Findings

Te Kura Kaupapa Māori o Ngāti Rangi is in Ōhakune. Students have a strong understanding of their customary environment. They show an interest and enthusiasm for learning and they confidently accept responsibility. They acknowledge their place in the Māori world and in the wider world. Students demonstrate meaningful relationships with others.

The next ERO review of Te Kura Kaupapa Māori o Ngāti Rangi will be over the course of one-to-two years - Te Pūpuketanga – Development Evaluation.

1 Context

Te Kura Kaupapa Māori o Ngāti Rangi is in Ōhakune, under Mount Ruapehu. It is a Te Aho Matua kura that provides education for students from Years 1-8.

The kura is positioned next to Maungarongo Marae and Te Kōhanga Reo o Manu Kōrero. Since the previous ERO review in 2015, there have been significant changes in the kura. A limited statutory manager was appointed by the Ministry of Education in June 2016 to support kura governance. The board of trustees and the tumuaki have responded well to external support and advice. The tumuaki is a first-time principal. Most of the board members are new to their role. The whānau aspire to establish a wharekura to extend the Māori medium education pathway for their children.

How well do students show an understanding of the customary environment of Ngāti Rangi?

Students have a strong understanding of the customary environment of Ngāti Rangi.

Te Ira Tangata

Students accept responsibility for their learning and interactions within the kura. Ngāti Rangi tikanga is evident in the learning programme, daily routines, whānau relationships and kura expectations. Classroom environments are managed in ways that enable participation, engagement, and agency in learning. Relationships are caring and supportive, and difference and diversity are valued. Students with additional needs participate in learning opportunities that provide appropriate support and challenge. Expectations and routines are established and students show knowledge of these. Kaiako praise and encourage students for their efforts and participation. They ensure that all students are included. Students participate in an environment where concepts of wairua, mauri, tapu, ihomatua and mana are reflected. Students contribute and respond well in a range of different environments.

Te Reo

Students speak te reo Māori. The whānau provide a range of formal and informal contexts where students can hear, see and use the language of Ngāti Rangi. They share iwi-specific proverbs and waiata to support understanding and use of te reo Māori. Kura graduates that now attend the local college spend a day a week in the kura, and provide confident role modelling in the social uses of Ngāti Rangi language. Kaiako provide instruction, guidance and support in te reo Māori. They give students many opportunities to speak and write in te reo Māori. Kaiako use questions well to prompt and encourage students to think and speak in te reo Māori. Tuākana can discuss and debate a range of topics with others, while tēina mimic and show understanding of te reo Māori. Students are developing as communicators of te reo Māori.

Ngā Iwi

Students demonstrate meaningful relationships with others. The whānau provide opportunities for students to learn about their ancestral links to people and to their local environment. They actively promote the iwi aspirations for the wellbeing and care of Ngāti Rangi descendants and their surroundings. Students carry out a range of different roles and understand the contribution they make. They are active participants in iwi, hapū, and whānau events. They have a clear understanding of their responsibilities as tangata whenua and kaitiaki, and support English medium schools within two Kāhui Ako with their learning. The whānau model positive interactions with one another and with kaumātua. They promote students building positive relationships with others. Students are happy and settled in their whānau learning environment.

Te Ao

Students acknowledge their place in the Māori world and in the wider world. The whānau ensure experiences reinforce respect and connection to the immediate environment. Traditional conservation practices are integrated into the contemporary context. Students are guided and supported to view and interact with their surroundings as their tīpuna did. Students discuss and investigate traditional and contemporary environmental issues. Kaiako use local resources and expertise to extend students’ learning experiences. Students access the global community and knowledge through technology. Their unique physical environment near Ruapehu creates opportunities for students to interact with people from a wide range of cultures. Students are proud ambassadors for Ngāti Rangi when interacting with overseas tourists. Students are kaitiaki for their customary environment.

