1 Context

Te Wharekura o Ngā Purapura o Te Aroha is in Te Awamutu and is situated on the site of Te Wānanga o Aotearoa. The kura provides learning for Year 1 to 13 students. Since the previous ERO review in 2015, the roll has doubled and is now at 92 students. There has also been significant progress in the development of the wharekura. The kura was granted consent to assess by NZQA in 2017. Approval was granted in 2013 for the construction of kura buildings on a new permanent site. Although a new site adjacent to the Apakura campus of Te Wānanga o Aotearoa has been identified, there have been ongoing delays to the start of construction.

The kura mission statement is He taonga te tamaiti. The whānau, board of trustees and staff uphold this through the way they manage and review kura operations. They are committed to providing tailored education with an emphasis on Ngā Pou Tikanga which liken the parameters for learning to the four pou within a tūpuna whare. These pou include:

  • Poumua – supporting students to experience success in their learning and the world
  • Poutokomanawa – embedding core values throughout the kura
  • Poutuarongo – placing te reo Māori at the heart of teaching and learning
  • Poutāhuhu – recognising the central role of whānau and people within the kura.

Students show pride in their identity and have a strong sense of belonging.

2 Student Outcomes

How well do students show individuality and potential as learners?

Students thrive in an environment that fosters their individuality and potential as learners.

Poumua – Te Ao Hurihuri

Students experience success and achievement in their learning environment. Kaimahi model passion and enthusiasm with students and whānau. There is a consistent and deliberate approach to curriculum planning. Individual learning programmes are developed by students, whānau and kaiako. They identify strengths and learning needs, set goals and plan responsive learning strategies and activities. Students with additional learning needs participate in opportunities that provide appropriate challenge and support. Learning environments are well organised and stimulating. Students are developing skills to become independent and self-managing learners.

Students in the wharekura are provided with opportunities to achieve success in NCEA Levels 1, 2 and 3, as well as University Entrance. Students are clear about what is expected in terms of their learning and what they want to achieve. Regular progress reports are given to the whānau, and teachers monitor students’ progress and achievement throughout each term. Senior students show independence, enjoyment and enthusiasm in their learning.

Poutokomanawa – Aroha

Students demonstrate the core values of the kura in their learning and in their interactions with others. Learning centred relationships effectively engage and involve whānau. Core values of manaakitanga, mauri, āhurutanga, koha, whakapono and kotahitanga are embedded throughout the kura. These values are modelled consistently by adults in the ways they relate with one another and with students. Students are respectful and supportive of their peers. Leadership skills and potential are deliberately fostered in students of all ages. Students are confident and happy.

Poutuarongo – Te Reo Māori me ngā Tikanga Māori

Students learn in a language-rich environment. The whānau aspire for their children to speak te reo Māori. Kaumātua, whānau and kaimahi model high language competency. They provide the dialect and tikanga of Waikato through karakia, waiata and haka. Students understand the clear expectations for speaking te reo Māori throughout the day. There is a planned and consistent approach to build the language skills of students. Deliberate strategies are in place for students who are new to immersion education, including an intensive reo programme and the use of kaiāwhina to provide in-class support. Older students confidently converse, question, debate and engage in conversations with peers and adults. Students are developing competency in te reo Māori.

Poutāhuhu – Te Pā Harakeke

The whānau has a shared vision for the development of the kura. There is a strong focus on improvement that promotes student achievement and success in learning. Holistic well-being of staff and students is a priority. High expectations are modelled and maintained. There is an empowering and collaborative approach to leadership with whānau and students. The kura values the return of raukura as kaimahi. A range of appropriate and effective communication strategies are used to engage whānau.

There is a strategic and purposeful approach to self-review in the kura. The values of the kura are central to how the board of trustees, leaders, staff and whānau evaluate operations and outcomes in the kura. The membership of the board of trustees includes a range of experience and expertise to support kura governance. Analysis of student achievement shows most students are already achieving at or above the expected levels. Achievement in te reo matatini and pāngarau is closely monitored with priority groups of students identified, targeted support and resources allocated, and ongoing monitoring processes in place.

Key next steps

Kaiako in the kura tuatahi have identified the need to focus more on extending learning for those students who are already achieving at or above expected levels. Furthermore, while remedial strategies have been implemented to support language acquisition, there are opportunities for kaiako to consider other areas within their curriculum where students can be extended. Kaiako demonstrate a shared commitment to accelerating outcomes for all students.

Pathway planning for students in the wharekura is developing. As the provision of wharekura education has grown over recent years, leaders and kaiako in the wharekura have worked to consolidate learning pathways, implement robust processes, and build staff and leadership capability. Together they are actively exploring different approaches to enhance the delivery of learning in the wharekura. This includes examining and strengthening the approach to planning individual education pathways alongside students and their whānau.

