1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Ara Whānui Kura Kaupapa o Ngā Kōhanga Reo o Te Awakairangi (Te Ara Whānui) is located in Lower Hutt, Wellington. The kura has strong links with kōhanga reo and marae within this area. There is a core group of long-serving staff and whānau members. A commissioner continues to work with the whānau as they work to develop an alternative constitution that aligns to their unique context.

3 Evaluation Focus

How well do learners demonstrate confidence and a sense of belonging?

Learners are confident in their identity and comfortable in their environment.

4 Findings

Learners enjoy a positive and nurturing environment. The kura values of whanaungatanga, awhi, kaitiakitanga and aroha underpin all activities. Tuakana teina relationships are evident. Kaiako provide opportunities for all learners to lead activities such as mihimihi, karakia and waiata. Learners interact positively with their peers and kaiako. They treat others with respect and care. A range of new initiatives have been introduced that promote holistic wellbeing for learners in the development of mindfulness. Bikes in Schools and Learn to Swim encourages learners to be active and energetic. Māra kai, recycling and zero waste support provide kaitiakitanga opportunities for learners. Learners appear happy and settled in their learning.

Learners are supported to achieve success. Student achievement data shows that most learners in years 1-8 are at or above expected levels in core curriculum areas. Strategies and initiatives have been implemented to provide additional support to identified learners. This has resulted in accelerated achievement across the kura teina. All senior students have individual learning plans which are linked to vocational pathways. There are also opportunities for learners to initiate and complete tertiary qualifications whilst at kura. Devices and digital tools are well utilised across the kura to support and enhance learning. Learners are confident.

There is a distributive model of leadership. In the absence of a Board of Trustees, the tumuaki has provided stability and guidance for the kura. Collectively, there are high expectations for staff performance, student achievement and whānau development. A key focus for the kura leadership is succession planning. Several raukura have returned as kaimahi and kaiako. Experienced kaiako have been retained to provide professional support. Their expertise is also utilised in the learning support programmes.

There is a culture of reflective practice in the kura. Strategic goals are monitored and reported on regularly. Policy review is regular to ensure legislative requirements and changes are met. End of year reports across all areas of operations inform annual targets. Systems for gathering and reporting on student achievement are well established.

The kura transitioned back to Year 13 in 2017. The 2018 results showed that there were concerns with student achievement. Since then the kura has improved the success rate considerably. They have a 100% pass rate in NCEA Levels 1-3 for the current small cohort of students who have been able to attain tertiary qualifications from Te Wananga o Raukawa.

Kura identified areas for development

The kura are still refining practices and learning spaces to cater for the kāhui kura for Years 8-13. Plans are complete for the new buildings and transition arrangements are being developed to include the proposed new spaces and year groupings. The kura is aware of the need to monitor, evaluate and report on developments and progress for this cohort of students during the changes. They are preparing for the growth in the number of students coming in the near future. Students will have enhanced learning opportunities.

Stable governance is still to be established. The kura is working with the support of the Commissioner to finalise their alternative constitution. They aim to complete this before the end of 2021 and begin implementation in 2022.

5 Assurance on Legal Requirement

Actions for Compliance

Before the evaluation, the Commissioner and Tumuaki completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the evaluation, ERO contextualised the purpose to the reader and checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

6 Recommendations

ERO and the (kōhanga reo whānau/kura board) developed the following recommendations:

  • continue to monitor, evaluate and report on changes in the kāhui kura
  • continue to work with the Commissioner and whānau to finalise an alternative constitution model of governance.

Context

Te Ara Whānui Kura Kaupapa o Ngā Kōhanga Reo o Te Awakairangi is located in Lower Hutt, Wellington. Te Ara Whānui Kura Kaupapa o Ngā Kōhanga Reo o Te Awakairangi was established to provide a Māori medium pathway for students who attended kōhanga reo in the Hutt Valley area. The kura has strong links with kōhanga reo and marae within this area, and there is a core group of long-serving staff and whānau members.