Āhuatanga Ako

Students show an interest and enthusiasm for learning. The marau ā-kura is strongly linked to Ngāti Rangi and underpins all student learning. Student outcomes and attributes defined in the marau ā-kura are aligned to the attributes of their surrounding mountains. Students learning and growing as kaitiaki for the environment is a priority for the whānau. Kaiako support students to confidently participate in a range of experiences in different learning environments. All students are valued and are able to participate at their appropriate levels. External expertise and support is engaged for students identified as having additional learning needs.

Kura-identified areas of development

The improvements required focus on lifting the quality of education. The whānau is aware of the need to support the tumuaki in his dual role of leadership and teaching. They have identified strategies that will allow the tumuaki to seek relevant support. The whānau have identified their next steps for development:

  • improve the documentation to show how the marau ā-kura should be implemented, including the how to develop specific learning objectives to respond to student’s needs.
  • implement practices that support kaiako to collect and use student achievement data to inform planning and their overall judgements
  • strengthen the evaluation of the curriculum to identify key actions to improve student outcomes, monitor the actions taken for improvement, and determine how well the actions have improved students’ learning.

3 Self Review and leadership

Whānau relationships within the kura have improved following a period of change. The board of trustees is building relational trust with the school community to ensure regular and open communication, and promote active participation in the life of the kura. There is a strong, positive commitment to the kura and its future.

The board of trustees is developing a shared understanding of their governance roles and responsibilities. Board and whānau meetings are held regularly, and there is a planned approach to self review. The charter and strategic aims set out their long-term goals, and the annual plan guides the monitoring and tracking of these goals. The tumuaki, board of trustees and limited statutory manager have implemented a plan to reduce the financial deficit. Trustees have delegated portfolios based on their expertise and experience. Trustees are developing their capacity to return to self-governance without the need for ongoing statutory intervention.

Leadership in the kura is strategic, collaborative and active. The tumuaki has developed professional relationships with the local and wider community, including actively participating in two Kāhui Ako. Consequently, the positive profile of the kura has increased significantly within the local community. The whānau align the vision for the kura to the Ngāti Rangi strategic plan and aspirations. They have a clear understanding of the contribution that the kura makes to the future of their iwi. Leadership has included the aspirations of students, whānau, iwi and hapū in the kura charter and values.

A limited statutory manager was appointed in June 2016 to provide support several key governance functions including curriculum management, personnel, finance, communication, planning and reporting, school-wide self review, complaints processes, and board meeting procedures. Trustees and the tumuaki have worked constructively with the limited statutory manager. Progress has been made in some of these areas, such as:

  • improving the financial position of the kura
  • strengthening the collective understanding of governance roles and responsibilities
  • introducing sound processes procedures for board meetings and governance
  • improving communication and establishing positive whānau and community relationships.

Ongoing development is required to ensure the implementation of the marau ā-kura is documented, personnel management processes including appraisal, police vetting and teacher registration are implemented well, and robust self-review practices are embedded.

4 Whānau assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

In order for the whānau to meet compliance requirements, they must:

  • annually assess the tumuaki against all the relevant professional standards for principals
    [Section 77C State Sector Act 1988]
  • establish and implement procedures for the police vetting of employees and contractors.
    [Section 78C-78D Education Act 1989]

5 Recommendations

ERO recommends the board of trustees and whānau:

  • seek support from external providers to strengthen the implementation of the marau ā-kura and to develop assessment practices that align to the marau ā-kura
  • continue to build the capability of teaching staff and tumuaki
  • strengthen the use of self review information to drive improvement.

Conclusion

Te Kura Kaupapa Māori o Ngāti Rangi is in Ōhakune. Students have a strong understanding of their customary environment. They show an interest and enthusiasm for learning and they confidently accept responsibility. They acknowledge their place in the Māori world and in the wider world. Students demonstrate meaningful relationships with others.

When is ERO likely to review the kura again?

The next ERO review of Te Kura Kaupapa Māori o Ngāti Rangi will be over the course of one-to-two years - Te Pūpuketanga – Development Evaluation.

Findings

This kura is located in Ōhakune. The staff and whānau are making sound progress to improve the quality of education in the kura and address the key areas for development identified by ERO. Students are happy and confident in their kura environment. They are engaged in learning and experience success in a range of ways.

