This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi

2 Context 

Te Kōhanga Reo o Tahuri Mai is in Manurewa, Auckland. Whānau have a shared vision for mokopuna to be confident in te reo Māori, tikanga Māori and ultimately thrive in te ao Māori. They currently have a large waiting list of mokopuna and are exploring opportunities to expand their facilities. 

3 Evaluation Focus

How well do processes and systems foster future sustainability for mokopuna?

Whānau maintain processes and systems that actively promote positive outcomes for mokopuna learning and overall well-being.

4 Mana Whakahaere

Whānau have established processes and systems to manage kōhanga reo operations. Regular reporting at hui ā whānau informs decision making. Whānau have processes in place that guides the hui ā whānau. Health and Safety policies and procedures are in accordance with current legislation. Relevant registers are completed and accessible to whānau. The Child Protection policy defines processes and provides guidance for whānau to ensure mokopuna wellbeing and safety. Kaimahi ensure emergency drills for fire, tsunami, earthquake and lockdown are scheduled and practiced. Mokopuna health, safety and wellbeing is prioritised. 

The strategic plan is informed by Te Ara Tūāpae and articulates the vision and long-term goals whānau have for mokopuna. An annual plan supports whānau to manage, monitor and report across key administrative tasks. Mokopuna benefit from sound processes that contribute to positive outcomes. 

Kaimahi have well established processes for planning, assessment and programme evaluation that are based on collaborative practices. Planning is underpinned by ngā atua Māori and includes clear learning objectives and outcomes for mokopuna. Year, term and monthly plans provide overall direction for learning. Weekly plans identify a range of age-appropriate activities and resources to support implementation. Kaimahi use Mātai mokopuna and Ngā Taumata Whakahirahira to track mokopuna growth and progress overtime. Individual mokopuna learning journeys are captured and shared with whānau through Papapaki and the digital platform Te Aho Poutama. Kaimahi evaluate the quality of the learning programme. They regularly discuss and make changes to the māhere ako. Mokopuna benefit from collaborative kaimahi processes.

Personnel documents are yet to be sighted. Whānau agree that ERO will verify these documents during the onsite visit. 

5 Kōhanga Whānau Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau recommends that all relevant documentation for personnel matters be made available during the onsite visit.

1 Context

Te Kōhanga Reo o Tahuri Mai is in Manurewa, Auckland. The kōhanga reo has 63 children on the roll. The whānau have a commitment to increasing the number of Māori speakers in their community. They want their children to be able to speak te reo Māori. Whānau members regularly attend their purapura hui.

2 The Evaluation Findings

How well do children express love and care with others?

Children express love and care through their interactions with others.

Ngā Taumata Whakahirahira

Children are immersed in a te reo Māori environment. Whānau have high expectations for the use of te reo Māori by children, kaimahi, and whānau. Kaimahi use a variety of language learning strategies such as waiata, sign language, focused questions and conversations. Older children communicate naturally in te reo Māori. Babies respond to kaimahi questions and instructions using their body language and facial expressions. Kaimahi speak gently and lovingly to children. Children respond positively. Children are developing as speakers of te reo Māori.

Children are happy and positive towards others. Whānau and kaimahi have established a warm and secure environment for children. Kaimahi model concepts of aroha, manaaki and āwhina in their interactions with children. In return children display care and concern for others. Kaimahi encourage older children to be considerate of the babies. As a result, the babies are loved and cared for by their tuākana. Children look for comfort and reassurance from adults. They enjoy and maintain meaningful relationships. Children are happy and settled.

Children are embraced by whanaungatanga which provides a firm foundation for their learning. Kaimahi create opportunities for children to learn about their whakapapa. Older children are confident to share their pepeha with others. Kaimahi organise children to work in groups according to their ages. This ensures that children’s social needs are considered. Children appear to be secure as learners.

Children acknowledge and explore the natural and physical environments. The kōhanga reo environment is well resourced to meet children’s needs. There is a natural flow between the indoor and outdoor environments. Children investigate and discover natural and physical resources in their learning and play. Kaimahi planning ensures children are exposed to atua Māori. Children learn about the impact of atua Māori on the natural environment. Children learn in an environment where cultural icons are prevalent. Children are confident learners.

Planning and Evaluation

Self review practices are sound. Whānau hui are held regularly and well attended. Whānau members are involved in decision making. The charter and all health and safety policies and procedures have been reviewed. Children’s health and safety is a priority. The whānau have a strategic plan in place. Long term priorities align with the goals and future direction of the whānau. Progress towards these priorities are reported at monthly whānau hui. Personnel matters are well documented and up to date. Kaimahi appraisals have been completed. The whānau are responsible employers.

