1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Okaihau is situated in the small, rural township of Okaihau, northwest of Kerikeri. It has been providing reo and tikanga Māori immersion early learning education for mokopuna and whānau from the local area. Local kuia and kaumatua frequently visit the kōhanga reo.

3 Evaluation Focus

How well do mokopuna show their knowledge of te reo and tikanga Māori?

Mokopuna confidently show their understanding of te reo and tikanga Māori in their learning experiences and interactions.

4 Findings

Ngā Taumata Whakahirahira

Mokopuna experience a range of contexts and support for learning te reo Māori, tikanga and kawa.  Kaimahi use appropriate language acquisition strategies, such as questions, prompts, repetition and modelling, to reinforce mokopuna te reo Māori development. Kaimahi create activities that encourage mokopuna to use te reo Māori in positive ways and in their interactions with adults and each other. Mokopuna know and follow kōhanga te reo routines Māori. These are well established and predictable expectations to support mokopuna learning of whanaungatanga that are modelled by kaimahi and tuākana across the day. Whānau ensure mokopuna are exposed to expert modelling of te reo Māori and tikanga. They support mokopuna to participate in pōwhiri and whakatau, experiencing karanga and whaikōrero in authentic ways. Mokopuna are learning to respond appropriately to specific teachings in te ao Māori.

Whānau Whakahaere

The whānau have processes in place for managing the kōhanga reo. The Tūtohinga clearly identifies te reo Māori as a key whānau priority for mokopuna learning, and outlines the expectations and guidelines needed to manage the kōhanga reo operations. Whānau meet regularly to discuss management of the kōhanga reo and to make decisions for resourcing the learning programme and the daily operations. Whānau hui are well attended. The annual plan clearly identifies key areas of operations and when these must be attended to and identifies who is responsible for each task. Kaimahi appraisals are completed. These help lead to professional learning opportunities. Core health and safety and personnel management policies and procedures are up to date and aligned to current legislation.

Kaimahi meet regularly to discuss weekly kaupapa and mokopuna learning and progress. Their programme planning is detailed and identifies required resources. The planning guides the implementation of the learning programme. It provides clear guidelines to kaimahi that support mokopuna ongoing learning. Kaimahi regularly reflect on the quality of the programme with a focus for further improvement.

Key Next Steps

Strategic planning requires strengthening. Whānau have identified their goals and aspirations in their strategic plan. It is now time for whanau to establish an action plan to help record and monitor progress in relation to their aspirations. Mokopuna benefit when their future needs are well considered.

Earthquake drills have not been carried out or documented. Whānau must ensure all requirements for earthquake evacuation drills are carried out and recorded. Mokopuna safety is compromised.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, the whānau must: 

  • ensure adults providing education and care are familiar with relevant emergency drills and carry these out with children on an at least three-monthly basis.

ERO and the kōhanga reo whānau developed the following recommendation:

1 Context

Te Kōhanga Reo o Okaihau is in the rural township of Ōkaihau, North West of Kerikeri. The indoor and outdoor learning environments are spacious areas for learning. There is a focus on whānau, the wellbeing of tamariki and caring for the environment. Relationships with two kura kaupapa and the local primary school are helping tamariki and whānau to make the transitions.

2 The Evaluation Findings

How well do children show an understanding about te ao Māori?

Children show they are developing an understanding about values, beliefs and practices in a te ao Māori setting.

Ngā Taumata Whakahirahira

Tamariki are developing as speakers te reo Māori. Kaimahi planning is focused on building, introducing and extending children’s language. This helps to guide delivery related to early literacy, counting and an awareness of the natural and physical environment. Kaimahi use a range of strategies to promote oral language. They create games and competitions for children to hear, repeat and answer questions about words. Karakia, waiata, and mihimihi help tamariki to hear language patterns for formal activities. Tamariki show they are developing the confidence to use te reo Māori.

Pēpi are developing confidence to explore the environment. Programmes of learning are planned to excite and stimulate their imagination. The learning area is spacious, colourful and safe for pēpi to take risks in learning. Kaimahi and whānau provide as much one to one care and attention for pēpi. There are opportunities for them spend time to interact with tuākana. Pēpi experience manaaki, aroha and awhi.

Tamariki are learning to care for the natural and physical environment. Traditional methods for growing kai is integrated into children’s learning. Planting and growing kumara are appropriate for their age group and share with the wider community. Rongoa is grown to as gifts to share with whānau. Kaimahi provide opportunities for children to use learning about ngā atua Māori in practical situations. They encourage tamariki to show the values of care and respect for the environment. Tamariki are learning to be kaitiaki.

Planning and Evaluation

Tamariki are the focus of the learning programme. Planning is clearly linked to Te Whāriki. Whānau contribute to planning by identifying topics for learning. There is a strong focus on ngā atua, te reo Māori and the wellbeing of tamariki and the whānau. Planning guides kaimahi to work with tamariki to make learning exciting. Whānau receive informative about tamariki and the things they are doing and learning. Tamariki are happy in their learning and play.

Whānau are strongly committed to the kaupapa of the kōhanga reo. Internal evaluation is in place. The review of policies and the charter are aspects of management the whānau do well. Regular reporting on all aspects of operations and well managed administration contribute to the organisation of the kōhanga reo. Children’s learning is strengthened by effective whānau management.

Programme evaluation is not consistently practiced. It is important that kaimahi discuss, record and follow through with identified changes to improve delivery of children’s learning. They do recognise this as a key next step. Children’s learning will be enhanced from a programme that is evaluated for its usefulness.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Strengthen programme evaluation

  • Establish professional development plan that targets kaimahi needs

  • Strengthen internal evaluation to inform the whānau strategic direction.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ōkaihau will be in three years.
