Te Kōhanga Reo o Te Whānau a Hinetāpora is based on Mangahānea Marae in the rural township of Ruatōrea on the East Coast. The kōhanga reo operates from the wharekai. The learning environment showcases traditional whakairo and tukutuku and a vibrant working space for children. Many whānau have been involved with the kōhanga reo for a number of years.

2 The Evaluation Findings

How well do our children relate to and interact with others?

Children relate positively with others and enjoy caring and supportive interactions with others.

Ngā Taumata Whakahirahira

Children learn in an environment where their identity is nurtured. They stand proudly when they recite, sing and talk about their famous tīpuna. Kaimahi provide opportunities for children to learn about their Ngāti Porou history through waiata, mōteatea, stories, haka, drama and pepeha. Children participate in events at the marae including pōwhiri and other hui. Kaimahi provide opportunities for children to observe practices of kaumātua and whānau in traditional settings. They support children to learn about the roles of tangata whenua and manuhiri by participating in marae-based events alongside kaumātua. Children celebrate their ancestral links to Ngāti Porou and Hinetāpora.

Kaimahi maintain an immersion environment throughout the day. Tuākana engage in simple te reo Māori conversations. Tāina are familiar with sounds and patterns and respond in verbal and non-verbal ways. Children understand and use basic te reo Māori during formal situations. Kaimahi use conversations with the older children to promote communication in te reo Māori. Children are developing as early language learners of te reo Māori and tikanga of Ngāti Porou.

Children experience positive and nurturing relationships. Kaimahi model the values of awhi, aroha and manaaki to foster positive interactions in the learning programme. Whanaungatanga is promoted in the daily programme. Kaimahi encourage children to show care for each other and support tuākana to learn alongside their tāina. Individual children’s needs and interests are a priority for kaimahi, who respond to these as necessary. Children appear secure in the kōhanga reo and marae settings.

Planning and Evaluation

The kōhanga reo is managed well by whānau. They are committed to continual growth and improvement. A satisfactory level of internal evaluation occurs. Key areas of operations have been reviewed such as policies and procedures, charter and programme evaluation. The whānau work together to set the strategic direction for the kōhanga reo and monitor their management practices. The charter provides clear guidelines for the day to day operations. Children benefit from a well-managed kōhanga reo.

Children’s learning experiences are well planned. Kaimahi plan activities appropriate to the needs, interests and abilities of children. They meet weekly to evaluate the learning programme which informs forward planning and organisation of learning activities for children. Kaimahi focus on planning programmes to stimulate, challenge and extend children’s learning. The daily programme is rich in learning about the world within a Ngāti Porou context. Children’s learning is meaningful and relevant.

Health and safety is a priority at the kōhanga reo. Policies and procedures are regularly reviewed to stay current with regulations. The environment is maintained to ensure that children are safe and comfortable. A high standard of hygiene practices are maintained. Children’s health and safety is paramount.

Key Next Steps

Assessment is evolving. Kaimahi have implemented several assessment methods to determine what is best for their children. A regular approach to monitoring children’s learning will provide consistent information to kaimahi and whānau. Children do not benefit from steady assessment practices.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • To strengthen assessment and monitoring practices.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Whānau a Hinetāpora will be in three years.

1 The Education Review Office (ERO) Evaluation

Te Kōhanga Reo o Te Whānau a Hinetāpora is based in the wharekai of the Mangahanea marae, a short distance from the east coast town of Ruatoria. The wharekai was built during the 1800’s and is a taonga in its own right. Ngāti Porou tikanga and kawa underpin all aspects of whānau practice and the children’s learning programme.

In meeting and discussing the hopes and aspirations for the children of the kōhanga reo, the whānau wanted to know:

How well do relationships support children’s learning?

Children benefit from the positive relationships that they have whānau, hapū, iwi and community. The kōhanga reo whānau state that this group of children will support future generations. All adults care for the children. Children’s relationships and interactions are positive.

