4 Findings - Mana Whakahaere

Whanaungatanga is central to the day-to-day management of the kōhanga reo. Whānau members participate in various ways to support the kōhanga reo. Hui are held monthly and well attended. Minutes show that monitoring and reporting occurs across daily operations. Financial management practices are clear. Health and safety policies, procedures and registers are in place to ensure mokopuna wellness is a priority. Emergency evacuations for fire and earthquake are carried out regularly. Kōhanga reo within the local purapura are undergoing training of the Childrens Act 2014. Kaiako regularly share with whanau what mokopuna are doing and learning. Mokopuna are at the forefront of collective whānau decision making. 

The strategic plan incorporates the aspirations and vison of the whanau. Key strategies and priorities include te reo Māori, empowering whānau and promoting the kōhanga reo movement. A consistent emphasis remains on both growth and improvement. An annual plan has been established, outlining essential operational tasks and when their scheduled completion dates. Mokopuna benefit from collaborative approaches that contribute to the future growth of te reo Māori. 

Kaimahi work together with whānau as they plan the learning programme. Planning is detailed and aligns to Te Whāriki a Te Kōhanga Reo. Kaimahi deliberately plan activities that enhance mokopuna te reo Māori development. This includes annual, term and weekly plans to guide kaimahi and ensure the programme is focussed and purposeful. Kaimahi use aromātai and mātai mokopuna to document individual mokopuna learning and progress overtime. Mokopuna benefit from planning and assessment that is responsive to their te reo Māori language development and needs.

Key Next Steps

Programme evaluation requires strengthening. Kaimahi are developing their understanding of programme evaluation. Next steps are to document what worked well and what is required to improve and monitor the quality of the learning programme. Mokopuna would benefit from focussed approaches.

Matters related to personnel documentation are yet to be sighted. Whānau and ERO have agreed that documentation will be available during the onsite visit.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection.
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures.
  • suitable staffing including appropriate qualifications, police vetting, ratios.
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that the whānau provides all relevant documents for personnel matters during the onsite visit.

Te Kōhanga Reo o Tūtereinga is based on Tūtereinga Marae in Te Puna, Tauranga. Whānau, kaimahi and children are related to each other, and are affiliated to Ngāti Ranginui and the Tākitimu waka.

2 The Evaluation Findings

How well do children express their identity?

Children are developing their understanding of their identity.

Ngā Taumata Whakahirahira

Children learn te reo Māori in a marae environment. Kaimahi use a range of strategies to support children to build on and extend their knowledge and use of te reo Māori. This includes repetition, mimicking, hand gestures and verbal prompting. Children use familiar karakia, waiata and mihi with confidence. Kaimahi provide experiences for children to extend their language and vocabulary. Whānau are encouraged and supported to strengthen their knowledge and use of te reo Māori. Resources are made available to support te reo Māori being used at home. Children are developing confidence in te reo Māori.

Children’s identity is nurtured. The marae is an integral part of the learning environment. This supports children to learn about their tūrangawaewae. Kaumātua and whānau model the language and tikanga of the marae. Kaimahi provide guidance for children to practise their roles as tangata whenua. Regular opportunities are provided for the children to participate in hapū, iwi and purapura events. Local pātere, waiata and haka help children learn the marae, hapū and iwi of the area. Visiting and enjoying places of significance and interest supports children to learn about their identity. Children are becoming more knowledgeable of their place in the kōhanga reo and their marae.

Children’s wellbeing is integral to their learning. They experience manaaki, aroha and awhi from whānau and kaimahi. Whānau and kaimahi show passion and enthusiasm. Children have positive interactions and meaningful relationships with others. Older children are encouraged to support teina in their learning and in play. Children are happy and settled.

Children are inquisitive learners. They are encouraged to explore the natural and physical environment. Kaimahi create opportunities for children to inquire and grow their understanding of their place and connection to the area. Children enjoy movement to music and kori tinana. Whānau provide resources for these activities that have relevance for the children. Kaimahi provide children with learning experiences that reinforce their identity as Māori and as mokopuna of Tūtereinga marae. Children display confidence in their world.

Planning and Evaluation

Children’s learning needs influence programme planning and assessment practices. Kaimahi follow clear and collaborative processes to plan for children. A term overview is used to guide the weekly programme. There is a focus on building children’s understanding of their connection to the marae. Kaimahi develop activities and resources to support children’s learning. Profile books are used to record children’s learning and progress. They use this information to regularly share with whānau. Children’s progress in learning is planned and monitored.

Evaluation of the learning programme is developing. Kaiako has begun to record what has worked well and what has been difficult. These shared practices and discussions provide kaimahi with additional information to improve delivery. Kaimahi report to whānau on the positive outcomes for children. Children benefit from well considered decisions about the learning programme.

Children’s well-being is a priority. The charter clearly sets out the direction and expectations of whānau. This is strongly based on the kaupapa of kōhanga reo and their obligations to their marae. Regular whānau meetings are well attended. Whānau discuss the management of the kōhanga reo with children at the centre of decision making. All health and safety policies and procedures are in place. The strategic plan identifies whānau goals and priorities. Children are safe and well cared for.

