1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Mana Reo – te reo Māori

  • Planning and Evaluation

  • Learning – planning, monitoring children’s learning, programme evaluation and personnel

  • Whānau Management – personnel, internal evaluation

  • Areas of non-compliance – child behaviour management practice

  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Matawaia is next to Matawaia Marae in Northland. The local iwi is Ngāti Hine.

Since the previous ERO report 2015 there are new whānau who are learning about the kaupapa of kōhanga reo. They have identified priorities for learning including te reo Māori and children’s emotional and physical wellbeing. Kaimahi practices related to programme planning, delivery and the provision of learning resources has improved.

Te Kōhanga Reo National Trust (TKRNT) continues to support whānau in critical areas of kōhanga reo management.

3 Findings

Children’s te reo Māori is a priority for the whānau. Kaimahi and whānau plan learning programmes to increase te reo Māori. Kaimahi identify new vocabulary in their planning to meet children’s te reo Māori capabilities. They promote karakia, hīmene, waiata and pepeha to encourage children’s use of the language. Kaimahi support children to learn from each other and to use actions to express the meaning of words. Children participate in marae activities where they hear te reo Māori in a formal context. Children are becoming increasingly confident in te reo Māori settings.

Children’s emotional and physical wellbeing is now carefully monitored by the whānau. Kaimahi and whānau have a shared understanding of children’s wellbeing and care in order to improve their practices. Strategies to promote positive behaviour in the daily programme are in place. Children’s safety is paramount.

Children’s individual needs are catered for. Kaimahi follow a planning process to guide practices. The planning framework is based on Te Whāriki and children’s learning goals. Learning activities are enhanced by waiata, games, kīanga and mahi toi. Kaimahi provide a range of resources for children. Children appear to enjoy learning.

Areas for further development

Kaimahi do not identify children’s progress, regularly report to parents, or evaluate the learning programme is inconsistent. While kaimahi have made changes to their assessment and monitoring practices they are yet to make good use of the information that they gather.

Self-review is ineffective. Whānau do not carry out self-review across all areas of the kōhanga reo. Meetings minutes are not formalised to inform decision making. Personnel policies and procedures have not been implemented. Kaimahi employment documentation related to contracts and police vetting are incomplete. Consequently kaimahi reports about outcomes for children are not used to improve the quality of learning.

4 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure suitable personnel management practices including staff appraisals are implemented
    [R47, Early Childhood Education and Care Centres 2008, Licensing Criteria, GMAS 7]

  • ensure all those working with children at kōhanga reo are police vetted.
    [S319D Education Act 1989]

5 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • develop and implement employment contracts for all kaimahi

  • kaiako to complete appraisal

  • complete police vetting of kaimahi

  • strengthen assessment and programme evaluation

  • strengthen self-review

  • continue to receive support from TKRNT. 

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Matawaia will be within two years.

1 Context

Te Kōhanga Reo o Matawaia is located next to Matawaia Marae in the small rural community of Matawaia. Children and whānau are related and know each other well. They affiliate to Ngāti Hine and have close connections to the wider area of Motatau and Pipiwai. Whānau members have a long association with the kōhanga reo.

Significant historical land marks and special natural features surround the kōhanga reo and are important aspects of children’s learning.

The previous ERO report identified positive developments with the children’s learning programme, whānau management, assessment practices, property matters and programme evaluation. The report recommended that whānau continue to develop and use self review to inform them about the progress of their planned objectives.

2 The Review Findings

How well do children learn and grow in the unique context of their kōhanga reo, marae and community?

Children’s learning and development is not well supported.

Ngā Taumata Whakahirahira

Children are energetic and keenly engage in set activities. They are attentive and responsive during formal learning sessions. Children carry out their daily routines confidently. The older children independently manage their learning while teina observe and follow. Children enjoy socialising with each other.

Children engage well with whānau and kaumātua who often visit the kōhanga reo. Close family ties and connections help strengthen whanaungatanga. The children’s learning environment includes the indoor spaces, the outdoor playground and natural bush that surround the kōhanga reo. Children are well supported by whānau.

Key Next Steps

Children choose to speak English during the learning programme. Although children respond to te reo Māori in formal interactions and activities with kaimahi, they continue to use English with their peers. The local dialect is a strong feature of the kōhanga reo. It is important that whānau and kaimahi focus on increasing the use of te reo Māori in everything that the children do.

Children do not have a challenging, high interest programme that caters for their individual learning needs and interests. Kaupapa ako activities are adult-directed and are not exciting or stimulating. Activities are not well organised or set up to cater for children. It is important that kaimahi give serious attention to the planning, delivery and resourcing of the learning programme.

Planning and Evaluation

The day to day management of the kōhanga reo is adequate. Whānau have standard documentation and management systems, policies and procedures in place to guide them. The administrator works hard to manage finances, keep whānau informed and support the daily operation of the kōhanga reo.

Key Next Steps

Children are at times exposed to unnecessarily firm discipline. Internal review indicates that whānau acknowledge this approach as unacceptable. It is critical that whānau and kaimahi determine the most appropriate and positive ways of interacting with and supporting children in their learning. Whānau must take all reasonable steps to ensure the emotional and physical wellbeing of children at all times.

Children’s kaupapa mahi lacks clarity. Kaimahi only provide a basic overview of the programme. Learning experiences are not regularly evaluated and there is no information to show how effectively the programme is meeting the learning needs and interests of children. Consequently, children are disadvantaged in their learning.

Children’s progress is not clearly assessed or monitored. Assessment is based on children’s profile books. These contain a collection of work samples and templates for art and craft work. These samples do not include annotations to describe what gains children have made. There is limited information to show what children are learning and how well they are making progress.

Whānau do not have the capacity to make urgent improvements to support children’s learning, development, health and safety. A recent internal review carried out by a whānau member identified key areas for improvement throughout the kōhanga reo. Whānau are yet to develop an action plan to prioritise and address these areas. Concerns included kaimahi practice, children’s wellbeing, teaching and learning resources, the children’s learning programme and kaimahi development. These matters have a direct impact on children’s learning.

Whānau hui minutes do not have sufficient detail of discussions and decisions about concerns that are raised at meetings. Personnel management including staff absences are not managed well.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified the following areas of non-compliance. To improve current practice the whānau must:

  • plan, implement and evaluate a learning programme that is designed to enhance children’s learning and development through the provision of learning experiences that a) respond to the learning interests, strengths, needs and capabilities of children and b) provides a positive learning environment for children

  • ensure that there is an ongoing process of self review to help the kōhanga reo to improve the quality of education and care that children receive

  • ensure children’s health, safety and wellbeing, and kōhanga reo premises, facilities and equipment are kept in good repair, maintained regularly and are free from hazards

  • operate in accordance with the hours and days stated in the licence issued by the Secretary of Education.

4 Recommendation

ERO recommends the whānau and kaimahi seek the urgent support of TKRNT and develop a specific action plan to guide the work required to address all the areas for improvement and development identified in this report.

Conclusion

Te Kōhanga Reo o Matawaia is in a unique setting within the tribal area of Ngāti Hine. Children hear te reo o Ngati Hine throughout the day and enjoy being at kōhanga reo. However, this review finds a number of key areas about education and care that need urgent attention.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Matawaia will be within one year.