Children’s needs and interests influence what they learn. The kaimahi use children’s interests and adapt the programme accordingly. Children explore in a stimulating environment. Children are immersed in a rich te reo Māori environment. They are developing as speakers of te reo Maori. Whānau are committed to learning te reo Māori to support their children.

Children are the focus for effective whānau management. Policies and processes are in place. Leadership is of high quality and is evident throughout kaimahi practices and whānau. There are clear processes for financial management, strategic planning, self review, administration and health and safety.

2 Review Priorities

The Focus of the Review

Before the review, the whānau were invited to consider its priorities for review.

The priorities for review were then determined following a discussion between the ERO review team and whānau.

The whānau chose as its focus area: Taumata Whakahirahira

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

whānau self review and strategic planning

programme planning, assessment and evaluation.

ERO’s findings in these areas are set out in the report findings.

3 Findings

How well do relationships support children’s learning?

Areas of good performance

Children are immersed in a rich te reo Māori environment. Children are exposed to Ngāti Porou native speakers of te reo Māori. Kaimahi and kaumatua use various activities to make language learning exciting for children. Children hear local stories about the area and iwi. Children use te reo Māori during formal and informal occasions. They are able to follow instructions and use simple phrases. Children are developing well as speakers of te reo Māori.

Children explore and follow their interests in a stimulating environment. There are various resources some of which are made locally. Kaimahi position themselves at various learning stations so they can support and interact with children. This multi activity approach allows children to explore and move at their own pace. Children profit from a stimulating programme of activities.

Children are exposed to various role models who affiliate to Ngāti Porou and are proud of their Ruatoria community. Children participate in marae events including powhiri, tangi, and hui a iwi and hapu. They observe kaumatua and kuia in their traditional roles. These relationships enhance the children’s development. Children are being raised as Ngāti Porou descendents.

Children’s positive relationships support their development. Their relationships with adults and each other are warm and loving. Tuakana are caring towards teina. The kaiako maintains the mana of each child by being respectful, acknowledging their whakapapa links and through the principles of whanaungatanga. Children have regular contact with various community members. Children’s holistic development is enhanced through high-quality relationships and interactions.

Planning and Evaluation

How well are children’s interests and whānau aspirations planned, monitored and reported?

Areas of good performance

Children’s wellbeing is enhanced through effective whānau management. The whānau has a clear sense of purpose and direction for the future of the kōhanga reo and their children. The kōhanga reo is lead well by strong leadership and a committed whanau. Strategic goals include new buildings and te reo Māori. Children benefit from the effective strategic planning of the whānau.

Children’s holistic well being is enhanced through purposeful self review practices. The whānau effectively implements regular self review. Whānau reflections are focused on past, present and future discussions and developments and covers different aspects of the kōhanga reo operations. These reflections are formalised in pānui, meetings and whānau minutes. The kōhanga reo self review practices are centred on improvements for children.

Children’s interests are well supported through effective financial management. Financial management processes are consistent with sound accounting practice. The whānau has a surplus. Children’s needs are strengthened through the regular purchase of resources and materials.

Children experience learning programmes that are relevant and well planned. Long and short term plans are well written and link to Te Whariki and ngā taumata whakahirahira. Kaimahi skilfully deliver programmes to children that reflect ao Māori values and practices.

Children’s assessments focus on their strengths. Kaimahi use various assessment tools including photos and artwork with annotation, observations, digital diaries and profile books. Kaimahi are triailing Whatu Pokeka assessment approach. This style of assessment builds on the individual strengths and interests of the children. Kaimahi use the data to improve and adjust the learning programme for the children. Strong assessment enhances children’s learning and development.

Children’s learning is central to kaimahi reflection and evaluation. Kaimahi identify and discuss programme issues including te reo Māori, kaupapa, learning resources, planning, outings and the physical environment. Children’s learning and development is enhanced through purposeful and well considered learning experiences.

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO Kōhanga Assurance Statement and Self-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

ERO identified no areas of non-compliance.

5 Recommendations

ERO recommends whānau:

  • Develop a strategy to strengthen the reo Māori capacity of whānau members
  • Develop and formalise a strong strategic plan for the new buildings.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
