This report reflects their systems, operations and management practices. ERO’s reports provides important information for hapū and iwi

2 Context 

Te Kōhanga Reo o Te Roopu Whanau is in Kaitaia, Northland. Whānau have strong links to Muriwhenua and Te Rarawa. They are preparing to celebrate their 40 years of operation in the new year and share a collective aspiration to maintain the growth of te reo Māori me ōna tikanga for mokopuna

3 Evaluation Focus

How well do whānau processes and systems support positive outcomes for mokopuna?

Whānau processes and systems cater to the interests of mokopuna.

4 Findings - Mana Whakahaere

Whānau have processes and systems to manage the routine tasks of kōhanga reo operations. Hui ā whānau are held and attended. Discussions include reporting across aspects of management and operations. Health and Safety registers are prioritised to ensure mokopuna wellbeing. Mokopuna are at the centre of whānau decision making. 

The whānau strategic plan is informed by Te Ara Tūāpae and provides clear direction for future prosperity. Long term priorities include a focus on growing te reo Māori, increasing whānau participation and expanding facilities. An annual plan supports whānau to complete and monitor administrative tasks in a timely manner. Mokopuna potential is at the heart of long-term planning.

Kaimahi have established processes for planning and assessment. They come together to design a range of learning experiences that incorporate the aspirations of whānau. The mahere ako is aligned with the principles of Te Whāriki a Te Kōhanga Reo and details clear objectives and outcomes for mokopuna. Planning is in place and integrates a variety of activities and resources to reinforce learning. Kaimahi utilize Te Mātai Mokopuna to monitor the growth and development of mokopuna overtime. Individual profile books capture and highlight mokopuna progress, experiences, and learning. Mokopuna benefit from child centred planning and assessment.

Key Next Steps

At the time of the Mana Whakahaere review, the whānau acknowledged the need to strengthen policy review. They have agreed to supply reviewed and ratified key health and safety policies and procedures during ERO’s onsite review. Mokopuna would benefit from focused approaches. 

Programme evaluation requires strengthening. While kaimahi discuss the daily running of the kōhanga reo, conversations about what is working well and what can be changed to enhance the quality of the learning programme are not being recorded. Mokopuna would benefit from approaches that inform ongoing improvement. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance 

To meet compliance requirements they must: 

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis.

6 Recommendation

ERO developed the following recommendations that whānau:

  • continue to work alongside the district office to address the key next steps and non-compliance element outlined in this report 
  • make all relevant documentation for personnel matters and updated policies available during the onsite visit.

2 Context

Te Kōhanga Reo o Te Roopu Whānau is in Kaitaia. The whānau have strong links to Te Rarawa and their local Marae. Several kaimahi are new to their roles, since ERO’s previous evaluation.

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna demonstrate whanaungatanga well in an environment that supports their connections to each other.

4 Findings

Mokopuna are immersed in te reo me ōna tikanga Māori as part of their kōhanga learning experience. Mokopuna display and experience whanaungatanga through their relationships, interactions, and connections with whānau. There are opportunities for mokopuna to lead karakia and waiata during pōwhiri. Kuia and kaumatua provide authentic local te reo Māori. Mokopuna enthusiastically engage in a flexible learning programme that encourage respectful interactions with peers and adults.

Kaimahi consider the differing interests and needs of mokopuna to inform programme planning.  Kaimahi detail kaupapa whānui and kaupapa whāiti in their planning, including Atua Māori. Planning includes whānau input and is supported by local expertise. Planning, links to Te Korowai and Te Whāriki o Ngā Kōhanga Reo. Mokopuna experience a programme that stimulates their interests and engagement.

Mokopuna engagement, progress and learning are shared with whānau through their individual portfolios. The new team of kaimahi continue to build their understandings of effective assessment practice. Mokopuna benefit from a learning programme that enhances their holistic development.

