1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Waikare is in a rural community east of Kawakawa in the Far north. It is licensed to cater for 30 mokopuna including 10 under two years of age at any one time. Most kaimahi are whānau or are related to whānau. Most mokopuna continue their learning journey at Te Kura-a-Iwi o Waikare.

ERO’s February 2022 evaluation of whakahaere practises found programme evaluation required strengthening for kaimahi to know how well the programme responded to all mokopuna’s interests, strengths and needs.

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna show whanaungatanga well through their cultural connections and meaningful interactions with others.

4 Findings - Mana Mokopuna

Mokopuna are immersed in an environment based on Te Kapotai and hapū values of manaaki and aroha. Tangata whenua roles and responsibilities are modelled by kaumātua and kuia. This ensures that mokopuna are being prepared for their eventual roles as kaitiaki o Te Marae o Waikare and other surrounding marae. Mokopuna actively participate in and demonstrate spiritual connections to atua through karakia and hīmene. Kaumatua presence enables exposure to te mita o te iwi, knowledge and pūrākau. This promotes stories from Te Kapotai and local language being passed down to mokopuna. Kaimahi incorporate pepehā into mokopuna learning through waiata, resources and play. This affirms mokopuna connections to significant cultural icons. Tikanga and kawa guide interactions with whānau, hapū and iwi. Mokopuna are developing an understanding of whakapapa connections.

Mokopuna develop and experience meaningful relationships with others. Mokopuna are loved and praised for their efforts and achievements. This builds their confidence. Mokopuna are aware of manuhiri presence and interact positively with them. They are caring and kind to others. Kaimahi encourage mokopuna to work collaboratively. Mokopuna interact in gentle ways towards their peers. Mokopuna openly express their whakaaro. They are learning to communicate by sharing their thoughts with others through whakawhiti kōrero, body language, facial expressions and imaginative play.

Mokopuna are nurtured in an environment that promotes curiosity and exploration. Kaimahi use prompts to extend mokopuna thinking and understanding. Kaimahi consistently model aroha, manaaki and tiakiTuakana show initiative in their responsibilities by nurturing and caring for their teina. This encourages teina to be responsible and tuakana to show care and affection to others. Kaimahi provide a variety of resources that stimulate mokopuna interest and exploration. Mokopuna are loved, confident learners.

Programme evaluation processes have been strengthened since the Mana Whakahaere report was confirmed. Kaimahi discuss the learning programme during their hui with a view to improving it. Evaluative discussions are documented. Kaimahi ask and answer evaluative questions that lead to changes to the programme. Mokopuna now experience an improvement focused learning programme. 

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that whānau continue to strengthen their internal evaluation processes.

2 Context

Te Kōhanga Reo o Waikare is located next to Te Marae o Waikare. Whānau have overcome a number of recent challenges through their whakapapa connections to one another. There is a close association with Te Kura o Waikare where some mokopuna enrol following graduation. Some whānau travel vast distances to attend the kōhanga.

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna demonstrate whanaungatanga in an environment well-managed by whānau with strong connections to one another.

4 Findings - Mana Whakahaere

Whanaungatanga based on awhi and aroha provides a foundation for whānau management of their kōhanga reo. Intergenerational connections and modelling tikanga brings wisdom from past decades into the present day to support kōhanga reo operations, whānau thinking and mokopuna learning. Whānau celebrate significant events and a variety of kaupapa with mokopuna that reinforce and strengthen their connections to one another. Mokopuna share learning at home with whānau that strengthens whānau bonds and the kaupapa o te kōhanga reo.

Whānau collaboratively manage the kōhanga in the interests of the mokopuna. Hui whānau are well attended, decision making processes are in place. Whānau have a good understanding of their roles and responsibilities. They identify long-term priorities and review the charter, policies and procedures. Finances, personnel management and administration are well attended to. An annual plan details a range of whanaungatanga activities across the calendar year, as well as timeframes for regular operational matters.

Programme planning processes are cooperative. This includes mokopuna regular attendance at Te Kura o Waikare which enables interactions with tuakana and eases transition processes. Mokopuna regularly interact alongside whānau and others on the marae. Mokopuna learning is regularly reported to whānau during hui. Internal support is in place to strengthen assessment practices.   

Key Next Steps

Programme evaluation requires strengthening. Kaimahi hold regular hui to discuss the learning programme. The next steps are to reflect on what the successes are, what didn’t work, what needs to happen to improve the quality of the programme and document these discussions. This will strengthen evaluation and focus on improvements to support a responsive programme.
