Introduction

ERO reviews of private schools are significantly different in process and more limited in scope and reporting than those for state and state-integrated schools, focusing as they do on the Criteria for Registration set out in clauses 2 to 6, Schedule 7 of the Education and Training Act 2020. 

Clause 9, Schedule 7 of the Education and Training Act requires the Education Review Office (ERO) to review private schools and to report to the Secretary for Education on whether each school meets the criteria for registration.

The criteria for registration are that the school —

   a) has premises that are suitable, as described in clause 3, Schedule 7; and
   b) usually provides tuition for 9 or more students who are of or over the age of 5 years but are under the age of 16 years [clause 2(b), Schedule 7); and
   c} has staffing that is suitable to the age range and level of its students, the curriculum taught at the school, and the size of the school (clause 2(c), Schedule 7; and
   d) has equipment that is suitable for the curriculum being delivered or to be delivered at the school (clause 2(d) Schedule 7); and
   e) has a curriculum for teaching, learning, and assessment and makes details of the curriculum and its programme for delivery available for parents; and
   f) has suitable tuition standards, as described in clauses 2(e), (f) and 5, Schedule 7; and
   g) has managers who are fit and proper persons (as described in clause 6, Schedule 7) to be managers of a private school; and 
   h) is a physically and emotionally safe place for students (clause 2(h), Schedule 7).

When an ERO report identifies an area within the criteria for registration that is not meeting the criteria at the time of the ERO review, that will be reported, the Ministry will be informed and the Ministry will follow up the issue with the school.

A safe place is one in which risks to student safety are regularly assessed and evaluated with a view to eliminating, or at least reducing, harm. A safe place is one where clear policies exist and are acted upon to eliminate or minimise harm.

ERO’s judgement is based on the quality, intent and regular review of the school’s policies and procedures. 

The school has regularly reviewed policies and procedures to provide for a physically and emotionally safe place for students. 

Conclusion

On the basis of the information obtained during the review, ERO considers that Waikato Montessori Education Centre meets the criteria for registration as a private school set out in clauses 2 to 6, Schedule 7 of the Education and Training Act 2020.

Other Matters

Provision for international students 

The school is a signatory provider to the Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021 established under section 534 of the Education and Training Act 2020. The school has attested that it complies with all aspects of the Code and has completed an annual self review of its implementation of the Code.

At the time of this review there were three international students attending the school. 

The school’s processes for annual self-review are thorough. Students are included in all aspects of the school curriculum and participate in the programme alongside their peers.

On the basis of the information obtained during the review, ERO considers that Waikato Montessori Education Centre meets the criteria for registration as a private school set out in the Education Act 1989.

1 Background

The Chief Review Officer has a statutory duty to report on the performance of private schools throughout New Zealand.

Waikato Montessori Education Centre is a fully registered private school located in Tamahere, a semi-rural district on the southern outskirts of Hamilton. The school is owned and administered by The Golden Beads Charitable Trust. Students range from six to twelve years of age. Many students have attended the adjacent Montessori early education centre for three to six year olds, which is also owned by the trust. The school operates two classrooms for 47 students, one class for students aged six to nine years and another for older students.

The school is led by the founder of Golden Beads Trust, who is supported by a co-trustee who is the professional leader for teachers. The teaching staff consists of four Montessori trained teachers, three of whom are also fully registered New Zealand teachers.

The school provides an integrated curriculum based on the teaching of Maria Montessori. The philosophy describes how children learn through hands-on experience and investigation. It also documents the intent to deliver a complete Montessori Curriculum within a calm respectful environment.

The curriculum is based on fundamental skills and core knowledge of mathematics and language. It also includes the realms of science and technology, myth and literature, history, geography, economics and anthropology.

2 Criteria for Registration

The criteria for registration as a private school under section 35A are that the school:

  • has premises that are suitable, as described in section 35D; and
  • usually provides tuition for nine or more students who are of or over the age of five years but are under the age of 16 years; and
  • has staffing that is suitable to the age range and level of its students, the curriculum taught at the school, and the size of the school; and
  • has equipment that is suitable for the curriculum being delivered or to be delivered at the school; and
  • has a curriculum for teaching, learning, and assessment and makes details of the curriculum and its programme for delivery available for parents; and
  • has suitable tuition standards, as described in section 35F; and
  • has managers who are fit and proper persons (as described in section 35G) to be managers of a private school.