Kaimahi regularly reflect on and discuss mokopuna interests and progress. They know mokopuna well and adapt learning experiences and activities daily to respond to their current interests or needs. Formalised programme evaluation is not yet in place. Kaimahi should be better positioned to cater for and extend mokopuna learning and reo Māori development when they know what aspects of the programme are working well for mokopuna and their whānau, and where further improvements are needed.

Mokopuna benefit from whānau whakahaere decisions to resource the kōhanga well. However, aspects of operation require improvement to be assured mokopuna are learning in a safe physical environment. Review of policies, procedures and practices related to health and safety have lapsed in recent years and require urgent attention. Kaimahi with support from district managers should:

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

To meet compliance requirements, they must: 

  • review and update all health and safety policies and procedures to ensure all health and safety requirements for emergency evacuation drills, sleeping, hazards, administering prescription and non-prescription medicines and notifying accidents and incidents are met and maintained for children

Evaluation

Te Kōhanga Reo o Te Roopu Whānau is in Kaitaia. Whanaungatanga underpins relationships for children and effectively supports their learning. The kōhanga reo whānau understand there are key priorities for development to enhance the management of the kōhanga reo that will benefit children and their whanau.

The next ERO review of Te Kōhanga Reo o Te Roopū Whānau will be in three years.

1  Context

Te Kōhanga Reo o Te Roopu Whānau is in Kaitaia. Most children and whānau come from the local community. Parents and grandparents are keen to be actively involved in their children’s time at kōhanga reo.

2  The Review Findings

How well do children express whanaungatanga?

Children express whanaungatanga well. Infants and toddlers are immersed in a nurturing whānau learning environment.

Ngā Taumata Whakahirahira

Children learn te reo Māori alongside their whānau. Kaiako use a range of effective language strategies such as prompts, modelling and questions to support children to communicate in te reo Māori. Children learn new kupu, phrases and sentences and share these with their whānau. Kaimahi talk to children as they work and ask questions to encourage responses in te reo Māori. Children have opportunities to hear the language used in formal settings such as hui on the marae. They show respect for and an understanding of tikanga for different purposes. Children are well supported as developing speakers of te reo Māori.

Children are embraced in whanaungatanga. They experience positive, caring and respectful relationships with adults and other children. Unsettled children are redirected with affection and care. Older children are eager and well supported to fulfil expectations of them. Children are keen to show their ability to lead activities. Adults often praise and encourage children’s efforts and achievements. Children are happy and settled at kōhanga reo.

Children participate in a colourful, vibrant and well organised learning environment. They learn to work on their own and with others. Children enjoy well supervised and energetic play outdoors. Babies have a designated area where they can investigate their environment and resources. Individual children use their imagination throughout play activities. The learning programme is thoughtfully planned to meet the broad range of needs and interests of the children. Children are confident learners.

Children are aware of the natural and physical environment. There are frequent opportunities for children to make connections to their environment through maara kai activities and trips to the moana and ngahere. Children learn te reo Māori me ngā tikanga relating to these contexts. They identify atua Māori responsible for different realms and how they relate to the world around them. Children are developing an appreciation and respect for the natural, physical and spiritual worlds. 

Planning and Evaluation

The kōhanga reo is adequately managed by whānau in the interests of children. Whānau hui are regularly held to report on and monitor the monthly performance of most areas of the kōhanga reo. Kaimahi are well supported in all aspects of their employment including professional development. Appraisal of kaimahi has begun for this year. Whānau members are keen for continual growth and improvement of the kōhanga reo kaupapa for all. Whānau and kaimahi maintain positive relationships across all areas of operations. Children benefit from a well managed kōhanga reo.

Programme planning supports children’s learning. Plans are displayed and visible to whānau and kaiako. Whānau have a strong interest in their children’s learning at kōhanga reo. They contribute ideas and support to planning. Activities and learning experiences are based on authentic iwi contexts,Te Whāriki and relationships. Plans are a good guide for kaiako to support children and their learning. Children’s interests are included in planning.

Key Next Steps

Assessment practice and information is limited. Children’s portfolios are yet to show more information across Ngā Taumata Whakahirahira. It is not clear how children’s emerging and developing language is used and expressed at kōhanga reo. Children’s learning and development is not well monitored.