1 Background and Context

Te Kura Kaupapa Māori o Ngāti Rangi is located a short distance from Mount Ruapehu in the small town of Ōhakune. The kura is part of a larger community complex that includes Maungārongo marae, the kōhanga reo and health services. The whānau foster a strong sense of pride and belonging for students. Their goal is to provide a positive and secure environment, which encourages students to strive for excellence.

The special character of the kura is guided by the teachings of their ancestors including the language and dialect of Ngāti Rangi. Students know about their links to the environment and their iwi. Student appreciate their local context and the natural environment. They participate in cultural, sporting and iwi activities in their local area, and frequently travel to events across New Zealand.

The purpose of this review is to evaluate the progress made by the staff, board of trustees and whānau to address the areas for review and development identified in 2013. These areas included relationships between adults, the use of te reo Māori, analysis of student achievement information, curriculum implementation and assessment, staff appraisal and understanding of Te Aho Matua.

2 Development

To what extent are students engaged in learning and experience success?

Students are engaged in learning and experience success in a range of ways.

Te Ira Tangata

Students are happy and confident in their kura environment. They respect each other and warmly welcome visitors into the kura. Through their daily routines and activities, students learn about and reinforce their whakapapa connections to each other. Adults model positive interactions and relationships for students. Students’ sense of identity is nurtured.

Te Reo Māori

Most students can express themselves in te reo Māori. They hear good models of the local dialect. At times, English is spoken by students and they are encouraged to speak te reo Māori while at kura. There is some interest from whānau to introduce a formal English language programme however, no decision about this had been formalised.

Students learning, progress and development in literacy and numeracy is monitored and reported to the board. Teachers regularly collate and analyse information. Teachers have participated in relevant professional development. Students and teachers are supported by an experienced Resource Teacher of Māori who is based at the kura.

Ngā Iwi

Students learning and progress is monitored and reported by teachers. Teachers are gathering information about students’ development and progress in relation to their extensive learning experiences. Further work is required to improve the collation and organisation of assessment information by teachers.

Staff has continued to refine the framework for their strategic plan and local curriculum. This included a whānau workshop to review the alignment of kura strategic planning, curriculum, iwi aspirations and Te Aho Matua. They have discussed outcomes for students, whānau contributions and specific learning kaupapa. Teachers draw on their personal experiences and knowledge to plan kaupapa for students.

Āhuatanga Ako

Students benefit from ongoing professional development for teachers. Through appraisal, teachers are supported to identify areas of their practice that require development. A key area for development has been assessment practices, in particular the analysis and interpretation of student achievement information.

Leadership and management

The principal has adapted the reporting to the board to focus on student outcomes, reflect Te Aho Matua and improve communication. The principal’s appraisal is being carried out by an experienced principal from another local kura kaupapa Māori.

Governance / Whānau Whakahaere

The board of trustees has sought external support to learn more about effective governance. They know the importance of their roles and would like to encourage more whānau members to actively participate and contribute to the governance of the kura.

Next steps
  • extend whānau understanding of Te Aho Matua and how to give effect to those principles
  • implement practical strategies that can be used in kura and at home to strengthen the use of te reo Māori
  • engage parents and whānau to help plan and deliver learning experiences based on their local curriculum
  • refine the collation and management of evidence about student learning and progress.

3 Self Review and sustainable performance

To what extent does self review inform effective decision making and position the whānau for sustained performance?

Self review practices are developing. The board is committed to improving the quality of education in the kura and strengthening their capability for effective kura governance. The whānau and staff sought support from Te Rūnanga Nui o Ngā Kura Kaupapa Māori o Aotearoa to enhance their knowledge of Te Aho Matua.

The quality of relationships between adults in the kura has improved since the previous ERO review. As a small community, it is critical that parents, whānau and staff work collaboratively to sustain improvements and continue to extend their self review practices. They acknowledge the ongoing work required as a kura whānau, staff and board to ensure their vision for the kura is achieved.