Other significant issue

Property development remains a key priority area for the staff and whānau. The previous ERO report identified significant issues relating to the limited capacity of the current site and access to key facilities. Since the time of the previous review, the number of students has doubled, and future enrolments are being carefully managed. The limited capacity of the current facilities has placed additional pressure on staff and board of trustees to find innovative ways to utilise the available spaces, and to minimise the risks to the safety and wellbeing of students and adults onsite. The ongoing delays to the construction of the new buildings and facilities on a permanent site are hindering the continued growth and the further potential to enhance learning opportunities for students in line with the vision for the kura. The Ministry of Education is continuing discussions with the board of trustees.

3 Board assurance on legal requirements

Before the evaluation, the board of trustees and principal completed the Board Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the evaluation, ERO checked the following items because they have a potentially high impact on student safety and wellbeing:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration and certification
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • compliance with the Vulnerable Children Act 2014.

4 Recommendation

ERO recommends that:

  • the board of trustees continue to engage in discussions with the Ministry of Education regarding the property development.

When is ERO likely to review the kura again?

The next ERO review of Te Wharekura o Ngā Purapura o Te Aroha will be in three years.

1 Summary

Te Wharekura o Ngā Purapura o te Aroha has been operating from Te Wānanga o Aotearoa (TWOA) campus, Apakura, in Te Awamutu since 2009. Wharekura status was confirmed in July 2011, under Section 156 of the Education Act 1989. The wharekura is located in the Ngāti Raukawa, Ngāti Maniapoto and Ngāti Apakura region.

There is now a fully elected board of trustees. Leaders demonstrate the skill, knowledge and commitment manage the wharekura. They focus on providing quality teaching and learning. Kaiako provide students with a choice of learning programmes that respond to individual needs and interests. Local community groups support the wharekura in a range of ways.

Core values, te reo and tikanga Māori underpin relationships and practices. Students interact positively with each other. They are confident, friendly and respectful. Students confidently express themselves in te reo Māori. They are proud of their identity and have a strong sense of belonging.

The physical environment is seriously inadequate. Classrooms are cramped and staff and students share ablution amenities with the TWoA personnel. The wharekura entrance and its proximity to the carpark is a safety risk for students. Students have limited space for recreation and sporting activities. The board has strategies in place to minimise risks to students and is focused on relocation options.

This report strongly recommends that the Ministry of Education and those working with the Board, urgently progress final arrangements for the new wharekura site.

2  Findings

Quality of Education

Ngā Pou Tikanga, is the kura curriculum framework which is aligned to Te Marautanga o Aotearoa. Each learning area is underpinned by te reo, tikanga and mātauranga Māori in traditional and contemporary contexts. Kaiako incorporate Ngā Pou Tikanga into planning, evaluation, assessment and reporting about student progress and achievement.

Students learn in a Māori speaking environment. Kaiako use a range of language strategies to strengthen te reo Māori. Language structures and increasing vocabulary are an integral part of students’ learning. They use formal and informal language structures in a range of learning contexts. Students learn from language experts in the whānau, Te Wānanga o Aotearoa and the iwi who are valued te reo Māori models. Students are becoming proficient speakers of te reo Māori.

Student learning programmes are developing. Kaiako have individual education plans (IEP’s) for students and are aware of differentiated teaching. Student achievements are monitored. Kaiako have good systems to monitor student learning and progress. They use standardised assessment tools. Student reports highlight their strengths and achievement in each learning area. Kaiako regularly report student achievement to the board, whānau and parents. The culmination of student achievement information is used by the board to determine progress towards school wide targets. Student learning is a priority.

Wharekura education

The wharekura programme is developing. Students are currently enrolled in Te Aho o Te Kura programmes. The kura is yet to receive accreditation from the New Zealand Qualifications Authority (NZQA) to deliver secondary school qualification programmes. Students have IEPs that reflect their educational needs and future pathways. Kaiako support students to focus on achieving their goals. Students are articulate and confident.

Governance and Management

Governance

The elected board of trustees came into effect in May 2015. The board chair and principal’s transition from the Establishment Board provides continuity, consistency and confidence. Trustees have a range of skills, experience and expertise to support governance practices. They carry out tasks as a part of their delegated portfolio responsibilities. Board priorities are the new site for wharekura, raising student achievement and strengthening partnerships with the community and tertiary providers. The board are participating in targeted governance training with New Zealand School Trustee Association to develop a shared understanding of their governance roles and responsibilities. The Board have identified strategic goals and priorities.

Internal review

Internal Review is developing. Ngā Pou o Roto is an internal review tool that provides an overview of the strategic direction. The board is focused on providing high quality education. They use student achievement information to monitor their annual targets and to highlight areas for review and development.

Management

The principal is highly reflective, inclusive and empowering. He is committed to providing students with high quality learning opportunities. He is focused on building kaiako capability to improve outcomes for students. The principal works closely with kaiako to build their capability as leaders. Professional reflection is an integral part of management practices. Students are also supported to develop their skills as leaders.

3 Conclusion: ERO’S Judgement

Te Wharekura o Ngā Purapura o Te Aroha are committed to student learning and achievement in a kaupapa Māori environment. Students are supported to achieve their learning goals. There is a clear strategic direction that is focused on best outcomes for students. The wharekura has established strong community networks. The board’s priority is to resolve the challenges caused by limited space. Students are proud of their identity and have a strong sense of belonging.