Programme evaluation is still developing. Learning experiences for groups and individuals are not reviewed to determine productive outcomes for children. Kaimahi agree there is a need to strengthen programme evaluation to focus on what works well and what can be improved. They also acknowledge that reporting to whānau at monthly hui does not currently include documented and well considered information about the learning programmes, and outcomes for children.

Reporting to whānau across all areas of kōhanga reo operations is weak  . Whānau are not well informed on all health, safety and property maintenance records, and the tutohinga policies and procedures. There is little information to show is how much progress is being made with planned short and long term goals. Whānau members recognise that internal review and reporting practices need strengthening in order to better monitor all areas of management and operations.

3  Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. ERO identified the following area of non-compliance which must be addressed. The service provider must ensure that:

3.1   adults providing education and care for children are familiar with relevant emergency drills, regularly carry these out with the children and record this information.

4  Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • strengthen and raise the quality of internal evaluation for all areas of the kōhanga reo and use this information to report to whānau regularly on the performance of all areas of the kohanga reo, including priorities planned in the strategic plan.

2 The Education Review Office (ERO) Evaluation

Te Roopu Whānau is located on property owned by the Kaitaia Māori Committee. The kōhanga reo, while it occupies a relatively new building, utilises the grounds of the previous kōhanga reo building for maara kai activities. It is well supported by the Māori Committee and wider community.

Children are happy and encouraged to play and explore. They select activities from a wide variety of resources. Children are focused and engaged in play that stimulates their physical, social and intellectual development. Small and large group activity take place in a well resourced learning environment.

Kaimahi have consistent expectations for the use of te reo Māori. They use every opportunity to engage children in supportive and encouraging conversations. Kaimahi use repetition, body language, actions and words to support children’s participation. Children’s knowledge and use of te reo Māori is developing.

The whānau have effective systems in place to manage operations. All health and safety documentation is in place and whānau ensure practices are adhered to. Financial management is effective.

The whānau understand the importance of self review. Robust discussions contribute to sound reporting systems. Self review procedures are established and monitored.

A strategic plan is in place to guide the future direction of the kōhanga. Appropriate systems assist whānau to progress their aspirations and goals. Targets are monitored. Whānau review the strategic plan regularly.

Whānau are good employers. They have a clear appointment processes in place. Good support systems guide professional development of staff.

Te Kōhanga Reo o Te Rōpū WhānauThe detailed priorities for review were then determined following a discussion between the ERO review team and whānau. This discussion focused on existing information held by the kōhanga reo (including self-review information) and the extent to which potential issues for review contributed to positive outcomes for children at.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

4 Findings

Mana Tangata

Background

Te Roopu Whānau Te Kōhanga Reo chose Mana Tangata which includes‘supporting the needs of children’as the review focus. The focus encourages the practice of Māori concepts to increase children’s interest, exploration and creativity. The programme includes creative activities to encourage meaningful conversations with children.

Areas of good performance

Independent play. Children are well supported to engage in independent play. The kōhanga reo is well designed, spacious and accommodates the needs of children’s and whānau well. Children select activities from the wide range of resources provided. They interact well with their peers and kaimahi in the learning environment. They investigate and discover natural and physical resources in their learning and play. Children are focused and engaged.

Resources.Resources are used effectively to support children’s physical, social and intellectual development. Children share resources and use te reo Māori in their learning. The learning environment enables small and large group activity to take place.

Relationships.Kaimahi are focused on building positive relationships. They are relaxed and enjoy their interactions and work with children. They are enthusiastic about the activities they provide for groups and are aware of when it is time to change an activity. They use these opportunities to engage in supportive and encouraging conversations with children. Children know their kaimahi care for them.

Teamwork. Kaimahi work well as a team. They share leadership roles and contribute to taking care of children’s needs and routines. They use their unique skills and experience to ensure that children are well cared for. Children respond positively to kaimahi.

