1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provides important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Raumanga Kōhungahunga is located in Whangārei. The kōhanga reo has two whare which operate as an under-two’s whare and an over two’s whare. Whānau have recently acquired the land adjacent to the road which has increased the space that the kōhanga reo occupies. 

3 Evaluation Focus

How well do mokopuna demonstrate their understanding of whanaungatanga?

Mokopuna demonstrate their understanding of whanaungatanga through their interactions with others.

4 Findings - Mana Mokopuna

Mokopuna are immersed in whanaungatanga. Whanaungatanga, manaakitanga and aroha underpin all activities in the kōhanga reo. All kaimahi interactions between adults and mokopuna are nurturing and caring. The tone and way kaimahi talk with mokopuna is gentle and affectionate. Mokopuna learn in an environment where te reo Māori is prioritised. Formal and informal situations promote language learning opportunities for mokopuna. Kaimahi are strong te reo Māori models and use te kupu particular to the far north. This affirms mokopuna belonging to Te Tai Tokerau. Mokopuna practice their tangata whenua responsibilities and lead formal aspects of the programme where they regularly interact with kaumātua and kuia. Through this they learn tikanga and kawa for their kōhanga reo. Mokopuna enthusiastically participate in learning activities that are fun, creative and enjoyable. They are supported to succeed in leadership roles with gentle support, prompts and encouragement.

Kaimahi use a variety of strategies that strengthen whanaungatanga including resourcing the kōhanga reo well and distributing staff across the different spaces to ensure low ratios between kaimahi and mokopuna. Mokopuna are praised for positive interactions with others. This reinforces the values of respect and care for others. Mokopuna express themselves in different ways to others. Tuakana initiate conversations with others. Tēina use kupu and phrases while babies communicate by babbling sounds, using facial expressions and body language. The outdoor spaces enable exploration that allow mokopuna to interact with each other in multiple ways. Kaimahi encourage meaningful relationships through engaging with mokopuna as they explore their taiao and pursue their interests.

Transition practices ensure there are smooth changes in activities and movements. This ensures that mokopuna can move safely and easily across different spaces. Kaimahi use conflict resolution strategies to support mokopuna to problem solve. Kaimahi use a variety of strategies to stimulate, challenge and extend mokopuna learning. Learning is kaupapa based where mokopuna revise and share what they have learnt earlier. They have opportunities to use what they know whilst kaimahi provide language that supports what they are doing. Mokopuna are settled, happy and enjoy positive relationships with others. 

Key Next Steps

Whānau have shared their intention to consider ways to best develop their whenua to maintain their tino rangatiratanga in this changing world. Whānau have purchased adjacent land and have fenced the area. Now  there is an opportunity to further enhance how they make it their turangawaewae. ERO supports this key next step as the focus is on long term benefits for mokopuna.

5 Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the recommendation that whānau continue to consider how they can enhance their tino rangatiratanga over their whenua.

Te Kōhanga Reo o Raumanga Kōhungahunga was established in 1983 and is located on the grounds of North Tech, Whangarei. The whānau vision is to provide strong foundations of sustainability, equity, quality leadership and for mokopuna to be empowered in Te Ao Māori.

Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Te Kohanga Reo o Raumanga Kōhungahunga provides an environment that nurtures and models whanaungatanga.

Findings - Mana Whakahaere

Whanaungatanga amongst whānau is strong and is reflected in the way in which they manage the operations of the kōhanga reo. Whānau hui are held regularly and are well attended. The financial position is monitored carefully. Whānau are currently carrying out a review of the Tūtohinga. Whanaungatanga is an aspirational goal of the Tūtohinga. The health and safety policies and procedures align to legislation.  Whānau monitor health and safety practices to ensure the wellbeing of mokopuna is prioritised.  

Whanaungatanga underpins all actions in the strategic plan, which includes the vision and aspirations of the whānau. Strategic goals are focused on te reo Māori development as well as growing whānau skills and capabilities. The whānau take shared responsibility for meeting all priorities and operational matters. A key priority for whānau is the establishment of a new building to better meet the needs of mokopuna. Mokopuna benefit from informed whānau decisions that reflect sustainability for the future. 

Personnel management is in place. Kaimahi appraisals are clearly focused on enhancing and modelling whanaungatanga in their practices. It also focuses on developing kaimahi knowledge and skills to be supportive and effective practitioners. Mokopuna observe meaningful relationships amongst whānau.

Kaimahi work from a basis of whanaungatanga as they plan the learning programme, monitor mokopuna learning and evaluate the quality of the learning programme. Planning is collaborative and includes a year overview that guides the term, weekly and daily practices. There are clear examples of activities and routines where mokopuna work with and alongside one another.

Portfolios capture information of individual mokopuna learning journeys. Whānau enjoy reading how kaimahi have captured important moments of mokopuna learning and progress. Kaimahi work together to regularly reflect on their practices to make positive changes and contributions. They use programme evaluation to monitor the quality of the learning programme that respond to the ever-changing needs of mokopuna. Mokopuna benefit from a programme that is responsive to their learning needs.

Whānau continue to strengthen internal evaluation to further increase positive outcomes for mokopuna.