This report was prepared in accordance with standard procedures approved by the Chief Review Officer.

School premises are well designed and maintained. Learning environments are planned, prepared and well-resourced to support the delivery of the Montessori curriculum. Spacious grounds and gardens provide areas that invite students’ involvement, challenge their ideas and enable them to explore science, nature, art, sports and development of their physical skills. With the guidance of teachers, students are able to take ownership for the care of learning environments. Students also benefit from learning in peaceful, orderly and settled classrooms.

The school’s curriculum reflects the breadth and depth of The New Zealand Curriculum in the Montessori context. Reading and mathematics are prioritised. Integrated learning is planned in response to each child’s individual pathways which include their questions and research topics based on personal interests. There are many opportunities for students to plan their learning, self-assess and monitor their own progress. Students are encouraged and supported to become independent, self-motivated thinkers and problem solvers.

Teachers work alongside students to guide and support emerging ideas. They present the Montessori materials in a planned sequence and allow students to develop at their own pace.

Sound systems are in place to build teacher capability. Teachers engage in professional learning and development as well as networking with other Montessori centres, both nationally and internationally. They have also attended specific professional development about literacy learning to support students with additional needs.

Effective performance management systems support teachers to continually reflect on and improve their practice. Clear and high expectations from leaders, along with ongoing support, contribute to consistency of professional practice.

The trust has developed appropriate policies that guide the operation and management of the school. Systems that contribute to the ongoing monitoring of health and safety requirements are in place and regularly reviewed.

The school’s manager has attested that they comply with the provisions of Section 35G in respect of their being a fit and proper person to run the school.

3 Other Obligations

There are good systems in place for the school’s managing body to be assured that its other statutory obligations are met.

1 Background

The Chief Review Officer has a statutory duty to report on the performance of private schools throughout New Zealand.

Waikato Montessori Education Centre is a private school that was provisionally registered on 30 July 2012. It opened on 10 September 2012, and delivers a Montessori curriculum for students between the ages of 6 and 12 years. It is governed and managed by the Golden Beads Charitable Trust.

The school is located in Tamahere rural district, south east of Hamilton City. It is situated next to a Montessori early childhood centre that also operates under the management of the trust. The school has been established to meet the needs of families to continue their children's Montessori education up to the age of 12 years.

This is the first ERO report for Waikato Montessori Education Centre.

2 Criteria for Registration

Waikato Montessori Education Centre is managed by the head of school, who is a trustee of the trust. She is assisted by a second trustee, who is responsible for the early childhood education centre. The school's managers have attested that they comply with the provisions of section 35G in respect to their being fit and proper persons to manage the school.

The trust has developed appropriate policies that guide both the operation and management of the school and the early childhood centre. Strategic and annual plans set goals to guide ongoing development and sustainability of performance.

The trust provides a purpose-designed classroom that reflects the school's philosophy and which is well equipped to deliver the Montessori curriculum. Waikato Montessori Education Centre employs a provisionally registered teacher, who is qualified in Montessori Education. Additional support is provided by teachers and volunteers who are specialists in areas such as te reo and tikanga Māori, sport and physical education, and music.

The head of school has developed clear roles and standards for staff appraisal. The support and guidance programme links the school's appraisal process and teacher registration criteria. Combined school and early childhood centre staff meetings encourage teachers to share ideas and reflect on their practice.

School expectations for teaching and learning are focused on supporting students' growth and development while fostering their love of learning. Specific expectations include the acknowledgement and celebration of students' cultural identity, opportunities for them to participate in New Zealand's dual cultural heritage and to develop understandings about the principles of Te Tiriti o Waitangi.

The school programme is guided by a Montessori curriculum document, designed for students from 3 to 12 years of age. The continuity of curriculum design and delivery benefits students as they move from a Montessori early childhood centre to the school. Trustees and the teacher are committed to interpreting this curriculum in contexts relevant to New Zealand children. Recent studies have involved groups visiting sites of local interest. Frequent meetings are organised to increase parents' familiarity with Montessori education.

Students are learning in a settled, peaceful and safe learning environment. The teacher respects students' choices and interests and encourages them to manage their own learning. Students display conscientious and independent behaviour and are well involved in the school programme.

3 Other Statutory Obligations

There are good systems in place for the school's managing body to be assured that its other statutory obligations are met.
