1 Context

Te Kōhanga Reo o Rongomai is on the grounds of Rongomai School in Ōtara, Auckland. Whānau have made positive improvements to operational practices since the previous review. Their kuia provides valued support in te reo and tikanga Māori. The purapura and Te Kōhanga Reo National Trust (TKRNT) provide on-going support to the whānau.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children positively demonstrate whanaungatanga through their interactions and relationships with others.

Ngā Taumata Whakahirahira

Children experience meaningful relationships. Whānau have created an environment that promotes aroha, manaaki and tiaki. Children are trusting and respectful with kuia, adults and their friends. Tuakana model love as they interact with their teina. There is a high level of affection displayed amongst children. Teina learn about whanaungatanga from their tuakana. Kaimahi tend to the physical and emotional needs of the children. They embrace babies when they need and give older children attention and guidance to support their sense of self. Children show care and respect in their interactions with others.

Children are immersed in a te reo Māori environment. Kaimahi use a range of language strategies to support children’s language learning development. This includes prompting, modelling, and questioning. The kuia models a level of fluency which children and kaimahi are exposed to. Kaimahi encourage children to share their whakapapa with others. The older children can do this with confidence. Babies use facial expressions and body language to show understanding. Older children confidently lead karanga, karakia, waiata, and hīmene. Children are developing as beginning speakers of te reo Māori.

Children have opportunities to explore their learning environment. Kaimahi provide opportunities to participate in events alongside their purapura and Te Kura o Rongomai. This includes taking children on regular haerenga. Whānau can participate in aspects of the programme with their children. The learning environment is set up to support children to follow their interests. Kaimahi encourage children to choose their activities and resources to play with. Children move around the kōhanga reo with ease. They engage in play with enjoyment. Children are developing as confident learners.

Planning and Evaluation

Whānau manage their kōhanga reo well. The charter provides clear direction for the kōhanga reo to manage operations. Whānau have a system to monitor operations. Hui are regular and well attended. A range of reports are presented at whānau hui. Decision making carried out collectively. Whānau are well informed of what is happening with the kōhanga reo. Whānau show they are good employers. Personnel records are up to date. Children benefit from a kōhanga reo that is well managed.

Kaimahi have processes for programme planning and assessment. Whānau have a strong interest in their children’s learning. They contribute ideas and support planning. The learning kaupapa, goals and a range of learning experiences is identified in kōhanga reo planning. Individual profile books provide a record of children’s learning and progress. Kaimahi use mātai i te tamaiti to show the children’s learning within Māori contexts. Children’s learning needs are considered.

Key Next Steps

Programme evaluation is developing. Although kaiako and kaimahi discuss the learning programme, they do not record these discussions. There is currently no documentation of intended changes or changes made to the learning programme to extend children’s learning. Children will benefit from improved kaimahi evaluative practices.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • strengthen programme evaluation.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Rongomai will be in three years.

Te Kōhanga Reo o Rongomai is in Otara, South Auckland. The whānau has a sustained focus on building whānau knowledge and capability for the long term effective management of their kōhanga reo. Children are stimulated as early learners of Te reo Māori.

The next ERO review of Te Kōhanga Reo o Rongomai will be in three years.

1 Context

Te Kōhanga Reo o Rongomai is on the grounds of Rongomai School, Otara in Auckand. Children have opportunities to connect to their wider community. Partnerships with local groups have contributed to outdoor property developments, including the building of a maara kai for children. Long standing kuia of the kōhanga reo continue to play an active role in promoting te reo and tikanga Māori. The local purapura is highly supportive and comes together for professional sharing and celebrations. TKRNT continue to assist whānau with specific areas of management until such time that whānau are confident they can manage their kōhanga reo on their own.

2 The Review Findings

How well do our children express themselves through te reo and tīkanga Māori?

Children express themselves through te reo and tīkanga Māori with growing confidence, excitement and ability.

