1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Planning and evaluation – including programme evaluation and personnel management

  • Areas of non-compliance – including police vetting and human resources.

2 Context

Te Kōhanga Reo o Wharehoa is in Waiwhetū, Lower Hutt. The previous review in 2017 identified significant areas for improvement. While on-site, ERO did not have access to key documents related to employment management, health and safety policies and procedures and curriculum planning, assessment and evaluation.

3 Findings

Key Next Steps

Programme evaluation is in the early stages of implementation. Kaiako can discuss the learning programme, however this is not documented. It is difficult to track how the programme is monitored, any changes and actions identified to increase the quality of learning for children. Further support is required from TKRNT. This remains an area for concern.

Appraisal requires further assistance. While kaimahi have received an appraisal template, there is limited understanding around the purpose of appraisal. Furthermore, appraisal has not led to improvement in kaiako practice. Further support is required from TKRNT. This also remains an area of concern.

Areas of further concern

Employment management matters need to be addressed. Job descriptions and contracts were not provided for ERO while onsite. Kaimahi and whānau state they have yet to understand and sign these. As a result, roles and responsibilities in the kōhanga reo are not clearly defined.

There has been an ongoing issue around police vetting process. There is resistance amongst the kaimahi to submit applications. As a result, no kaimahi in the kōhanga reo have completed police vetting. It is important for the whānau to consider the implications of not aligning processes and practices to current legislation. Children’s health and safety is compromised.

ERO had no access to health and safety policies or required registers. There was no attempt to provide ERO with information related to key policies and procedures to attest that the health and safety of children were in place.

Overview

ERO identified areas of non-compliance. For the kōhanga reo whānau to meet compliance requirements they need to:

  • evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children

  • ensure all those working with children at kōhanga reo are police vetted

  • individual employment contracts and professional support, professional development take all reasonable steps to provide staff employed or engaged in the service with adequate and relevant job descriptions opportunities, and resources

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • That there is ongoing support for whānau to address all concerns identified in this report.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Wharehoa will be within one year.

1 Context

Te Kōhanga Reo o Wharehoa is next to Te Kōhanga Reo National Trust(TKRNT) district office in Waiwhetū, Welington. The aim and mission of the kōhanga reo is to share traditional Māori values of pride of culture and belonging with whānau and children. The kōhanga reo is well maintained for children. The whānau use he Rakau or Pūrākau also known as the Knowledge Tree, together with Te Whariki, as the framework used to inform, guide and influence most aspects of kōhanga reo operations and the learning programme.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children demonstrate whanaungatanga through positive interactions and relationships.

Ngā Taumata Whakahirahira

Children are immersed in a te reo Māori environment. They hear te reo Māori spoken throughout the day. Tuakana understand instructions in te reo Māori. Kuia have conversations with each child during the day to support their te reo Māori development. Children are becoming familiar with te reo Māori.

Children learn the values of whanaungatanga throughout the learning programme. They experience positive opportunities for learning on their own and with others. They learn to solve problems, to be creative and to use their imagination to extend their learning. Kuia engage with children and reinforce fun and humour in their play. They learn from their kuia about manaaki, whakahoahoa, ngākau nui, harikoa, pārekakeka and aroha. Children enjoy opportunities to interact and share meals with whānau. Adults model tikanga for meal times including karakia. Children are settled and happy learners.

Children use their learning environment well. They have access to high quality resources where they initiate their own activities and take responsibility for their learning. Children regularly play outdoors during the day. They are well supervised. Children participate positively in social and physical interactions and relationships. Children enjoy their time at kōhanga reo. 

Planning and Evaluation

Programme planning and assessment provides information for the learning programme. The daily programme includes structure and flexibility. Kaupapa mahi provide a range of learning experiences for children. There are clear links to Te Whāriki, Ngā Taumata Whakahirahira and the kōhanga reo Rākau framework. The programme provides a clear guide to kaimahi in the delivery of the learning programme. Kaimahi use profiles, progression reports that focus on te reo Māori, observations journals, and Te Whariki learning outcomes to monitor children’s learning. Children’s learning is well supported.

Some aspects of kōhanga reo operations are well managed. Policy reviews are regular. Core health and safety and wellbeing and care policies, procedures, practices and registers are in place and aligned. Internal evaluation is carried out across most areas of the kōhanga reo. Whānau are currently reframing their appraisal system and their annual plan according to their Rākau framework. Children are considered in decision making.

Key Next Steps

Kaimahi do not evaluate the effectiveness of the learning programme. They are unable to articulate clearly the purpose of evaluation. Kaimahi acknowledge that ongoing evaluation of the programme will ensure that children’s priorities as learners are considered. Children do not benefit from a programme that is regularly monitored and evaluated.

Personnel management is inadequate. Important documents are poorly organised and difficult to locate. Kaimahi employment documentation is incomplete including police vetting.

As a part of the review process a Kōhanga Whānau Assurance Statement and Self-Audit Checklists were not completed. The whānau has not attested to ERO that they are taking all reasonable steps to meet legal requirements regarding the learning and care of children.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure suitable personnel management practices including staff appraisals are implemented

  • ensure all those working with children at kōhanga reo are police vetted

  • ensure that the service provider/management is complying with regulatory requirements and a signed assurance statement on behalf of whanau provides evidence of compliance with regulatory requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • develop and implement employment contracts for all kaimahi
  • complete co-ordinators information sheet
  • complete police vetting of kaimahi
  • strengthen programme evaluation.

The National Trust support the kōhanga whānau to attend to matters of non-compliance.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Wharehoa will be within two years.