Kaimahi have processes in place for programme planning and children’s assessments. Programme planning clearly identifies content, strategies for implementing the programme and resources. Children enjoy a programme that is well organised and managed. Kaimahi use a range of assessment methods to gather information that reflects what children are learning and their progress. The whānau have opportunities to comment on their children’s assessment. The whānau manage the kōhanga reo in the best interests of the children.

Key Next Steps

While self review practices are adequate, there are aspects that can be improved, including:

  • refining kaiako reports to include a focus on programme resourcing and health and safety issues relating to children, with clear links to planning and evaluation

  • strengthening programme evaluation to identify improvements that can be made to the learning programme and more closely monitor the quality of the learning programme

  • documenting all key tasks in their annual plan.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations to strengthen self review:

  • strengthen kaiako reporting to whānau
  • use programme evaluation to improve outcomes for children
  • develop an annual plan to guide all kōhanga reo management and operations.

1 Context

Te Kōhanga Reo o Tahuri Mai is in Manurewa, South Auckland and was established in 1995.

Whānau and kaimahi work together to maintain high standards of practice for children. Future goals include expanding the building, and retaining qualified staff.

Whānau focus on the care, protection and quality education for children in a te ao Māori context.

2 The Review Findings

How confidently do children participate in te ao Māori?

Children are confident participants in te ao Māori.

Mana Atua

Children’s spiritual, physical, social and emotional wellbeing is nurtured well. Children experience a range of important values and concepts in te ao Māori. The daily routine of whakawhanaungatanga sets a positive start to the day and supports relationships across the whānau. Whānau members feel valued and acknowledged. Children are immersed in te reo Māori throughout the day. Children are confident, active participants and are supported to observe tikanga Māori.

Children are stimulated as learners in a well-designed Māori learning environment. The kōhanga reo has been designed for children to experience te ao Māori. The marae style entrance is warm and welcoming. The kitchen and dining area is designed so children can practise their roles and responsibilities as tangata whenua. Kaiako are patient and support children in their routines. There is a warm gathering place to begin and end the day together. Spaces have been maximised to include several activities. Children have a strong sense of belonging to their kōhanga reo.

Children are provided with challenge, choice and opportunity in their outdoor play area. Natural resources feature in the play area. Children enjoy physical challenges and quiet activity outdoors. Resources include balls, hoops, and blocks for creative play. Dress up is available for dramatic play. Children have the freedom to play alone or with others. Children are well supervised. Kaiako engage with children as they play. Children confidently explore their outdoors with enthusiasm.

Children’s kaupapa learning is planned and organised well. Routines are well established. Kaiako plan activities to meet the interests and needs of their groups. Numerous prepared activities including water, paint, collage, manipulation, creative design and play dough are all linked to kaupapa mahi. Kaiako talk with children about their work. Children are interested and actively participate in activities. Children’s contribution to te ao Māori is celebrated and valued.

Planning and Evaluation

Whānau manage the kōhanga reo well for their children. The strategic plan sets out a clear direction that builds on the past and focusses on improvement. Recent successes include development of the outdoor areas, consolidation of staffing, continual growth of the financial position, succession and mentoring of whānau in key roles. The kōhanga reo whānau are aware of and uphold their obligations to their kōhanga reo charter with high levels of accountability, transparency, whai oranga and te reo Māori. A highly active and dedicated whānau ensure quality outcomes for children.

Whānau self-review is well developed across all areas of the kōhanga reo. Recording and reporting practices are highly developed and maintained. This information is used at whānau hui to monitor the performance of the kōhanga reo in line with the charter, and to identify next steps for development. There is a strong culture of reflection for continued improvement. This is evidenced well at Te Whāriki level where kaiako analyse the patterns and trends in learning for children. Self-review informs whānau planning, decision making and its future direction.

Planning for children’s learning is highly effective and well supported by the whānau. Annual and term overviews support kaupapa development. Kaiako know their children well. Daily observational diaries and developmental checklists are used to monitor individual children. Progress and achievement information is shared with parents. Kaiako are reflective practitioners and consistently evaluate and review their programmes of learning. Kaiako have very high expectations for the children. Children’s development as confident and active participants in te ao Māori is well supported.

Key Next Steps

There is potential for whānau and kaiako to document and preserve samples of the high quality planning, assessment and evaluation practices that are unique to the kōhanga reo. Archiving these as exemplars are a useful way to sustain high quality practice in the future.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