Self review has improved since the last review. Key sections of whānau management have been discussed. An annual plan is in place to guide operations. Whānau receive regular monthly reports that focus on improvements across most operational areas. Changes are made in response to needs and opportunities that arise. The whānau have established sound financial management processes. This has enabled them to accumulate a healthy cash reserve. Positive outcomes for children inform the kōhanga reo direction.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO has developed the following recommendation:

  • to consolidate improvements since the previous ERO review, in particular to the areas relating to programme evaluation and self review.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Tūtereinga will be in three years.

1 The Education Review Office (ERO) Evaluation

The kōhanga reo is located next to Tutereinga Marae in Te Puna, Tauranga Moana. Whānau, kaimahi and children are related to each other and are affiliated to Ngāti Ranginui and the Takitimu waka.

After discussions with whānau and kaimahi, ERO developed the following evaluative question relating to the kaupapa of Mana Whenua:

To what extent are children confident, independent and enthusiastic learners in their kōhanga reo environment?

Children are developing well as confident, independent and enthusiastic learners in the kōhanga reo environment.

Children are independent learners in the kōhanga reo environment. They have many opportunities to learn about mana whenua through their involvement in marae and community activities. Visits include trips to significant landmarks and historical places. Pictures with captions highlight children’s learning experiences in the kōhanga reo, at the marae and in their wider community. Children display a sense of identity and belonging.

The kaimahi are members of the Pirirākau hapū and local community. Kaimahi desire the best they can for the children in their care. Kaimahi rely on their elders and experienced whānau members for ongoing support and guidance. Kaimahi have the energy, the enthusiasm and the best interests of the children at heart.

The Focus of the Review

Before the review, kaimahi and whānau were invited to consider its priorities for review.

The priorities for review were then determined following a discussion between the ERO review team, kaimahi and whānau.

Kaimahi and whānau chose as their focus area:

  • Mana Whenua.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out below.

3 Findings

Mana Whenua

Background

To what extent are children confident, independent and enthusiastic learners in their kōhanga reo environment?

Children are developing well as confident, independent and enthusiastic learners in the kōhanga reo environment.

Areas of good performance

Children are settled in the kōhanga reo and marae environment. They are independent learners. Children are aware of tikanga and kawa for important occasions like pōwhiri. Taking part in different marae-based kaupapa enables children to learn about who they are, where they come from and where they belong. Children are active participants.

Children are encouraged to make choices and play independently. They choose from a variety of indoor and outdoor activities. They have opportunities to follow their own interests. They are learning to work and play together in positive ways.

Children hear kaimahi and whānau use te reo Māori throughout the day. While they understand te reo Māori and can respond in simple phrases and words, they also readily speak English with each other, kaimahi, whānau and others. This is the development of language learning.

Children display a strong sense of belonging to their hapū, iwi and marae. Tūrangawaewae, ūkaipō, whakatipuranga and whanaungatanga are some of the important cultural concepts that underpin the kaupapa of Tutereinga Kōhanga Reo. Whānau, kaimahi and children have close tribal and ancestral connections. Kaimahi work well together, sharing the responsibilities for the day to day management of the kōhanga reo. They are youthful, energetic and eager to learn about how they can improve what they do in the kōhanga reo. The kuia, korōua and individual whānau members provide ongoing support and guidance.

Children have many opportunities to hear fluent models of te reo Māori within the kōhanga reo, marae complex and the wider community. The kōhanga reo has strong speakers of te reo Māori. They have a deep knowledge of tribal and hapū tikanga, values and beliefs. Whānau acknowledge they should capitalise on this strength.

Areas for development

Children mainly use English in their interactions, work and play. The kōhanga reo is well located within a marae, hapū and iwi context where there is a strong vision and mission for the growth of te reo Māori in Tauranga Moana. The charter goal for te reo Māori is explicit: ko te whāngai i te reo Māori ki ngā mokopuna, kia kōrerohia te reo Māori i ngā wā katoa, kia kore ai e mate.

Whānau and kaimahi agree that there needs to be a deliberate and planned focus on nurturing and embedding important values and practices throughout the learning programme. This includes promoting tuakana teina interactions and whanaungatanga and consistently affirming and reinforcing positive behaviours. Kaimahi maintain a clear record of accidents and incidents involving children but they are yet to use this information to review health and safety for children.

Planning and Evaluation

Areas of good performance

The whānau monitor kōhanga reo operations. The minutes show regular reporting and valuable discussions and decision-making relating to short term and long term goals. The whānau and kaimahi have gathered useful feedback about their strategic goals. This information highlights what is working well and not working well.

Areas for development

Outcomes for children are not used well to inform improvements throughout the kōhanga reo. Self review has a limited focus on operations. The charter, policies and procedures, personnel management and programme planning documents provide limited guidance to the whānau and kaimahi. Whānau acknowledge that there are some aspects of children’s health and safety monitoring needs to be addressed. It is important to begin all self review by focussing on whānau aspirations for children and to evaluate how children are doing.

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO Kōhanga Assurance Statement and Self-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

5 Recommendations

ERO recommends that the whānau and kaimahi work closely with the National Te Kōhanga Reo Trust, local purapura and whānau members to address the areas identified for improvement and development.
