1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kura Kaupapa Māori o Te Atihaunui-ā-Paparangi is a whānau led kura that is located next to Pūtiki marae and the Whanganui River. The kura provides a kaupapa Māori education for Years 1-8 students and is guided by the principles of Te Aho Matua. Localised knowledge is embedded in their curriculum and is a focus for learning experiences.

3 Evaluation Focus

How well do students show pride in their connections to Whanganui and Te Ātihaunui-ā-Pāpārangi?

Students are proud exponents of Whanganui and Ātihaunui-ā-Pāpārangi.

4 Findings

Te Ira Tangata

‘Rukutia te awa nui kei reira te ara kupu matua.’
Whānau have created an environment that reflects Whanganuitanga and Te Ātihaunui-ā-Pāpārangitanga. Students learn about and espouse their understanding of Whanganui kōrero tuku iho, pūrākau, waiata and significant events that enhance connections. The marae and local tikanga are a strong element of student practice and understanding. Whānau knowledge and skills are utilised to enhance student's experiences. Whānau and students apply their knowledge of mauri tau, aroha and tiaki in everyday activities. Students thrive in Whanganuitanga and Te Atihaunui-ā-Paparangitanga.

Te Reo

'Kei te pakina o te ngutu to ora o te reo o Whanganui’
Students are immersed in te reo Māori of Whanganui and use their dialect naturally and competently in multiple contexts. Kaiako naturally model te reo Māori of Whanganui and use a range of strategies that support students. Strategies include students learning and reciting pao, tauparapara, ruruku and karakia. These are used in authentic contexts with students leading and sharing their skills, knowledge and oracy with the whānau. Students uplift the dialect, kīwaha, whakatauki and kīanga of Whanganui. Ka wahaina e te tamaiti te mita, ngā kīwaha, ngā whakatauki me ngā kīanga o Whanganui - The dialect of Whanganui is etched in the hearts of the students.

Ngā Iwi

‘Puritia tō mana kia mau kia ita’
Students are secure in their knowledge of ancestral links and the hopes and aspirations of whānau, hapū and iwi. Students are aware of their connections to hapū and iwi of Te Awa Tupua. They visit places of cultural significance within the Whanganui area to deepen their understanding of their connectedness. Whānau are connected through whakapapa and the marae of Te Awa Tupua. Students and whānau from outside of Whanganui feel included and valued. They are supported to contribute to the revitalisation of te reo Māori and tikanga of Whanganui. Connections with other kura Māori of Whanganui, Kāhui Maunga and kura kaupapa Māori have been strengthened. Students know who they are and their connections to Whanganui and others.

Te Ao

‘Ko te hikoi te whenua ki te mata o Taumata Karoro’
Students stand confidently in te ao Māori. They are secure in their identity and can articulate their place and environment in Te Ātihaunui-ā-Pāpārangi. Students can discuss and explain significant historical events and tipuna rangatira of Whanganui. They confidently lead and participate on the marae, in kura and in the hāpori they attend and support their rohe. Students know who they are and where they are from, they are aware of their environment.

Āhuatanga Ako

‘Ka whakaihiihi te hinengaro, te wairua hoki o a tatou tamariki I te putanga atu ki ngā wāhi whānui ako ai’
Students are happy and enthusiastic learners. They work well independently and collaboratively with others. They are competent and confident and can articulate their learning. Kaiako use questions to confirm and extend student understanding and thinking. Students and kaiako show pride in the accomplishments of themselves and others. Kaimahi use a raft of strategies to engage students in learning. Routines are well established providing a secure and supportive learning environment. Students are well engaged in their learning.

Leadership/Governance

‘He marae hei kura, he kura hei marae’
Leaders have strengthened internal evaluation of day-to-day operations. Whanganui and Te Ātihaunui-ā-Pāpārangi reo and tikanga is at the forefront of decision making. Leadership investigates and evaluates the professional learning needs of kaiamahi. Professional development is organised to meet identified kaimahi needs. The board are all newly elected. They are working with kura leaders to develop the new strategic direction for the kura. This will be inclusive of reviewing policies and procedures that reflect who they are and what their priorities are. They are developing new initiatives with the support and guidance of Te Runanganui o Ngā Kura Kaupapa Māori. Students feel encouraged and supported to strengthen their links to their Whanganui whakapapa and history.