In 2015, Te Ara Whānui Kura Kaupapa o Ngā Kōhanga Reo o Te Awakairangi was re-designated to become a Year 1 to 13 composite school with a transition period of three years. The reclassification has contributed to an increase in the number of students attending the kura from 178 at the time of the previous ERO review, to the current roll of 248 students. This includes 35 students in Year 9 to 13 classes.

Over recent years, there has been a sustained focus on developing programmes and initiatives that enable students to become self-managing learners equipped for the 21st century. This has included implementing approaches that are future focussed and personalised to the interests of individual students, and underpinned by whanaungatanga, awhi, kaitiakitanga and aroha.

Students are well supported to know their identity as Māori, and develop knowledge and skills to become confident and successful citizens.

Findings

1 Learning and engagement

Students learn in ways that promote, celebrate, and support the whānau aspiration for students to live as Māori. Kaiako are confident speakers of te reo Māori who support students to participate in and extend their understanding of tikanga Māori. The kura maintains close relationships with local kōhanga reo, marae and other kura Māori. These connections grow the capacity of the local Māori speaking community, sustain whanaungatanga and promote the benefits of learning in a Māori immersion setting. The tikanga used in classrooms and across the kura underpins ako as a reciprocal practice in kaupapa Māori education. Students’ identity and language as Māori is affirmed.

Students are provided with a positive learning environment that reinforces their sense of place. The kura curriculum reflects the aspirations of the whānau, with community involvement and resources identified to guide learning. Physical spaces in the kura are named to represent key local landmarks, and other rooms in the kura are dedicated to the memory of significant elders of the kura. Students learn about their role as kaitiaki within the kura and the wider environment. The focus on the environmental sustainability includes maintaining a māra kai, fruit trees and worm farm at the kura, as well as dedicated expertise to support student learning in these areas. There are clear policies and practices in place to promote the confidence, wellbeing and engagement of students in the kura. Students are secure and settled in the kura environment.

Students’ physical and emotional wellbeing is a priority in the kura. Staff make sure they understand the needs of all children from the time they are first enrolled. Health and social services are available in the kura so that students can receive medical care and, as appropriate, whānau have access to additional support and funding. Staff provide a focused and considered approach to the wellbeing of all students. A range of programmes are provided to assist and extend students’ learning in areas such as te reo matatini, music, art, dance, and English transition classes to prepare for NCEA English. Students are nurtured with respect and care.

Students develop skills and confidence to use digital technology in their learning. The agile use of digital technology is promoted widely across teaching and learning programmes. This is particularly evident for students from Years 6 to 13 who are each provided with their own chromebook. Kaiako use digital technology as part of their teaching, and are developing their own knowledge of Hangarau Matihiko to do this more effectively and efficiently. Digital reporting about student learning and progress in the form of e-Pūrongo is implemented across the kura. The kura also has its own radio station which is run by students, and maintains a relationship with the local iwi radio station. Students are developing skills to become respectful and responsible digital citizens.

Students’ learning is enhanced by the involvement of their whānau in the life of the kura. Parents, whānau and the community are welcomed and involved in kura activities as respected and valued partners in learning. Strategic relationships and communities of practice have been fostered to extend the range of learning opportunities and future pathways for students. Leaders and teachers actively participate in whānau and community events which maintains the profile and visibility of the kura. There is regular communication and engagement with whānau. Partnerships with whānau and the community are valued.

2 Teaching and achievement

There are models of good quality teacher practice within the kura where students benefit from programmes of learning that are well planned and implemented. In these classrooms, kaiako use a range of approaches to ensure students are actively engaged and challenged, including maintaining clear routines and expectations for learning, and planning consistent blocks of learning that are well paced and purposeful. They also incorporate a deliberate mix of language acquisition to increase student use and enjoyment of te reo Māori.

Assessment data is collated, moderated and reviewed to identify students requiring additional support. This information contributes to school-wide positioning documents which enable kura leaders and kaiako to prioritise and target learning support and intervention. Kaiako regularly report to the tumuaki about outcomes for students in te reo matatini and pāngarau, as well as for NCEA. Additional support is provided by the SENCO as well as kaiako tautoko and specialist resource teachers. Student academic achievement and progress is monitored.