Te Reo Māori. Kaimahi have consistent expectations for te reo Māori. Children enjoy karakia, hīmene and waiata. They quickly learn new words. They engage confidently in conversations with kaimahi. Kaimahi use repetition, body language, actions as well as words to support children’s participation in meaningful conversations. Children’s te reo Māori is developing.

Planning and Evaluation

Background

ERO always evaluates the quality of planning and evaluation in kōhanga reo to determine the quality and extent, to which the kōhanga reo whānau plans, manages and monitors all areas on kōhanga reo operations for their children and whānau. Planning and evaluation includes programme planning and monitoring children’s development.

Areas of good performance

Whānau management.The whānau have appropriate systems in place to guide the management of the kōhanga reo. The history and charter provide a clear overview of the beginning of the kōhanga reo and the influence of the kōhanga kaupapa. The whānau have good communication with staff and are informed about what is happening in the programme.Whānau participate in healthy discussions to resolve concerns. Whānau are effective managers of their kōhanga reo.

Policies and procedures.There are appropriate policies and procedures in place to guide whānau practice. Whānau ensure health and safety practices are adhered to.

Self review.The whānau understand the importance of self review and self review processes are managed well. Regular reviews and monitoring of practices guide and support the kōhanga reo. Whānau engage in robust conversations and are focussed on improving kōhanga reo operations.

Strategic plan.There are good systems in place to support the aspirations and goals of the whānau. The whānau has an appropriate strategic plan which is reviewed regularly.

Financial management.The kōhanga reo is in a financially sound position. All financial reporting is clear and transparent with adequate systems in place to manage and monitor performance. Whānau receive regular reports.

Personnel.Whānau operate appropriately as good employers. Job descriptions and employment contracts are signed and ratified by whānau. Appraisals lead to relevant professional development for kaimahi. Whānau have designed a sound process for the employment of staff.

Programme planning. Children benefit from well planned learning experiences. The annual overview of planning reflects the seasons and ngā atua Māori. Seasonal planning is well thought through and aligned to the kōhanga reo context. Kaimahi and whānau contribute to programme planning.

Areas for development

Assessment and evaluation.Children’s individual profiles are in the early stages of development. The profiles can be enhanced by writing stories to highlight learning and identifying how to extend learning. Parent involvement in the assessment process may support kaimahi to plan for individualised learning and development. Formal programme evaluation should be used to inform improvements to the programme.

5 Whānau Management Assurance on Compliance Areas

Overview

Te Kōhanga Reo o Te Rōpū Whānau Before the review, the licensee, whānau and staff ofcompleted an EROKōhanga Whānau Assurance StatementandSelf-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following itemsbecause they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)

  • evacuation procedures and practices for fire and earthquake.

About ERO

ERO is an independent, external evaluation agency that undertakes reviews of kura kaupapa Māori and kōhanga reo throughout New Zealand.

About ERO Reviews

ERO follows a set of standard procedures to conduct reviews. The purpose of each review is to:

  • improve quality of education for children in kōhanga reo; and
  • provide information to parents, communities and the Government.

Reviews are intended to focus on outcomes for tamariki and build on each kōhanga reo self review.

Review Focus

ERO’s framework for reviewing and reporting is based on four review strands.

  • Planning and Evaluation– in particular the quality of planning and evaluation. This area is most likely to support long term improvement. Implicit in this is the quality of whānau management and the quality of education.
  • Kōhanga Reo Priorities– based onTe Whāriki,thewhānau through their management and programme, influence positive outcomes for tamariki.
  • Compliance with Legal Requirements– assurance that this kōhanga reo has taken all reasonable steps to meet legal requirements.

Review Coverage

ERO reviews do not cover every aspect of kōhanga reo performance and each ERO report may cover different issues. The aim is to provide information on aspects that are central to positive outcomes for tamariki and useful to this kōhanga reo.

Review Recommendations

Most ERO reports include recommendations for improvement. A recommendation on a particular issue does not necessarily mean that a kōhanga reo is performing poorly in relation to that issue. There is no direct link between the number of recommendations in this report and the overall performance of this kōhanga reo.