Key Next Steps

Most of the board are newly elected. They are working with kura leaders to develop the new strategic direction for the kura. This will be inclusive of reviewing policies and procedures that reflect who they are and what their priorities are. Students will benefit from active, capable leadership.

Whānau aspire to grow their kura to include a Wharekura. Students have limited options for further education in full immersion te reo Māori schooling in Whanganui. The whānau intention is to continue to provide a strong Te Ātihaunui-ā-Pāpārangi education through to Year 13.

Assessment practices need improving. Current assessment of student progress and achievement is limited. Reliability of student progress and achievement data cannot be assured. Trustees would benefit from regularly receiving analysed attendance, progress and achievement information about students to assist them to make well informed decisions. Kaimahi also need this information to guide next steps for teaching and learning.

5 Whānau Assurance on Legal Requirements

During the evaluation, ERO checked the following areas:

emotional safety of students (including prevention of bullying and sexual harassment)
physical safety of students
teacher registration
processes for appointing staff
stand-downs, suspensions, expulsions and exclusions
attendance
school policies in relation to meeting the requirements of the Children’s Act 2014

6 Recommendation

ERO, Te Kura Kaupapa Māori o Te Atihaunui-ā-Paparangi and Te Rūnanganui o Ngā Kura Kaupapa Māori recommends the whānau work with Te Runanga Nui to continue to address the key next steps identified in this report.

Findings

Te Kura Kaupapa Māori o Te Ati Haunui-ā-Pāpārangi is in Whanganui. Effective internal evaluation fosters positive student outcomes. They are nurtured in an environment that promotes their identity, language and culture as descendants of Whanganui iwi. Students display high levels of confidence and strive for success and excellence in their learning.

The next ERO review of Te Kura Kaupapa Māori o Te Āti Haunui-a-Pāpārangi will be in four-to-five years – Te Manakotanga – Enrichment Evaluation.

1 Context

Whakamanahia ā tātou tamariki, mokopuna kia mōhio, kia tū kaha, kia noho ngawari atu. Empower our children and grandchildren so that they are confident and stand proud while grounded with humility.

Te Kura Kaupapa Māori o Te Ati Haunui-ā-Pāpārangi is beside Pūtiki marae in Whanganui. The kura provides kaupapa Māori education for Year 1-8 students in line with the principles of Te Aho Matua. The location of the kura alongside the marae and Whanganui river is particularly significant to the focus of learning experiences for all students at this kura.

Since the previous ERO review in 2014, the whānau has continued to develop and strengthen their local curriculum by integrating their heritage, language and history throughout students’ learning experiences and environment. They are now implementing Tupua Te Kawa – an education framework that outlines iwi aspirations and expectations, in particular the cultural significance of their individual and collective connections to the Whanganui river. The whānau and kaimahi of the kura have been innovative and deliberate in their approach to align the aspirations of Tupua Te Kawa with the principles of Te Aho Matua to embed a unique learning pathway for their students.

The whānau have a long-held aspiration to provide a unique curriculum and learning environment for their students beyond Year 8. They are committed to extending the learning pathway for their senior students through the establishment of wharekura education.

Te Ira Tangata

Students learn in an environment that promotes and encourages their physical, spiritual and emotional well-being. The whānau articulates the critical importance of well-being and its direct influence on achieving positive outcomes for students, their whānau and the kura community. They have considered all of the components that contribute to the healthy and strong development of students and whānau. Te Kete Pūmau is a unique, kura-based model for holistic well-being that draws upon Māori cultural values and concepts. The model underpins the ongoing development of essential skills, attitudes and values throughout students’ time at the kura including striving for their personal best, showing respect and care, demonstrating integrity and mana, being resilient and determined, and finding enjoyment and fulfilment. Students’ holistic well-being is a priority for the whānau.