Achievement information for students in Years 1 to 8 shows that improvement has been made in pāngarau and te reo matatini. A holistic view of the strengths, needs, and interests of individual students is considered as plans are implemented to accelerate achievement and success. A range of targeted initiatives are available, including literacy and numeracy interventions, to assist specific students and groups of students who are not yet at their expected levels of progression and achievement.

Achievement information for students in Years 9 to 13 shows steady progress towards completing NCEA qualifications. Year 9 and 10 students have a structured learning programme in place, and have opportunities to work towards completing credits for NCEA Level 1. Year 13 students have completed NCEA Level 1 and 2, and are completing NCEA Level 3 this year. A small group of senior students continue to work towards completing tertiary qualifications in mātauranga Māori at Te Wānanga o Raukawa.

Senior students in Year 9 to 13 consider and plan their future pathways. Individual learning plans are based on students’ interests and career aspirations. Opportunities to explore potential career interests are encouraged. The kura has established partnerships with organisations such as Te Aho o Te Kura Pounamu, Te Wānanga o Raukawa, WELTEC and other community organisations to support entry into tertiary-level studies, trades academy, or further training. All Year 13 students are engaged in an academic career pathway.

3 Leadership

Leaders in the kura build relational trust and support collaboration. The leadership structure promotes an inclusive environment for the whānau and community. Roles and responsibilities are assigned to team leaders who share their individual strengths and experience with others. They work well together to provide stability and instil a culture of professional excellence. There is a shared commitment by kura leaders to uphold the founding vision of the whānau and community for the kura.

Kaiako are well supported by kura leaders to continue their professional development and capability building. There is a comprehensive appraisal system linked to the new standards for the teaching profession. Ongoing professional support and guidance, including observations and critical feedback, is provided for kaiako to gain and maintain a full practising certificate. Kura leaders draw upon expertise within the staff to build internal capability, and support succession planning.

4 Governance

In 2017, the board of trustees sought support from the Ministry of Education to resolve issues relating to decision-making processes at governance and leadership levels. As a result of this, it was agreed that the board of trustees be dissolved. A commissioner was appointed to guide the kura into its next phase of development.

The commissioner and the principal meet regularly to discuss governance and leadership tasks, and ensure the day to day operations of the kura are maintained. The commissioner continues to work with the kura whānau and leaders. A priority for the commissioner is to support the kura whānau to design a sustainable model of governance that reflects the integrity and proud history of this kura.

5 Identified areas of development

Te Ara Whānui Kura Kaupapa o Ngā Kōhanga Reo o Te Awakairangi is committed to maintaining a strong community of practice where ongoing improvement to support student success is sustained, and staff can continue to grow and challenge themselves to be critically reflective and effective practitioners. To support this, the key next steps include the following:

  • seek ways to maintain and further strengthen the current provisions for targeted planning and actions for students who require additional learning support or extension
  • continue to adapt the tools and rubrics developed within the kura to collate, analyse and interpret achievement data, so that these evolve in line with ongoing developments and the kaupapa of the kura
  • refine internal processes to moderate, track and report student achievement so these are well implemented and managed by all kaiako to enhance student success at classroom level
  • consider how effective teaching practice within the kura can be promulgated more cohesively to ensure students at all levels have high quality learning experiences.

6 Board assurance on legal requirements

Before the evaluation, the board of trustees and principal completed the Board Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the evaluation, ERO checked the following items because they have a potentially high impact on student safety and wellbeing:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration and certification
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • compliance with the Vulnerable Children Act 2014.

ERO did not identify any areas of non-compliance.

7 Recommendation

ERO has developed the following recommendation:

  • continue to work alongside the commissioner in the design of a governance model that will be enduring and true to the foundation kaupapa of the kura.

When is ERO likely to evaluate the kura again?

The next ERO evaluation of Te Ara Whānui Kura Kaupapa o Ngā Kōhanga Reo o Te Awakairangi will be within 3 years.
