1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

3 Evaluation Focus

How well do mokopuna benefit from focused learning and care?

Te Kohanga Reo o Te Puna o Te Reo o Takiwira whānau nurtures a positive learning environment for mokopuna.

4 Findings - Mana Whakahaere

The whānau strategic plan is informed by Te Ara Tuapae and provides future direction for the kōhanga reo.  The long and short-term priorities guide the vision and aspirations of the whānau. There is a sustained focus for continual growth and improvement. These include property, operations, participation, establishing a kura kaupapa Māori and building te reo māori capability. An action plan identifies delegated individuals with responsibilities to support progress. Mokopuna future needs are well considered. 

Whanaungatanga is central to whānau management of the kōhanga reo. Whānau utilise a range of processes for monitoring and reporting on operations. Health and safety policies and procedures align to current legislation. Emergency evacuation practices are regularly carried out. An annual plan sets out overall administrative tasks and when these are to be completed. Whānau hui minutes are informative and thorough. Sound financial management standards are transparent and focused on investing in the learning environment. Mokopuna benefit from focused whānau approaches.

Personnel management practices support kaimahi growth and development. Kaimahi employment contracts and job descriptions provide clarity of expected responsibilities. Performance appraisals focus on enhancing knowledge of mokopuna wellness and building kaimahi leadership qualities. Improving outcomes for mokopuna is at the forefront of whānau decision making. 

Kaimahi planning, assessment and evaluation is underpinned by the values of whanaungatanga. Mokopuna learning and development is a priority. Planning, assessment, and programme evaluation informs whānau of mokopuna learning and development. Kaimahi regularly meet to plan age-appropriate experiences that cater to individual mokopuna learning needs. Assessment information about mokopuna progress and development is gathered and captured in portfolios. This includes individual mokopuna achievements over time. Kaimahi regularly reflect on their practices to make positive changes to strengthen and respond to mokopuna needs.

Whānau continue to strengthen internal evaluation to further increase positive outcomes for mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • continue to enhance the collective strength of the whānau to further increase positive outcomes for mokopuna.

1 Context

Te Kōhanga Reo oTe Puna Reo o Te Reo o Takiwira is the only kōhanga reo in Dargaville. The whanau continue to manage the kōhanga reo in the interests of the children according to whanaungatanga. A future priority for the whānau is to establish a kura in the area so children can continue their education in te reo Māori. Whānau work together to ensure positive learning outcomes for children.

2 The Evaluation Findings

How well do children engage in te reo Māori?

Children and babies are highly responsive to instruction, waiata, karakia and conversation in te reo Māori.

Ngā Taumata Whakahirahira

Children are embraced by whānaungatanga. Children experience manaaki, awhi and tiaki from all kaimahi. They experience and reflect times of happiness and calm. Children initiate, maintain and enjoy, relationships with others. Kaimahi encourage children to participate in karakia and waiata during mihimihi and throughout the day. Tuakana and teina often play very well together. The kaimahi are supportive of one another and readily welcome whānau. Children appear secure and explore their environment confidently. They have opportunities to develop their leadership skills during karakia, daily routines and play. Whānau provide a safe environment for children and ensure they are well supervised. Children display a sense of belonging to their kōhanga reo.

Children have a growing sense of responsibility. Kaimahi support children to recite their pepeha and learn waiata and mōteatea about their local area. Children and babies sleep and eat according to their needs and manage some aspects of their own care. Well established routines and expectations help children to feel secure. Children choose the activities that interest them. They follow instructions and ask questions of the adults when not clear. Kaimahi and whānau are positive and affirming of children. Children are happy and settled.

Children are interested and motivated by the language learning environment. Children hear te reo Māori throughout the day. Tuakana enjoy talking with their peers. Younger children can mimic words and simple phrases and babies use body language to convey messages and display understanding. Children are exposed to te reo Māori through different media including print and books. Māori music is played in the background during play and used to settle children for sleeping. The kuia provides support and guidance in te reo Māori for both children and the whānau. Kaimahi speak only te reo Maori to the children and monitor and record children’s language development. Te reo Māori is a priority for the whanau. Children are developing as speakers of te reo Māori.

Planning and Evaluation

Children benefit from a well-planned and organised learning programme. Mahere-ā-tau are broken down by kaimahi. Whāinga and activities are documented in weekly planning. Programme planning is linked to Te Whariki. Kaimahi plan together and use a variety of methods to monitor and record children’s progress. This includes observations and mātai mokopuna. This information is reported to whānau through profile books and informal conversations. The kaimahi know the children well and regularly discuss children’s progress with one another during the day. New kaimahi are developing their skills and knowledge to focus on children’s needs. Children’s interests and needs are the focus of planning, an assessment and evaluation.

Whānau manage their kōhanga reo well. The chairperson is new to the position but has had a long association with the kōhanga reo. There is a combined effort to strengthen kōhanga reo practices. This includes self-review, whānau participation, capability in te reo Māori and to increase the roll. Three staff are currently on the Whakapakari training programme and kaimahi development needs are identified through the appraisal process. Financial practices are clear and transparent and the kōhanga reo is in a sound financial position. The charter including policies and procedures are reviewed to remain up to date. Children are at the heart of kōhanga reo decision making.

Key Next Steps

Kaimahi do not identify and record children’s next learning steps. The kaimahi hui are largely about day to day management matters. Kaimahi acknowledge that reviewing the effectiveness of the learning programme and next steps for children during kaimahi hui will support their improvement focus. This will also assist the kaiako to report formally to the whānau on children’s progress. Extending children’s learning is not fully supported.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • Develop risk management policy and procedures for outings.