Students are nurtured positively in an environment that upholds core Māori values and beliefs. The whānau and staff model mutually respectful relationships for students. Staff actively consider their knowledge of students, learning, tikanga and Te Aho Matua to provide meaningful learning opportunities for students. A physical space in the kura has been designated specifically to nurturing the spiritual and cultural well-being of students and whānau. The aesthetics and location of this space acknowledge the past, and supports all members of whānau to have a place for deep reflection, supporting them to focus on their contribution to the kura. Students are happy, secure and calm.

Te Reo

Students learn and connect to te reo Māori of Whanganui. The whānau and staff have high expectations for the continued development of te reo Māori. They model the spirit and intent of te reo Māori, and in so doing demonstrate how language affirms their culture and identity. Language experts in the kura and wider community provide words, phrases, proverbs and idioms in the local dialect. Traditional stories and local history are skilfully integrated into learning contexts. Opportunities are created for students to immerse themselves in oral and aural language, and in both formal and informal contexts. There is also a high level of te reo Māori expertise and skills across the leadership and teaching staff to support learning of and through the medium of their local dialect. Students at all age and ability levels are developing as confident and capable speakers of their local dialect.

Students’ language development is carefully monitored and assessed. There are comprehensive systems in place to track individual students’ progress and achievement in relation to Ngā Whanaketanga Rumaki Māori progressions for te reo matatini. This information shows high levels of academic achievement, and provides clear direction for next steps and improvement for teaching and learning programmes. Most students come from homes where te reo Māori is not spoken as a first language, therefore additional support is in place to strengthen students’ Māori language skills on entering the kura. This includes a planned and deliberate focus in Years 0-4 classes on oral language development and understanding. Kaiako use questioning techniques, discussion, debate and games to promote the natural use of te reo Māori in learning. These strategies also extend the language skills and capabilities of older students. Students benefit from a deliberate approach to foster language success.

Ngā Iwi

Students learn about the cultural and spiritual significance of the Whanganui river and their local environment. There is a conscious and concerted effort made by the whānau to make all learning relevant to the students as descendants of the Whanganui river. They provide a range of experiences to promote understanding and familiarity with the river and the local environment. The whānau utilise the knowledge and skills from their own community including kuia and kaumātua who are respected experts of traditional knowledge and practices. They discuss and demonstrate iwi specific tikanga and kawa associated with their surroundings. Students demonstrate a growing awareness of their connections and responsibilities with respect to their river.

Students learn about their whakapapa links to others. The whānau acknowledge that genealogy and history guide all students to determine their links with others. They encourage students to learn and research their connections to other iwi. The tumuaki has maintained productive and reciprocal relationships with other kura Māori and schools in the local area, as well as with local iwi and hapū. These networks enhance opportunities to strengthen students’ knowledge and connections to others. The kura is also the first to begin implementing the iwi education framework Tupua Te Kawa and has access to tribal knowledge and taonga located at Pūtiki marae. Older students exhibit personal pride in their whānau, hapū and iwi while younger students are confident when sharing their pepeha. Students are developing meaningful relationships with others.

Te Ao

Students actively engage in traditional and contemporary learning contexts. The whānau is committed to providing them with opportunities to engage in a variety of sporting, cultural and social events. Regular newsletters provide feedback to whānau about these events and the positive outcomes for students. The whānau also promote the use of technology to enable students to explore and investigate the wider world. They have ensured that each child has access to an individual device appropriate to their age and stage of development. These opportunities support students to develop a range of skills to promote diverse thinking. Students confidently participate in a wide range of contexts.

Students are developing their understanding of the physical and natural environments. Kaiako provide opportunities for them to demonstrate kaitiakitanga. The kura has a high profile in the wider community due to their contribution to environmental projects. They actively support protection and restoration of significant sites in the local area. Their wetland restoration project is now in its fifth year. Relationships have been established with environmental groups who provide additional resources and expertise. They grow the collective capability of the kura community to endorse there care for the environment. The kura and the whānau are contributing to the well-being of their local and national communities. Students show interest and care for the environment and wider community.

