3 Te Whakatau a te Whānau ki ngā Wāhanga Tautukunga

1 Context

Te Kōhanga Reo o Wharekawa is beside the Ngāti Paoa Marae, Kaiaua. This is the only kōhanga reo in this area. The iwi are Ngāti Paoa and Ngāti Whanaunga. The 2014 ERO review, identified the low number of children attending the kōhanga reo, and this remains a concern. The kōhanga reo whānau continue to discuss strategies to increase the number of children enrolled and to strengthen the use of te reo Māori. There are aspects of kōhanga reo operations that require ongoing work and improvement including support for daily administration, programme evaluation, review of policies and procedures, and the appraisal of kaimahi.

2 The Evaluation Findings

To what extent do children display understanding about their identity?

Children show they understand who they are and where they come from.

Ngā Taumata Whakahirahira

Children show that they understand who they are and know where they come from. They are able to talk about their connection to the kōhanga reo and the marae.

Children’s language skills are developing. The learning programme provides opportunities for children to learn and use new vocabulary, and hear te reo Māori being spoken. Kaiako encourage children to express themselves using the te reo Māori they know. They are also seen using nonverbal language to communicate with others. Although the whānau want their children to learn and speak te reo they often speak English around children in the kōhanga reo. Children are receptive to te reo Māori.

Children interact positively with others. Kaiako have created an environment that fosters respectful interactions. Kaumātua and whānau interact with children as they learn about the marae, tikanga and local stories relating to the iwi. Kaiako have established routines for children to develop responsibility for their belongings and to care for their kōhanga reo. Children are settled and happy at kōhanga reo.

Key Next Steps

Children’s learning in te reo Māori is not well supported by all adults in the kōhanga reo. English is the main language of communication in the kōhanga reo. The whānau needs to increase their use and modelling of te reo Māori to better support children’s learning and language development.

Planning and Evaluation

Children’s learning needs and interests are considered. Programme planning is linked to Ngā Taumata Whakahirahira and outlines kaupapa ako, learning objectives and other related activities for children. Kaimahi develop annual and term plans with whānau. Learning experiences are based on the local environment and children’s interests. Each child has a learning profile that includes photos and Mātai Mokopuna assessments. Kaiako discuss the delivery of the learning programme, however the outcomes from these discussions are not consistently documented and used to guide ongoing improvements.

Key Next Steps

The low number of children enrolled creates uncertainty regarding the future of the kōhanga reo. It is timely for the whānau and kaimahi to seek support from Te Kōhanga Reo National Trust to identify approaches to increase the number of children attending this kōhanga reo.

Internal evaluation practices require further development. Evidence of ongoing improvement across kōhanga reo operations is limited. It is important for the whānau and kaimahi to:

  • strengthen whānau management including consistent support to carry out daily administration tasks
  • evaluate the learning programme to identify what worked well and what can be improved
  • ensure all health and safety policies are developed and implemented
  • complete the appraisal of staff and provide professional learning and support for them.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure that good management practices are focussed on improvement for children

  • provide guidance and support for staff to regularly evaluate the quality of delivery to cater for children’s learning and development

  • ensure appraisal for all employed staff is regularly implemented.

4 Recommendation

ERO recommends that the whānau work with the Te Kōhanga Reo National Trust to address the concerns identified within this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Wharekawa will be within one year.
