1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Whakapiripiri ki Te Iwi is situated on the grounds of Te Wharekura o Kirikiriroa. Mokopuna and whānau share whakapapa links to each other. Whānau are working together to increase their understanding of whānau management responsibilities and management practices.  

3 Evaluation Focus

How well do mokopuna express whanaungatanga?

Mokopuna demonstrate their understanding of whanaungatanga through their relationships with others.

4 Findings

Mokopuna are content and learn in an environment where relationships are meaningful. Values of aroha, tiaki and manaaki in all interactions between adults and mokopuna are nurturing and caring. Routines provide them with consistent and predictable practices. Kaimahi know their mokopuna well and endeavour to cater for their specific needs. Kaimahi draw on a range of strategies such as waiata, prompts, repetition, and instruction to support mokopuna language development. Older mokopuna are confident to use what they know.

Whanaungatanga provides the foundation for learning. The names of the local awa, maunga and tīpuna are familiar to mokopuna. Kaiako ensure mokopuna are aware of their whakapapa links to each other and their whenuaMokopuna experience learning activities that are fun, creative, and enjoyable. Tuakana are considerate when interacting with their tēina. Mokopuna are embraced in whanaungatanga.

Kaimahi have processes in place for planning and assessment. Planning is detailed and aligns to Te Whāriki ā Te Kōhanga Reo. This includes annual, term and weekly plans that ensure the learning programme is focused and purposeful. Assessment methods capture moments of mokopuna learning and progress. Mokopuna benefit from collaborative practices underpinned by whanaungatanga.   

Values of whanaungatanga support and reflect how the whānau manage their kōhanga reo operations. Whānau hui are held regularly, are well attended and provide opportunities for whānau to contribute.  Reports presented at monthly hui include finances, staffing, employment obligations and whānau commitment to the kaupapa. Employment documentation includes employment contracts, position descriptions and kaimahi safety checks. The strategic plan is informed by Te Ara Tuapae and includes the vision and aspirations whānau hold for mokopuna. The Tūtohinga provides clear guidance and direction for the whānauMokopuna are at the centre of collective whanau decision making. 

Key Next Steps

Kaimahi acknowledge they are in the early stages of understanding evaluation and documenting decisions that will enhance programme delivery. It is important that kaimahi take a planned approach to programme evaluation to strengthen the quality of the learning programme. Mokopuna learning is enhanced through sound programme evaluation.

While the strategic plan is informed by Te Ara Tūāpae and identifies priorities for the future development of the kōhanga reo, it is timely that an action plan be developed to monitor the progress of whanau goals and aspirations. Mokopuna benefit when their future needs are well considered.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements, they must: 

  • ensure whānau implement and establish a process to evaluate the effectiveness of the learning programme.

ERO and the Kōhanga reo whānau developed the following recommendation:

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Te Whāriki planning, assessment and evaluation and regular policy review
  • areas of non-compliance including Te Whāriki curriculum, effective whānau whakahaere and appraisal
  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Whakapiripiri ki Te Iwi is situated on the grounds of Te Kura Kaupapa Māori o Te Ara Rima. District representatives from Te Kōhanga Reo National Trust (TKRNT) continue to manage whānau finances and administration. The kuia has been a steady influence in the kōhanga reo over several years.

3 Findings

Children learn in an environment that supports their mana whenua. They start the day with karakia of Pai Mārire and sing mōteatea and waiata from Tainui. Children participate in pōwhiri as tangata whenua. Kaimahi know their children and their backgrounds. They support children to repeat and recite their pepeha. Children share their pepeha with others. Kaimahi have established tikanga within the daily programme. Children are familiar with self-care routines. They move around their kōhanga reo with ease. Kaimahi praise and acknowledge children for their contribution. Children appear happy and settled.

Management practices have improved. Current practices are aligned to regulations and licensing criteria. The charter, policies and procedures have been updated. Children’s learning and wellbeing is better prioritised.