Students experience stimulating and meaningful learning. They are encouraged and supported to be creative, explore and initiate their own learning. Teaching spaces are colourful, interesting and well resourced. The indoor and outdoor spaces of the kura are immaculate. Kaiako use a range of strategies to motivate and extend students’ learning. These include feedback and feed forward, positive reinforcement incentives, alongside the use of humour and whānau involvement. Kaiako work collaboratively to strengthen the quality of teaching and learning programmes. They are in the process of developing a model to define effective teacher practice. They use tikanga to reinforce Māori values and perspectives as part of student learning. The whānau receives information to make informed decisions about the individual and collective needs of students. Students show confidence as learners.

Students’ learning needs in pāngarau and te reo matatini are effectively met. Kaiako use the Ngā Whanaketanga Rumaki Māori progressions to closely monitor the progress and achievement of students in both pāngarau and te reo matatini. Target groups of students are identified using a range of information. Support programmes are introduced to accelerate and extend students’ learning. Kaiako use evidence to identify students with additional learning needs and prepare individual education plans. The learning development of students is aligned to the analogy of pā harakeke (flax) which is also used as the structure for reporting to parents and whānau. Students are grouped in line with the stages of growth seen in te pā harakeke, and they can visually identify their own progress in learning. The potential of all students is acknowledged and encouraged. All students experience academic success.

3 Self Review and Leadership

Effective internal evaluation promotes positive outcomes for students and is central to decision making processes. There is a strongly reflective culture across all areas of the kura. Reporting on strategic and annual plans is regular and rigorous. Deliberate measures have been taken to archive records of progress in student achievement, management, governance and strategic development. The whānau maintain a longer-term view of their educational journey and guide future developments.

The board of trustees and whānau is well placed to plan for the future aspirations of their kura. The whānau and wider community have long-held the aspiration to provide wharekura education for their senior students. There is strong whānau support for this initiative to ensure students can:

continue their learning in a Māori medium pathway
continue to grow within a learning environment that values the culture, identity and language specific to the aspirations and expectations of their iwi, hapū and marae
maintain close relationships with local hapū and iwi.

Students benefit from strong professional leadership. There are high expectations for quality student outcomes. Opportunities are provided for senior managers to lead future developments. There are established systems and processes to effectively lead and manage the kura. There are regular professional development opportunities for kaiako. Long serving staff and whānau have been instrumental in ensuring stability and sustainability of the kura. Recent staff appointments have impacted positively on the overall culture of the kura. Kura graduates are now returning as staff and parents. There is a collective commitment to providing positive outcomes for students.

The board of trustees continues to refine and continually improve their governance roles and responsibilities. While there are some members who are newly elected, the systems and practices for effective governance are well established and continue to support the kura. School governance is a priority for the whānau and board.

Kura-identified areas of development

Performance management is a self-identified area for ongoing improvement. It is being refined to more closely reflect the strengthened and sound philosophy and direction of the kura. The new process is intended to align to Te Kete Pūmau. This is intended to again support professionals to make greater connection to whānau goals, the charter and targets.

4 Whānau assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

board administration
curriculum
management of health, safety and welfare
personnel management
financial management
asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

emotional safety of students (including prevention of bullying and sexual harassment)
physical safety of students
teacher registration
processes for appointing staff
stand-downs, suspensions, expulsions and exclusions
attendance.

5 Recommendation

ERO recommends:

the board of trustees and whānau continue to use effective internal evaluation, professional leadership and practices to inform high quality decision making.

Conclusion

When is ERO likely to review the kura again?

The next ERO review of Te Kura Kaupapa Māori o Te Āti Haunui-a-Pāpārangi will be in four-to-five years – Te Manakotanga – Enrichment Evaluation.
