1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Toroa is sited on Pūpūaruhe marae, near Whakatāne. Whānau and kaimahi are actively involved with Pūpūaruhe Marae. Ngāti Awa is the local iwi. The hapū, Patuwai, has strong ties to the island of Mōtītī

3 Evaluation Focus

How well do mokopuna understand and express their identity?

Mokopuna know who they are, where they are from and express this with confidence.

4 Findings

Ngā Taumata Whakahirahira

The marae, hapū and iwi are prominent in mokopuna learning about who they are and where they are from. They are exposed to expert models of iwi tikanga and te reo from kaumātua and kuia through pōwhiri and whaikōrero at the marae. Mokopuna are confident participants in marae pōwhiri, interacting with whanau and kaumatua and singing local waiata mōteatea. Kaimahi share waiata and stories about the local hapū and whakapapa.  Mokopuna are closely connected to their marae, hapū, and iwi.

Mokopuna regularly experience whānau, hapū, iwi and marae values of manaakitanga and whanaungatanga. They show an understanding of the rangatira role in the kōhanga reo. Tuakana recite the pepehā of the kōhanga reo and their own pepehā as part of their learning routine. Whānau show significant commitment and support for the activities mokopuna engage in at the marae and the kōhanga reo. Mokopuna develop working understandings of their roles as whānau members.

Mokopuna are provided a range of opportunities to learn and speak te reo Māori. Kaimahi and whānau are committed to te reo Māori development. They communicate solely in te reo Māori throughout the day. Kaimahi consistently engage mokopuna in waiata, pepehā, stories, karakia and kapa haka through the kōhanga te reo programme. Mokopuna are taken to marae events such as tangihanga and hui, where they are exposed to authentic use local of tikanga, kawa and te reo. Mokopuna confidently use te reo Māori to express themselves in their learning and interact spontaneously with their peers and others in their learning environment.

Planning, Assessment and Evaluation

Kaimahi and whānau work collaboratively to design and deliver a programme that connects mokopuna and their whānau with valued learning. The programme is detailed and displayed, outlining planned kaupapa, activities, kupu and rerenga hou to support whānau contribution and involvement. The programme supports mokopuna leadership and rangatiratanga. Mokopuna progress is regularly monitored, recorded and reported. Kaimahi use a digital platform so that whānau have daily updates of mokopuna interactions, providing opportunity for these to be revisited in the home. Mokopuna appeared to enjoy their activities for learning, independently exploring aspects of specific interest.

Whānau Whakahaere

The whānau have established processes for managing the kōhanga reo. The tūtohinga provides clear direction and guidance for managing the kōhanga reo operations. Mokopuna learning, health and wellbeing are a priority. Health and safety policies and procedures have been reviewed. Whānau hui are regular and well attended. The annual plan guides the implementation of administrative tasks. These are regularly monitored to ensure all tasks are carried out. The strategic plan outlines whānau aspirations and key goals. Personnel documentation is up to date and appraisal undertaken. Mokopuna are at the center of whānau management.  

Key Next Steps

Evaluation of the learning programme need to show how programmes are contributing to positive mokopuna outcomes. Strengthening programme evaluation should inform ongoing improvement and positive outcomes for mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, the whānau must ensure: 

  • establish a process to evaluate and record the effectiveness of the learning programme. [Regulation 43 Education (Early Childhood Services) Regulations 2008; C2 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]. 

6 Recommendations

ERO and the kōhanga reo whānau developed the following recommendation:

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Whanaungatanga –Whānau relationships, participation and collaboration

  • Strategic planning, monitoring and reporting

  • Personnel management – job descriptions, employment contracts and appraisals.

2 Context

Te Kōhanga Reo o Toroa is on Pupuaruhe marae, near Whakatāne. The iwi is Ngāti Awa. The hapū Patuwai, has strong ties to the island of Mōtītī.

The whānau have successfully worked through a number of internal issues over the past year. Planning and management of the kōhanga reo has improved. During this time, Te Kōhanga Reo National Trust (TKRNT) has supported the whānau to establish a learning environment that is safe for children. Kaimahi and whānau support the future direction of the kōhanga reo.

3 Findings

Whānau relationships are positive and supportive. Whānau work together across all areas of the kōhanga reo. The roll is almost at its maximum. A number of whānau are new. They have enrolled their children based on recommendations made by others. The chairperson plays a key role in ensuring a positive and supportive environment is provided for the children. Committee members have attended training and are now more confident and able to fulfil their roles and responsibilities. Communication with whānau is regular, clear and positive. Strategic and annual plans are in place. Future priorities for the whānau have been identified. Children’s transition to school is smoother as a result of positive relationships between the school and kōhanga reo. Children benefit from a positive and well managed environment.

Personnel management is effective. Kaimahi are held in high regard by the whānau. They are well supported in their work. Kaimahi have clear and current job descriptions and employment contracts. Annual appraisals are being conducted and further development needs have been identified. Whānau are acting in good faith as employers. Kaimahi are happy and work well together.

Key Next Steps

Self-review is in the early stages of development. Whānau do not regularly review and report on progress of the strategic and annual goals. Increasing whānau participation in the kōhanga reo and at whānau meetings is a priority for the whānau committee. Whānau are committed to the sustainability of the kōhanga reo for their children.

4 Recommendation

The whānau regularly review and report on their strategic and annual goals.

The whānau initiate and implement strategies to incease member participation at monthly meetings.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Toroa will be in three years.
