1 Introduction
The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo o Waipawa is in Waipawa, central Hawkes Bay. It is the only kōhanga reo in the community. Since the last ERO review, the whānau whakahaere has worked with the local Purapura to strengthen operational management.
3 Evaluation Focus
How well do mokopuna demonstrate whanaungatanga?
Mokopuna show they trust their peers and adults through their interactions and relationships.
4 Findings
Mokopuna experience a nurturing environment. Kaimahi are affectionate and gentle in their interactions with mokopuna. Pēpi constantly seek warmth, comfort and affection which is responded to with aroha and manaaki. Kaimahi consistently praise and affirm mokopuna for their positive interactions. Older mokopuna are encouraged to become tuākana who are guided in their care for teina. Mokopuna develop positive relationships with others.
Mokopuna are immersed in a rich Māori speaking environment. Kaiako support mokopuna to consistently use te reo when speaking with each other. They divert English and model the correct use of te reo Māori to support mokopuna development of te reo Māori. Kaimahi draw on a range of strategies and activities to build mokopuna vocabulary such as prompting, waiata, questions and using physical actions to communicate. Older mokopuna can respond to simple instructions and questions either verbally or through body language. Mokopuna are developing their use of te reo Māori.
Whānau have worked intensively with the Purapura and the Strengthening Early Learning Opportunities (SELO) provider to strengthen their capacity to manage the kōhanga reo operations. They have increased their knowledge and skills in the management and administration of the kōhanga reo, and their capacity to manage and review policies and procedures. Whānau have attended SELO led wānanga to increase their understanding of their roles and responsibilities and the kaupapa and history of the kōhanga reo. They aspire to increase the use of te reo Māori amongst the wider whānau. Kaimahi have accessed a range of professional development to improve their teaching practice.
The kōhanga reo is managed well. The charter reflects the whānau aspirations for their tamariki. A strategic plan is in place that aligns whānau goals to the regional strategic goals for kōhanga reo. An action plan to support monitoring and development is in place. An annual plan assists the kaiwhakahaere to manage kōhanga reo operations and deal to administrative tasks. All policies and procedures align to current legislation. All personnel matters are up to date. Appraisal is in place and allows kaimahi to set professional goals and access relevant professional development.
Key Next Steps
Whānau involvement in the kōhanga reo is minimal. Kaimahi attempts to increase whānau engagement have not been successful. It is time for whānau to seek ways to increase participation and contribute in meaningful ways to decision making in the management of the kōhanga reo.
Kaimahi understanding of the link between planning, assessment and evaluation requires strengthening. Currently planning does not consider the ages and range of mokopuna learning needs. This means that assessment practice does not directly link to planning. It is time for kaimahi to put in place a process to evaluate the learning programme. There is no clear indication of when improvements to the learning programme has occurred and how these are monitored. While kaimahi have participated in professional development, it is time for whānau to seek support to increase their knowledge and practice around planning, assessment and evaluation.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
ERO and the kōhanga reo whānau developed the following recommendation:
- that the whānau of the kōhanga reo continue to work with the local Purapura and the District Kaimahi to address the key next steps identified in this report.

1 Context
Te Kōhanga Reo o Waipawa is just outside the town of Waipawa in the Hawkes Bay. The kōhanga reo whānau are recognised as leaders in growing and producing rongoā in the area and wellbeing of the whānau is a priority for them.
Whanaungatanga is a key feature of the kōhanga reo. Children’s learning benefits from the positive ways adults interact with each other and care for the children.
Since the April 2014 ERO review the whānau has sustained positive practices to manage the kōhanga reo and to support children’s learning. The whānau acknowledge that appraisal and assessment require further strengthening.

Children are immersed in te reo Māori. Whānau are positive role models for children in waiata, karakia and during the learning programme. The aspirations of all parents are for their children to be confident speakers of te reo Māori. Whānau participate in courses to further develop their language competency. Children participate in whakatau and pōwhiri at the marae to enhance their understanding of formal language. Children are developing as confident speakers of te reo Māori.
Children appear confident in the kōhanga reo. Whānau encourage children to share what they know about their whenua and whānau. Children learn to care for each other and demonstrate the values of rangimārie, tiaki and aroha. The environment is well resourced and reflects the interests of children. Parents often help during the day including kai preparation. Kaimahi and whānau have positive relationships with each other and with the children. Kaimahi provide a broad range of activities and encourage children to make choices and manage their own learning. Children have a strong sense of belonging to their kōhanga reo.
Children show that they enjoy exploring their environment. Kaimahi cater to the diverse interests and needs of children. They provide children with easy access to interesting natural and man-made resources in the indoor and outdoor areas. Kaimahi and parents grow native plants in the kōhanga reo garden. They use this as a learning experience for children. Children learn about plants as medicine and how to use them. Children are engaged learners at kōhanga reo.
Planning and Evaluation
Children’s wellbeing and learning are the focus for the whānau. Whānau are fully involved and responsible for the operations and management of the kōhanga reo. Whānau aspirations are used to develop strategic and annual plans. The whānau makes deliberate use of internal evaluation information to determine outcomes and plan for improvement. Children’s emotional and social development is enhanced with the strong and focused support of whānau.
Children’s learning benefits from deliberate and informed planning. Kaimahi planning is strongly linked to Te Whāriki and focuses on meeting the children’s interests, needs and te reo Māori. They know children well and plan activities of learning to build children’s confidence and maximise learning outcomes. Children experience relevant learning.
Children’s learning is well monitored and documented. Their learning experiences are captured in colourful portfolios that are shared with whānau. Whānau are encouraged to make regular comments about the progress of children and to identify key learning goals. Assessment practices are effectively used to report children’s learning outcomes at the kōhanga reo. Children are proud of their work and like sharing their progress with others.
Key Next Steps
Some areas of assessment and programme evaluation require further development. Kaimahi and whānau acknowledge that they need to make purposeful use of evaluation to identify strategies that support language development. The use of children’s voice in learning profiles is limited. Te Whāriki dimensions in assessment are unclear.
Kaimahi practice is not well monitored. Whānau do not make use of next steps identified in personal evaluations to inform individual appraisals. Kaimahi do not receive focused or critical feedback to improve their practice.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
When is ERO likely to review the kōhanga reo again?
The next ERO review of Te Kōhanga Reo o Waipawa will be in three years.
