakapapa and growing up with whānau. They recite pepeha which reinforces their whakapapa. They hear pātere and perform pao before kai. The marae is often a focal point for learning. Children are strong in their identity and belonging.

Children enjoy play. They have access to a range of resources both indoors and outside. Routines are well established. Kaimahi ensure that children have opportunities to initiate learning based on their interests. Kaimahi challenge children both physically and mentally to extend their skills, knowledge and confidence. Children are eager learners. 

Planning and Evaluation

Planning is purposeful and well organised. Children enjoy a range of activities to extend their learning experiences. Term plans align to kaupapa ako and mahere ako. Weekly and daily plans align clearly to the term plan. Profiles are used to gather information about children’s learning and to monitor their progress. Kaimahi regularly reflect on the learning programme. These reflections are discussed and recorded. This leads to improvements in the learning programme. Children enjoy a learning programme that caters for their needs.

Whānau manage the kōhanga reo in the interests of children. The charter provides clear direction for children’s learning where tamariki are embedded with the values and principles of Te Wai-o-Turi. The expectation of whānau is that they will maintain te reo Māori and will ensure the uniqueness and rhythm of language throughout the kōhanga reo is maintained. Policy reviews are regular. Core health and safety policies and procedures are in place. The well-being of children at Te Wai-o-Turi is paramount.

Whānau show they are responsible employers. Personnel documentation is up to date. Job descriptions, employment contracts, police vetting and appraisals are in place. Appraisal outcomes lead to appropriate professional development. Children benefit when kaimahi are clear of their roles and responsibilities.

The whānau has a clear sense of their future direction. They know their goals and priorities. Internal evaluation is used well to inform improvements. There is regular reporting to whānau hui on all aspects of whānau operations. This reporting focuses on improvements. Changes are made according to needs and opportunities that arise. Whānau are aware of the need to ensure the management of the kōhanga reo is sustainable. Children are at the heart of decision making in kōhanga reo.

Key Next Steps

There is no annual plan in place. Whānau are unable to systematically monitor the achievement of priorities. Whānau need to develop a plan that identifies who, what and when in relation to key tasks undertaken each year. They should report on the progress and achievement of annual priorities at whānau hui.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure that evacuation procedures and practices for fire and earthquake including evacuation drills occur at regular intervals and emergency plans displayed.

4 Recommendations

ERO and the Kōhanga Reo whānau agreed that the whānau need to:

  • formalise annual plans
  • complete fire and earthquake drills.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Wai-o-Turi will be in three years.