Key Next Steps

Kaimahi quality of learning practices needs attention. Kaimahi do not show understanding of the links between programme planning, assessment and evaluation. It is timely to seek appropriate support to strengthen kaimahi knowledge and practice.

Whānau management is inadequate. Whilst some whānau are enthusiastic about their roles and responsibilities, they have not yet been given the chance to show their capabilities. It is imperative that a strategy is put in place to encourage whānau participation in decision making. In addition, whānau and kaimahi need to work together to follow policies and procedures to strengthen management practices.

4 Actions of non-compliance

Overview

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure that good management practices are focused on improvement for children.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Mana Reo

  • Planning and Evaluation – including whānau management responsibilities and internal evaluation practices

  • and any other issues that may arise during the course of the review.

2 Context

Te Kōhanga Reo o Whakapiripiri Ki Te Iwi is in Enderley, Hamilton. Many children and whānau have whakapapa links to Tainui. Since the 2016 ERO report, the whānau has been working with Te Kōhanga Reo National Trust (TKRNT) to address the issues related to whānau management roles and responsibilities, management practices and strategic planning. TKRNT continue to manage financial matters related to resources and learning developments. A SELO provider was appointed in May 2017 and has been working with whānau and kaimahi to improve the quality of children’s learning.

3 Findings

Mana Reo

Children are early learners of te reo Māori. Kaimahi use a variety of language activities to develop children’s language. Kaimahi use karakia, waiata and pepehā to provide children with good language learning structures. Games allow opportunities for kaimahi to talk with children in te reo Māori about their learning. Kaimahi encourage children to share karakia they know, sing waiata and read books with whānau as they develop their language understanding and use. Younger children also babble and use body language to communicate with others. Some children can communicate using te reo Māori.

Planning and Evaluation

Children’s developmental needs guide the learning programme. A SELO provider has been working with staff to improve programme planning, evaluation and assessment practices. Planning identifies long term and short term goals, a range of different activities, and new vocabulary and language structures. These plans are linked to Te Whāriki and are used to inform the programmes of learning. Staff have begun to gather photos and make observations about individual children, as they develop practices to improve their assessment practices. There is a focus to provide learning programmes that cater for younger and older children. Although staff are flexible in their delivery, there are limited opportunities for younger children to extend their learning experiences. Some children’s learning needs are considered.

Children’s well-being is important to whānau. The whānau has begun developing policies and procedures related to maintain children’s safety and well-being, however further development is needed to meet legislative requirements. Although the whānau has made progress with personnel management including job descriptions and police vetting, staff appraisal has not been completed. Children’s safety is considered.

Children are acknowledged in the strategic direction for the kōhanga reo. As a result of the charter review, the whānau has a document that outlines values and tikanga Māori to support kōhanga reo operations. Te Ara Tūāpae and annual planning is in place. The annual plan identifies future goals and priorities. The future of children’s learning is important.

Key Next Steps

Planning for the needs of individual children requires further development. Staff do not have a clear process to identify children’s learning needs, to then develop strategies and programmes to challenge and extend their learning. Programme evaluation is not yet in place to monitor and review the programme of learning. Children’s learning is not yet well monitored.

The whānau acknowledge management practices need further development. While they review policies, these have not been aligned to the relevant regulations. Appraisal policy and implementation has not been completed, and neither has it been used to inform a programme of professional development for staff.

Areas of non-compliance identified in the previous report have been addressed. The whānau has developed an action plan to show actions and how progress will be made in these areas. Nevertheless there are further matters of non-compliance.

4 Actions of non-compliance

Overview

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • provide guidance and support for staff to regularly evaluate the quality of delivery to cater for children’s learning and development [Regulations 43 (Early Childhood Services) Regulations 2008; C1-13 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

5 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • develop and implement internal evaluation practices to improve the quality of programme, in particular programme delivery and whānau management practices for children.

The next ERO evaluation of Te Kōhanga Reo o Whakapiripiri ki te iwi will be within two years.