Ngā Taumata Whakahirahira

Children learn in a vibrant language environment. Kaimahi effectively integrate language in conversations, activities and routines throughout the day. Children learn to associate beliefs and tikanga through karakia, mihimihi, pepeha and waiata. Children explore te reo Māori through their interests. Children communicate well with kaimahi. They enjoy regular quality learning interactions. Children are settled and stimulated through te reo and tikanga Māori.

Children like to share with whānau what they know about their marae and whānau links. Children learn about Mana Whenua including cultural connections and kaitiakitanga. The learning programme provides regular outdoor hikoi where children explore their natural and physical surroundings and learn about Papatuanuku and Ranginui. Kaimahi provide opportunities for children to care for the whenua. Children are developing well in their knowledge of Te Ao Māori.

Children explore the environment around them. Kaupapa mahi include the Kingitanga, Matariki, Tangaroa, and marae. Learning activities enable children to explore these kaupapa through drama, creative arts, shared stories and music. Kaimahi encourage children to use their senses to motivate and stimulate learning experiences. Natural resources are used in the learning programme. Children are supported to broaden their knowledge and appreciation of the world around them.

Children receive lots of experiences that affirm who they are, where they come from and their belonging to the kōhanga reo whānau. Kaimahi have created a loving and peaceful learning environment for children. They confidently move around the kōhanga reo. Kaimahi encourage children to form strong and respectful bonds with each other. Tuakana show love and care for teina. Babies are supported to explore safely in their environment. Children are comfortable in their kōhanga reo.

Children show an awareness of karakia and tikanga for wellness and care of self and others. They are learning karakia for different purposes. Kaimahi reinforce the use of karakia to highlight the close links between the spiritual and physical worlds, atua Māori, tupuna, tīkanga, beliefs and behaviour for children. Karakia is used effectively by kaimahi to settle and focus children. Planned kaupapa learning reinforces the place and value of te reo Māori and tīkanga Māori. Children are supported in their learning.

Planning and Evaluation

Children’s interests and needs are well served through good management of the kōhanga reo. Minutes are well kept and show that whānau members regularly report and monitor on most areas of the kōhanga reo for children. There is a strong focus on building whānau capability to independently manage their kōhanga reo in the near future. Constant support and guidance has been provided through their purapura whānau and TKRNT. Hui with whānau give emphasis to mokopuna learning and provisions for their care and specific needs. Active members of the whānau are keen to build their capacity and capability to effectively manage their kōhanga reo into the future. Children’s learning guides forward planning.

Children’s interests and needs for learning are well planned. Kaimahi consult with whānau to include their ideas in the design of learning programmes. Learning plans provide direction throughout the year. Kaimahi manage activities that promote te reo Māori me ngā tīkanga through Te Whāriki in flexible and adaptive ways to best meet the changing needs of their children. Children are happy in their learning, settled and emerging as independent and responsible learners.

Children’s learning of te reo Māori through Te Whāriki based experiences are recorded and reported well to whānau. A range of meaningful methods are used by kaimahi to track children’s achievements, their unique areas of growth and experiences they have had in the kōhanga reo. Kaimahi maintain good standards of recording that focus on kōhanga reo learning priorities and outcomes for children.

Key Next Steps

Children are very well supported in their learning by well trained and dedicated professional practitioners. Whānau recognise the commitment shown by their kaimahi, including the levels of qualifications attained since the last ERO review and the growth of kaimahi te reo Māori. However areas of personnel management including job descriptions require development. The current kaiako has a kaiāwhina job description. Other kaimahi appointed also require their respective job descriptions reviewed and aligned appropriately to the role they currently undertake. ERO has also identified that appraisal templates used can be reviewed for improvement and manageability. TKRNT, whānau and kaimahi agree to these key next steps for development. Children and their outcomes should always be at the centre of personnel management.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for compliance

ERO identified areas of non-compliance relating to police vetting. To meet requirements the service needs to improve its performance in the following areas:

3.1 ensure police vetting requirements are carried out and maintained for children.[319D to 319FA and 319FE of the Education Act 1989]

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

Heighten the level of internal evaluation and review to strategic review, and report regularly on how well whānau are progressing with planned strategic priorities.
